Abstract

Sustainable development is a reference for global development in all development fields in Indonesia, especially those related to environmental sustainability. Solid waste pollution is a crucial problem that harms environmental sustainability, such as odor, water, air, and solid waste pollution. These problems need to be managed effectively with a specific approach, including a waste bank. The Waste Bank is a community empowerment-based effort that involves a Reduce, Reuse, and Recycling program using solid waste as an economic resource. Further, the waste bank program is also changing the paradigm from the "end of pipe" to the "reduction at the source" paradigm. This study focuses on solid waste management in Semarang Regency, specifically at the Soka Resik Waste Bank. Through qualitative research, observation, interviews, and secondary sources such as documents, journals, books, and research notes were carried out. The study found that the Waste Bank programs have reduced the amount of solid waste dumped in the TPA and recorded managed inorganic waste piles. In this context, the local government also provides support in education, assistance, guidance, and monitoring and infrastructure to the community. The Soka Resik Garbage Bank also has a significant impact on environmental aspects, but it still needs improvement in social and economic aspects. Hence, continuous and persistent education is urgent to change society's mindset massively by giving examples and submitting assistance to non-governmental organizations and the formation of MSMEs that sell crafts from recycling activities.

Abstract

The existence of women frequently perceived as “second sex” in society. In fact, their voices, ideas, and gender roles are often ignored. Thus, in order to support women’s right the United Nations through CEDAW encourages the achievement of 30% quota of women’s representation in legislative institution as the entrance of women’s interests in the policy-making process. Furthermore, the UN recommendation has been ratified by Indonesian government to produce the guidelines to spur women’s political participation through Ministerial Women Empowerment and Child Protection Regulation 07/2013 on Increasing Women’s Political Participation in Legislative. Nevertheless, the emergence of this affirmative policy has not been able to attain the target of least 30% representation in the legislative institution, including the House of Representatives of Central Java 2019-2024. Further, this research emphasizes about the factual condition of women’s political representation and why the women’s political representation enhancement policy still yet spur the women’s representation rate in the House of Representatives of Central Java 2019-2024. By using descriptive-qualitative method and System Theory basis, the author tries to scrutinize more deeply about the reality in the field based on four main factors: policy cognition, socio-culture, human resources, and political factor. According to the result, this research finds various hurdles on the policy implementation, including the deep rooted of patriarchy culture, the lack of women’s capability as policy makers, and various political factors.

Abstract

There are still several aspects that hinder the process of implementing the zoning system for the new Student Admissions policy in providing opportunities and access to education rights. The aim of this study was to describe the implementation of the PPDB policy on the zoning system of public junior high schools in Bekasi City and to identify the supporting and inhibiting factors. The research uses the Van Meter and Van Horn Policy Implementation theory by looking at policy standards and objectives, resources, inter-organizational relations, characteristics of implementing agents, socio-political economic conditions, and the disposition of implementors as variables that influence policy implementation. This research is descriptive qualitative with a case study approach. Data collection techniques were carried out by interview, observation, and literature study through primary and secondary data sources. The results showed that the implementation of this policy was in accordance with the applicable rules and stages. However, there are still errors in ordinate points, unequal distribution of facilities between schools, changing SOPs, and many people who are reluctant to choose private junior high schools. In conclusion, the implementation of this policy is supported by the standard variables and policy objectives, inter-organizational communication relations, and the disposition of the implementor. Meanwhile, the variables of resources, characteristics of implementing agents, and socio-political and economic conditions are obstacles. This study recommends optimizing data verification and leveling facilities between schools, involving all implementing agencies in setting Standard Operating Procedure, as well as optimizing the role of private junior high schools

Abstract

Coaching for the elderly is carried out in order to respond to the increasing number of elderly people. The presence of the elderly can be a negative signal if it is not accompanied by careful preparation. The elderly must be seen as valuable and assets that must be empowered. In order to empower the elderly, the BKKBN established the Elderly Family Development (BKL) program to improve the quality of life of the elderly. Peterongan Village is one of the locations where the BKL activity group was formed. The purpose of this study was to determine the implementation of the BKL program in Peterongan Village and the factors that were the drivers and barriers to implementation. This study uses a qualitative method with a descriptive approach. The results showed that the BKL Program has provided benefits on the physical and emotional dimensions to its members. In the implementation of the BKL program, it shows that overall it is good but there are some activities that have not been implemented as they should, namely home visits. The driving factors in the implementation of the BKL Program in Peterongan Village are communication and the attitude of the implementer. While the inhibiting factors include human resources, budget resources, equipment resources, authority resources, incentives, and bureaucratic structures. It can be concluded that the implementation of the BKL Program in Peterongan Village as a whole has been going well but the many inhibiting factors in implementing the program have caused the implementation of the program to be less than optimal. Suggestions from researchers need to apply for funds from both the government and the private sector, recruit cadres and family planning field officers, hold socialization and awareness of elderly families, it is necessary to establish SOPs

Abstract

Depok Single Window application was developed by Diskominfo Kota Depok as an effort to implement smart governance in smart city concept in Depok City. This application offers 145 types of services within a single window, but there are still several challenges in implementation, such as frequent errors, a high number of negative reviews, and an insufficient workforce in the implementing unit. This research aims to analyze the evaluation results and the inhibiting factors affecting Depok Single Window application in the smart city implementation in Depok City. This research used descriptive qualitative method, with data collected through non-participatory observation, interviews, and documentation to present the phenomenon factually and in-depth in 2024. Informants were selected by purposive sampling, and application users were chosen through incidental sampling. The theory used in this research is William Dunn's evaluation theory, with the addition of four criteria to analyze the inhibiting factors. The results of the study show that indicators of efficiency, adequacy, equity, and accuracy still need to be addressed for the application to function effectively. The inhibiting factors affecting the effectiveness of the Depok Single Window application include resource factors, communication, and bureaucratic structure. Based on the research findings, the recommendations provided to address the identified problems include the establishment of technical work guidelines and proper division of tasks within the implementing unit, the development of a regular application maintenance schedule, periodic dissemination of information related to the application, and coordination of all relevant regional apparatus to help ensure the success of the application.

Abstract

The tourism sector is one of the highest foreign exchange earners for Indonesia, so continuous development in this sector is crucial. In the development of a tourist attraction, there are both driving and restraining factors. Arenan Kalikesek is a newly established tourist destination in Kendal Regency, having started operations in 2021. However, it still faces several issues, such as the lack of legal framework from the Kendal Regency government, poor accessibility, and inadequate facilities and infrastructure. These issues are closely related to the factors influencing the development of Arenan Kalikesek. This study aims to identify and analyze the factors that support and hinder the development of Arenan Kalikesek based on an internal and external environmental analysis. The research uses John M. Bryson's strategic planning theory, employing a descriptive qualitative research method with Force Field Analysis as the analytical tool to assess the impact of the supporting and restraining factors on the development. The results of the study show that there are six supporting factors and six restraining factors that influence the development of Arenan Kalikesek. After applying Force Field Analysis, it was found that the total weight of the driving factors is higher than that of the restraining factors. The key driving factors are community participation in the management and development of Arenan Kalikesek and the high personal income generated for tourism development, while the key restraining factors are poor road accessibility and the lack of cultural events held at Arenan Kalikesek. The recommendations from the research are to create a proposal for road infrastructure improvements to the Kendal Regency Government, repair and provision of parking areas as well as parking management, establishment of entrance ticket booths, and the organization of an annual cultural event in Arenan Kalikesek by utilizing community participation.

Abstract

This research evaluates the implementation of the Complete Systematic Land Registration (PTSL) policy in Semarang City, designated for the Complete City program in 2024, using the implementation model by Van Meter and Van Horn. The focus is on PTSL activities and the factors affecting its implementation. The findings indicate that the Semarang City Land Office successfully executed the PTSL policy, despite challenges related to human resources and infrastructure. Strategies such as forming special teams (Physical, Legal, and Administrative Task Forces) and empowering local communities as Data Collectors, alongside efficient information systems, were adopted. Stakeholder participation and transparency in the registration process are crucial for effective policy implementation. Regular evaluations, both monthly and annually, are necessary to ensure long-term target achievement and to address emerging issues. The study found that, despite obstacles like insufficient human resources and coordination among stakeholders, the strategies employed yielded positive results with a high success rate in land certification completion. Recommendations include enhancing human resource training to ensure adequate skills and improving coordination by involving community representatives from neighborhood units (RT) and community units (RW) as facilitators.

Abstract

Stakeholder collaboration involves participation, communication, cooperation, and commitment between parties with influence or interest in a program. This study aims to analyze the collaboration among stakeholder in handling sexual violence in the city of Semarang. A qualitative descriptive approach was used with a case study method to describe how stakeholder such as the Women's Empowerment and Child Protection Agency (DP3A), the Regional Technical Implementation Unit for Women's and Children's Protection (UPTD PPA), the Semarang Police, Legal Aid Institutes (LBH), and other related institutions interact and cooperate in handling cases of sexual violence. Data were collected through in-depth interviews, observations, and document analysis, then analyzed using triangulation techniques to ensure the validity of the research findings. The results showed that the collaboration among stakeholder in Semarang has shown some progress in raising public awareness and implementing several outreach programs. However, challenges include a lack of transparency, minimal routine evaluations, and obstacles in cross-agency coordination. Recommendations include increasing transparency and inclusiveness through formal Memorandums of Understanding (MoU), strengthening facilitative leadership through education and training, and optimizing collaborative processes through the development of face-to-face dialogue. Additionally, the utilization of existing resources and capacities, the implementation of specific programs, and continuous monitoring and evaluation are proposed to enhance the effectiveness of collaboration. This study is expected to contribute to efforts to improve stakeholder collaboration in handling sexual violence and serve as a reference for policymakers in formulating more effective strategies in the future.

Abstract

Transportasi publik adalah sarana untuk memfasilitasi masyarakat umum, mendorong inklusi sosial, dan meningkatkan kualitas hidup dengan adanya akses yang mudah. Salah satu cara mengukur keberhasilan pemerintah dalam pelayanan transportasi adalah melalui penilaian masyarakat dengan konsep public value. Kota Semarang dengan tingkat kepadatan penduduk yang tinggi membawa pengaruh pada arus mobilitas, salah satunya kemacetan lalu lintas. Pemerintah membuat solusi efektif dengan menciptakan sarana transportasi publik, salah satunya adalah Bus Rapid Transit (BRT) Semarang. BRT Semarang diharapkan dapat mengurangi penggunaan transportasi pribadi di Kota Semarang. Penelitian ini bermaksud untuk menganalisis kesesuaian pelayanan BRT Semarang dengan public value dan memberikan rekomendasi kepada pengelola Trans Semarang untuk meningkatkan pelayanan yang lebih baik. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan jumlah sampel penelitian sebanyak 100 responden. Teknis analisis pada penelitian ini adalah uji validitas, uji reliabilitas, dan analisis deskriptif. Diperoleh hasil nilai public value yang tidak sesuai adalah penerangan halte, kelayakan kendaraan BRT, kesesuaian waktu tunggu, kesesuaian waktu berhenti BRT di halte, ketersediaan informasi jurusan halte, kenyamanan fasilitas penumpang prioritas, keluasan akses keluar masuk BRT, dan kecepatan supir BRT. Kesimpulannya, pelayanan BRT Semarang belum sesuai dengan public value. Saran yang diberikan adalah melakukan evaluasi terhadap kualitas pelayanan dan juga Sumber Daya Manusia (SDM).

Abstract

This research explains the performance of the Maternal and Child Health Section of the Semarang City Health Service. Performance is an achievement that has been made by each member of the organization in carrying out the tasks assigned to him and is based on experience, hard work and ability as well as good time management. Optimal organizational performance will accelerate the achievement of organizational targets. This research aims to analyze the performance of the Semarang City Health Service in the SAN-PIISAN program as well as supporting and inhibiting factors in the performance of the Semarang City Health Service. A qualitative descriptive approach was used with the case study method to describe the performance of the relevant organization, namely the Semarang City Health Service. In analyzing performance, researchers used the duties and functions of the Semarang DKK Maternal and Child Health Section and in analyzing factors used theories from Agus Dwiyanto and Kumorotomo which were combined into productivity, service quality, effectiveness and efficiency. The research results show that the Semarang City Health Service has carried out its duties and functions in accordance with Semarang Mayor Regulation No. 93 of 2021. Supporting factors for the performance of DKK Semarang in the SAN-PIISAN program are effectiveness and efficiency. Meanwhile, the inhibiting factors are productivity and service quality.
