Abstract

Indonesia memiliki persentase perokok tertinggi ketiga di dunia Setelah Cina dan India, prevelensi perokok pria di Indonesia adalah pada tahun 2013 sebanyak 68,% sedangkan pravalensi perokok pada wanita sebanyak 6,9%. Dinas kependudukan dan pencatatan sipil merupakan tempat pelayanan masyarakat yang sangat ramai dikunjungi yang telah diberlakukannya sebagai kawasan tanpa rokok. Tujuan penelitian ini adalah untuk mengetahui penerapan peraturan daerah no.4 tahun 2016 tentang kawasan tanpa rokok di Dinas kependudukan dan Pencatatan Sipil. penelitian ini menggunakan teori george c.edward III serta metodologi pendekatan kualitatif deskriptif. Sumber data primer dan sekunder penelitian dengan melalui observasi, wawancara, telaah dokumen dan dokumentasi. Terdapat lima orang menjadi informan penelitian yaitu Kasubbag umum dan kepegawaian, staf pelaksanaan dan masyarakat yang melakukan pelayanan. Triangulasi metode dan sumber merupakan bagian dari pengabsahan data. Hasil observasi dan wawancara mendalam menunjukkan implementasi peraturan daerah no.4 tahun 2016 masih belum optimal hal ini karena belum adanya sosialisasi sampai kepada masyarakat namun pelaksanaan KTR di Disdukcapil sudah dihimbau melalui petugas jaga serta belum adanya insentif bagi pegawai. Namun masih ditemukan beberapa kendala kurangnya kesadaran dari masyarakat mengenai aturan tentang kawasan yang termasuk kawasan tanpa rokok, serta sanksi yang ada didalam perda belum diatur secara rinci kepada para pelanggar kebijakan. Dibutuhkan sosialisasi penerapan kawasan tanpa rokok sebagai pemberitahuan secara jelas kepada pelaksana kebijakan untuk mewujudkan penerapan kawasan tanpa rokok yang efektif.

Abstract

According to data from The Tobacco Atlas in 2019, Indonesia has the third highest smoking population in the world after China and India, at 61.5 million smokers, or 22% of the total population in Indonesia. The prevalence of smoking among young people in Indonesia aged 10–18 years has increased from 7.2% in 2013 to 9.1% in 2018. Cigarette advertisements are promotional media that can encourage target consumers to smoke, especially adolescents. Bogor City is one of the cities that has implemented a ban on cigarette advertisements in its area. The purpose of this study is to determine the implementation of Bogor Mayor Regulation Number 3 of 2014 concerning the prohibition of cigarette product billboards in Bogor City. The theory used in this research is the George C. Edward III theory, and this type of research uses a descriptive-qualitative method. The research data sources are primary and secondary data obtained through observation, interviews (12 sources), document review, and documentation. The results showed that the implementation of the cigarette advertising ban policy in Bogor City was still not implemented optimally. This was because communication had not been carried out properly by policy implementers in carrying out this mayoral regulation. Staff resources still lack personnel in their fields. Bureaucratic appointments experience obstacles because the implementers of this policy are not directly selected by superiors but through BKSDM, and the incentives of the implementers do not come from basic salaries and allowances while working. Policy implementers are expected to further optimise the socialisation process for policy targets and immediately submit to BKSDM regarding additional personnel

Abstract

Telemedicine serviceis a digital health service for patients with mild symptoms to conduct consultations and other services. Quality of serviceis a solution to health problems that must be measured to determineit ssuccess. This study aims to determine the quality of telemedicine services related to user satisfaction in Jabodetabek. The type of research used is quantitative with a cross-sectional design. Data was collected in November – December 2023 with a sampl e f 123 respondents. Data analysis used univariate and bivariate, while bivariate analysis was carried out using the normality test and Spearman rank test. The results found that as many as 89.4% of respondents were satisfied with telemedicine services. All variables have a significant relationship with telemedicine service user satisfaction with a moderate positive correlation, namely responsiveness (Pvalue = 0.000; r = 0.584), reliability (Pvalue = = 0,000 ; r = 0,536), assurance (Pvalue = 0.000 ; r = 0.492), empathy (Pvalue = 0.000 ; r = 0.424), and price variables with lowand positive correlation (Pvalue = 0.020 ; r = 0.209).

Abstract

Perilaku merokok tidak hanya berdampak pada orang yang merokok tetapi juga pada orang yang terpapar asap rokok atau yang umumnya dikenal sebagai perokok pasif. Menyikapi masalah tersebut perlu adanya peningkatan pengetahuan kepada masyarakat dan komitmen masyarakat untuk menerapkan kawasan tanpa rokok khususnya di fasilitas pelayanan umum sehingga  memberikan perlindungan kepada perokok pasif. Pengabdian kepada masyarakat ini dilakukan dengan tujuan memberikan pengetahuan kepada masyarakat tentang bahaya rokok dan adanya komitmen bersama untuk tidak merokok di kantor desa. Untuk mewujudkan capaian tersebut dilakukan pendidikan kesehatan dengan pendekatan penyuluhan yang didukung dengan pemanfaatan media KIE (Komunikasi Informasi dan Edukasi) yang menarik dan mudah dipahami oleh masyarakat. Hasil dari pengabdian kepada masyarakat ini berhasil meningkatkan pengetahuan masyrakat tentang bahaya rokok dan kawasan tanpa rokok  masing - masing sebesar 15,27 poin dan 16.00 poin melalui hasil perhitungan pre test dan post test. Terwujudnya capaian ini diharapkan dapat memperluas kebijakan komitmen untuk tidak merokok di fasilitas pelayanan umum lainnya di Desa Talagasari.

Abstract

The national movement for accelerating nutrition improvement in the first 1,000 days of life is an effort to strengthen the Indonesian Government's commitment to the national strategic agenda and tackling stunting. This study aimed to determine communication, resources, disposition, and bureaucratic structure in implementing the movement at the Biromaru Primary Health Care (PHC) and Loru Village, Sigi District, Indonesia. The mixed method approach was carried out with informants consisting of several parties from the PHC, health cadres, and the local community through triangulation and questionnaires. The results showed poor communication was inhibited by a lack of community outreach, the attitude of the community’s lack of participation, and the PHC staff’s perceptions (85.14%). There was still insufficient number of health workers as resources (79.73%) who could cover all work areas. While, 75.68% of the health workers considered the disposition to be unfavorable because the incentive budget functioned as an operational budget. Only the bureaucratic structure has been running well, according to 82.43% of PHC staff. Standard operating procedure is required to make the movement run well.

Abstract

The underdiagnosis and underreporting of tuberculosis (TB) indicators are unresolved problems. The rapid molecular test (RMT) is one of the breakthroughs for TB case finding by using safer and more sensitive equipment; it is even believed to help find drug-resistant TB. The results of several webinars held regularly by a TB program as well as its evaluation and the use of RMT formed the basis of this study. This initial pilot study aimed to provide an overview of case finding for both drug-sensitive and drug-resistant TB using RMT. A cross-sectional study was conducted on samples in several provinces in Indonesia that have used RMT, both in remote or non-remote island borders areas and fiscal capacity. Regarding the use of RMT for drug-sensitive TB case finding, the largest contributors were males aged above 15 years, while in the drug-resistant TB case finding group, the biggest contributor was the use of RMT in 2017 and 2018. Overall, the findings could only describe the situation in the study area. The use of RMT in drug-sensitive TB case finding would be maximized if the detected cases are males aged above 15 years, while RMT can help find cases of drug-resistant TB.

Abstract

Before the COVID-19 pandemic, the Bogor City Government regulated to cover the health financing claim during the Indonesian National Health Insurance (NHI) integration period due to the lower amount of health care claim per episode in regional hospitals compared to ones that NHI paid. This study aimed to address post-COVID-19 health financing at two hospitals in Bogor City, West Java Province, Indonesia. Descriptive analysis using the aggregate statistical summaries was taken to explore the medical care episodes of the data series at two hospitals for the last two years. Of the 890 checked medical records data, the deficit occurred in 197 (22.1%) medical care episodes, while five (0.6%) exceeded the hospitals' tariffs. The remaining 688 (77.3%) medical care episodes had suits with the Indonesian-Case Based Groups. Almost a quarter of medical care episodes in aggregate experienced a deficit in the two years before the pandemic. This study is the first to provide new insight into the discussion on medical care financing in a developing country's post-pandemic era in a newly implemented NHI system.
