Abstract

Human resources become the most important part in the survival of a company. Human resources are the most valuable investment and  the ultimate foundation of a company's survival. One aspect to the success of the company can be seen from the policy of the leader of a problem in this case how the recruitment system established by the company whether to promote most of the employees from within the organization or lift from the outside to fill the void  at  all  levels.  In  addition,  whether  the  emphasis  is  on  just  filling  vacancies  or appointments for long-term purposes.The purpose of this study to determine the effectiveness of employee recruitment at gas stations COCO Pertamina Retail Medan.The criterion or indicator   of   the   effectiveness   of   Tangkilisan,   (2005:   141),   among   others,   Target Achievement, Adaptation Capacity (Flexibility), Job Satisfaction, Responsibility. This research is in the form of descriptive qualitative research which the writer do interview technique. Based on Results Of Research That Has Been Spoken, Then Writers Can Draw Conclusions Outline that, Effectiveness Recruitment Staff at Gas Station COCO Pertamina Retail Medan Quite Effective.

Abstract

The role of the Office of Social Affairs in addressing the problem of sexual violence against children as a place to provide public complaints about the problem and duty to help resolve the problem. A child is a person under 17 years of age and unmarried, where the child is someone who must be protected, nurtured and fostered to achieve prosperity. Sexual violence is a real action related to intimacy or sexuality that results in victims suffering physically, materially, mentally, or psychologically. In its role in overcoming the problem of sexual violence against children, the Social Service is tasked with assisting victims, witnesses, and perpetrators who are still children from the investigation stage to the trial. The social service also has obstacles in solving the problem of sexual violence against children in the form of budget problems and sectoral ego. In this study the method that researchers take is qualitative research methods

Abstract

Sprawl is an issue that must be faced by the government especially the social city of medan, because of sprawl have been considered as a profession pekerajaan that easy, even want to be criminal and disturb the comfort of society as well as interfere with riders with how to write with a windshield. This is a task of the city of medan to services vagabonds and beggars in the city of medan. The research is to determine the extent the implementation of the regulatio ns the city of medan, number 6 years 2003 and anything that is in their implementation. The method used is the method of quantitative, researchers used the theory of Edward III said that fator the implementation of communication, resources, disposition, and the structure of bureaucracy. The results of the investigators are social services has served her purpose in accordance with the theory, the researchers just not optimally and there are obstacles faced and that is the lack of awareness which is owned by the community in providing something and be seen from the resources there is still a shortage of facilities and infrastructure in the implementation of, such as the absence of safe houses and the lack of a patrol car owned. To the city of medan should ask the revision of regulations number 6 in 2003, in order to be more effective and rational in answering the problems sprawl in the city of medan and be able to meet the needs of facilities and infrastructure to the implementation of the running on as planned.

Abstract

This research focuses on analyzing the empowerment of social institutions as village government partners in the participatory development process. The location is in Percut Village, Percutseituan District, Deliserdang Regency. The background that is used as a reference for this research begins with the understanding that the urgency of villages in development in Indonesia is so urgent. The village is given authoritative to grow and develop in line with the development of its own community. Furthermore, the village holds millions of pieces of knowledge of the virtues of life and harmony of local wisdom that should be maintained, can be recognized from the mantra of three orders, namely; ordinances, manners, and manners (Zamroni, 2017). This kind of thinking construction is important to restate in order to examine the current relationship between the village government and the community (social institutions). Social institutions as partners of the Village Government have a very strategic role; start to formulate participatory development plans, implement, control, utilize, maintain and develop participatory development, mobilize and develop participation, mutual cooperation and community self-help, and foster dynamic development of the community in the context of community empowerment. Seeing the huge role that village community institutions have, it is important and interesting that this research is carried out to see the existence of community institutions as village government partners in the participatory development process. With this research, it will provide reference data for stakeholders related to community institution empowerment. In addition, it is an academic study in public policy and provides input to the village government regarding the reference to the model of community institution empowerment as a partner of the village government in order to work together to manage development in a participatory village. As for answering the problem of this study using qualitative methods and types of research with a descriptive approach. The targeted research output is a journal article and as a follow up will create a model in the institutionalization of village community organizations.

Abstract

Indonesia is the number one country with the highest number of Covid patients in Central Asia. This has an impact on various sectors including the education sector. In Indonesia, approximately 45 million students in Indonesia or it can be said that 3% of the total data globally, students who cannot take part in learning, the government issued a learning process policy in the midst of a pandemic, this policy determines the learning process which is usually carried out face-to-face, changes be learning online. This research uses a qualitative descriptive approach, with the type of library research, which is the collection of data related to the object of research in the form of literature or studying and deepening the literature literature books, reports and scientific journals, research results and other sources. The obstacles faced in implementing this learning method, namely the unpreparedness of students in the online teaching and learning process,Several studies have stated that not all of the teaching staff in Indonesia in various regions are equalized in carrying out the learning process online based on quality, competency in the use of communication and technology). Not only that, the weak education of the elderly to accompany students in using online media and not supported by facilities to carry out online learning. Dith the provision of internet networks with requiresubstantial costs. The problems in the world of education amid the Covid-19 pandemic must be a serious concern of the central and local governments.

Abstract

Gender injustice is one of the main problems in Medan City, problems experienced by women in various problems including marginalization, patriarchal cultural factors, violence, human trafficking, and the position of women in the political realm. Women's problems can be solved with gender responsive public policies. DPRD as the manifestation of the people's voice, has a central role in realizing gender pengarustamaan by producing gender responsive policies. The policies produced by the Medan City DPRD from period to term of office of DPRD members do not produce gender responsive policies, one of the factors causing the weak political communication. Weak political communication between legislative members, local government NGOs / CSOs and constituents. Whereas the interest group in producing a policy should have the obligation to convey ideas / issues summarized from various problems that occur in society, especially women in Medan City. The problem of weak political communication which results in the lack of gender responsive policies is the basis for the importance of alternative models of political communication in producing gender responsive policies. This study uses empirical methods with qualitative analysis followed by FGDs involving stakeholders, participatory, participatory, democratic political communication models that involve all interest groups by producing shared understanding and the best solutions in producing gender responsive policies.

Abstract

This research was conducted on the basis of gender inequalities are still many who manifests in various forms. It is necessary to process gender-based regulation in any policy formulation by the government. Strengthening the role of women legislators is an important step to accommo-date the various demands, rights, and aspirations of women so as to produce public policies based on gender equality. This research uses descriptive qualitative method to describe the ac-tivities of a female legislative involvement Medan in quantity and quality in the use of his posi-tion to generate gender-based public policy. The results of this study indicate that: 1.Lack of po-litical education of women-owned legislature; 2.Patriarchal culture that remains deeply em-bedded in the public field; 3.Less time to focus on politics; 4.Female legislative indifference to the condition of women in the city of Medan; 5.The notion that women rely more on emotional creatures. Its base on gender and political approach.Keywords: Legislature, public policy, gender inequalities.

Abstract

This study aims to find out how effective the service is and the inhibiting factors for family planning services at the Sentosa Baru Public Health Center, Medan Struggle District, Medan City. With the increasing number of COVID-19 cases in Indonesia, the government has implemented a large-scale social restriction policy (PSBB), this has an impact on family planning services at the new Sentosa Health Center. In this study using a qualitative approach using interviews, observation and documentation. The results of this study indicate that family planning services at the Sentosa Baru Health Center have not been running effectively with a decrease in active family planning participants in 2020 and the cessation of direct socialization to the community and the emergence of public fear of visiting the puskesmas making the success of the program's objectives not run properly. The inhibiting factors in the effectiveness of family planning services at the Sentosa Baru Health Center are the limitations of family planning services and the cessation of outreach to the community and the lack of service facilities and infrastructure during the COVID-19 pandemic so that monitoring of family planning service program activities cannot run optimally, this will have an impact on a decrease in active family planning users at the new sentosa health center in 2020.

Abstract

Most of the problems in the village are that there are still many programs that have not been implemented properly and some have. This can be seen from the number of people who are not satisfied with the results of the village apparatus program. Evaluation of program distribution will be part of the strategy in making a better policy. The purpose of the study was to determine the evaluation and obstacles in the distribution of the village fund budget program in Pamah Village, Tanah Pinem District, Dairi Regency. The theory used in analyzing the problem is the theory of program evaluation. The research method used is descriptive qualitative method. Sources of data in this study were village heads, representatives of village officials and representatives of the community. The results of the study indicate that effectiveness has not been running as it should, the adequacy of the deliberation system has been implemented, the implementation has not carried out the appropriate program, the responsibility has been satisfactory and the accuracy has focused on the needs of the community. Regarding the inhibiting factors in the distribution of village fund budget programs, many are due to the low participation of the community in designing a policy in which it is aimed at the interests of the village itself. So it can be concluded that program distribution will be more effective if the community is more active in making new programs based on the results of joint discussions.

Abstract

This research was conducted with the aim of knowing the factors causing and handling school dropouts in the Medan Belawan Fisherman Village. Where in this village about 80% of children drop out of school. So with the large number of children dropping out of school, the level of human resources is getting weaker. In this study using a qualitative approach using interviews, observation and documentation. The results of this study indicate that the factors that cause children to drop out of school in the Fisherman Village of Medan Belawan are due to two factors, namely external factors (inadequate economy where their income is still low, the social environment of children in Fisherman Village who participate in promiscuity, distance places to live and schools are far away, and educational facilities are not yet complete) and internal (this condition includes inadequate nutrition or health factors for the children of Kampung Nelayan due to an unsanitary environment, lack of motivation for schooling, and lack of encouragement from the family environment and the environment in which he is located which makes him mentally not to go to school. As for the efforts to handle these school dropouts through the establishment of Learning Houses, Floating Libraries, and equality programs, namely the package A, package B and C programs.
