Abstract

This study focuses on the high number of school dropouts in Duria Village, Lolofitu Moi District, West Nias Regency, which is influenced by various factors such as long school distances, limited transportation, low family income, and inadequate educational facilities. The purpose of this study is to identify the main causes of school dropout and develop empowerment strategies through learning homes to support continuing education. This study uses a qualitative method with an in-depth interview approach, participatory observation, and documentation to collect comprehensive data. The results of the study show that the learning home program is able to help children drop out of school by improving practical skills, material understanding, and developing their entrepreneurial spirit. Although several obstacles such as children's internal factors, family socio-economic conditions, and lack of environmental support are still obstacles, overall, learning homes have proven to be an effective strategy. This program not only plays a role in reducing the dropout rate in Duria Village, but also has great potential to be applied in other areas that face similar problems.

Abstract

This research aims to carry out an in-depth evaluation of the implementation of GCG at PT Asuransi Jiwasraya Medan, as well as identifying obstacles that hinder the implementation of these principles. A descriptive approach with qualitative research methods was used by researchers in carrying out this research. The research results show that the implementation of Good Corporate Governance (GCG) at PT Asuransi Jiwasraya (Persero) Medan still faces obstacles such as lack of transparency, accountability and problems of collusion, corruption and nepotism (KKN) at the director level. Weak supervision and lack of commitment from commissioners and the GMS also hinder the optimal implementation of GCG. Delays in payment of customer claims worsen the company's image. To improve governance and restore public trust, increased commitment is needed, eradicating KKN practices, as well as improvements in supervision and transparency.

Abstract

Non-cash Food Assistance (BPNT) is food assistance distributed non-cash to Beneficiary Families every month in the amount of Rp. 110,000 / KPM. The problem in this research is how the role of social services in distributing BPNT and what is damaged in distributing BPNT. To obtain data in this study using qualitative descriptive methods, observation, and documentation. This study involved 6 information, namely 1 key informant, 1 main informant and 4 additional informants. Based on the research results, the Social Service has a role in distributing BPNT, starting from coordinating planning, carrying out data validation and updating, providing companions. socialization has been carried out, but local officials are still not effective in determining the participants of the socialization. Planning, Monitoring and evaluation, Procurement of complaints. Coaching, and reporting on implementation. The fleas in distributing BPNT are: not on target, not entering the Integrated Database (BDT), data not found, incomplete population administration, late arrival of assistance. Based on the results of the study, it can be ignored that the Social Service has a role in distributing BPNT, starting from planning coordination, updating data, providing companions, socialization, planning, evaluation, complaint procurement, reporting. As it progressed, assistance came from the Deli District Social Service in distributing BPNT, among others: Not on target, not entering BDT, data not found, incomplete population administration and delayed assistance.

Abstract

This study investigates the implementation of the "PAK CEPAT YANLING" (On-the-Spot Printing Mobile Service) innovation for civil documentation at the Department of Population and Civil Registration in Serdang Bedagai Regency. It aims to assess the effectiveness of this initiative and identify the factors hindering its implementation. Using George C. Edward III's implementation theory, this research employs a qualitative descriptive method with data collected through observation, interviews, documentation, and literature review. The findings reveal that the implementation of "PAK CEPAT YANLING" has been successful based on four indicators: communication, resources, disposition, and bureaucratic structure. However, challenges persist, including low public awareness of the importance of civil documentation, insufficient socialization of requirements, and limited community interest in managing civil documents. The study concludes that while the initiative demonstrates notable progress, addressing these barriers is essential for maximizing its impact and ensuring sustainable success.

Abstract

This study aims to analyze the inhibiting factors of the performance of the Government Internal Supervisory Apparatus (APIP) in realizing the principles of good governance in the Mandailing Natal Regency Inspectorate. Good governance is one of the main pillars in creating a transparent, accountable, and responsive government to the needs of the community. However, its implementation often faces various obstacles that affect the performance of APIP as an internal supervisor. This research method uses a qualitative approach with data collection techniques through in-depth interviews, observations, and document studies. The results of the study indicate that there are several main inhibiting factors, including: limited competent human resources, lack of budget support, weak independence of APIP in carrying out its duties, and resistance from the supervised organization. In addition, the low utilization of information technology in the supervision process is also a significant obstacle. This study concludes that to improve APIP performance in realizing good governance, it is necessary to strengthen human resource capacity through training, increase budget allocation, guarantee APIP independence, and optimize information technology. Strategic recommendations from this study are expected to be a reference for local governments in improving the internal supervision system in order to achieve better governance.

Abstract

Binjai Mayor Regulation Number 9 of 2022 concerning the Protection of Women and Children from Violence is a strategic policy to overcome the high rate of violence against these vulnerable groups. This research aims to analyze the implementation of policies, the challenges faced, and the necessary improvement measures. The research uses a descriptive qualitative approach with in-depth interviews, observations, and documentation studies. The subjects of the study include government officials, field officers, non-governmental organizations, and victims of violence. The results of the study show that the implementation of the policy has resulted in several achievements, such as the formation of integrated services for victims of violence, increasing public awareness through educational campaigns, and cross-sector cooperation for case handling. However, the implementation of this policy has not run optimally due to various obstacles, such as limited human resources and budgets, low public awareness, patriarchal cultural barriers, and ineffective coordination between institutions. These obstacles have an impact on the slow process of handling cases and the lack of optimal support for victims of violence. Therefore, this study recommends increased budget allocation, professional training, strengthening cross-agency coordination mechanisms, and more intensive public campaigns to change cultural norms that support violence. In conclusion, although these policies have had a positive impact, further efforts are needed to improve their effectiveness. With integrated strategic steps, this policy has the potential to become a stronger instrument in protecting women and children from violence in Binjai City.

Abstract

Education in Ononamolo Talafu Village has sufficient facilities, but the quality still needs attention. The main obstacles include limited internet access, lack of educators, and inadequate learning facilities. This study aims to identify the form of community participation in supporting children's education through learning homes and the obstacles faced in its implementation. This study uses the theory of Engkosworo and Komariah (2010:297), which categorizes community participation in education into two forms: financial contribution and contribution of thought and energy. The method used is qualitative with observation, interview, and documentation techniques. The results of the study show that the contribution of community financing supports the existence of a Learning House in Ononamolo Talafu Village in the form of providing cash, and goods needed for learning. This is followed by the contribution of the community's thoughts in the form of ideas in building children's learning enthusiasm by making children's handicrafts and displaying them on the walls of the learning house. Then the contribution of manpower can be seen that the community helps the process of building a learning house.

Abstract

Kegiatan pemberdayaan anak-anak putus sekolah di Kampung Nelayan dilakukan untuk membangun sumber daya manusia sehingga mampu menciptakan persepsi di setiap individu akan pentingnya pendidikan. Selain itu, juga dapat menjadi pilar kebanggaan bagi orang tua dan masyarakat. Konsep kegiatan Rumah Belajar dilakukan dengan metode hybrid yakni secara tatap muka (20%) dan secara daring (80%) disesuaikan dengan perkembangan Covid-19 dan dalam pelaksanaannya menerapka protokol kesehatan secara ketat. Jumlah sasaran kegiatan ini adalah 10 orang. Kegiatan dilakukan dengan tiga tahapan yakni tahap persiapan, tahap pelaksanaan dan tahap monitoring dan evaluasi. Kegiatan dilakukan pada tahun 2020 yang berlangsung selama dua bulan, Agustus-September. Hasil kegiatan ini telah mampu menciptakan minat dan semangat anak-anak putus sekolah untuk tetap belajar meskipun tidak dalam suasana sekolah formal.

Abstract

Kegiatan pengabdian di Desa Ononamolo Talafu dilakukan untuk pembangunan sumber daya manusia sehingga menciptakan mutu setiap anak-anak sehingga mampu memformulasikan kehidupannya di masa mendatang hingga pada akhirnya menjadi pribadi yang mampu menghadirkan perubahan di tengah masyarakat. program ini dilakukan dengan berbasis rumah belajar terintegrasi smart application dimana tahapan pelaksananya dimulai dari kegiatan sosialisasi, pendataan sasaran, seminar penyuluhan, mentoring, membangun kapasitas kader, pemberian pelajaran, evaluasi kegiatan hingga pelaporan. Pelaksanaan pengabdian dilangsungkan selama 5 bulan di mana sasarannya adalah anak-anak usia 8-15 tahun. Hasil dari pengabdian ini yakni telah mampu meningkatkan semangat dan motivasi anak-anak dalam belajar sehingga telah menambah pengetahuan serta keterampilan. Abstract Service activities in Ononamolo Talafu Village are carried out for the development of human resources so as to create the quality of each child so that they are able to formulate their lives in the future so that in the end they become individuals who are able to bring about change in society. This program is carried out based on an integrated smart application learning house where the implementation stages start from socialization activities, target data collection, counseling seminars, mentoring, building cadre capacity, giving lessons, evaluating activities to reporting. The service was carried out for 5 months where the targets were children aged 8-15 years. The result of this service is that it has been able to increase the enthusiasm and motivation of children in learning so that it has added knowledge and skills.

Abstract

This study aims to analyze the effectiveness of public services based on the PATENT application in Galang District, Deli Serdang Regency. This technology-based public service is expected to increase efficiency, transparency, and accountability in the management of administrative documents. The research method used is a qualitative approach with in-depth interview, observation, and documentation techniques. The study found that PATENT applications have accelerated the process of document management, reduced transportation costs, and increased transparency of service information. However, there are still several inhibiting factors, such as limited technological infrastructure, low digital literacy among the public, technical obstacles to applications, and lack of socialization and training. People who have technological knowledge find it easier to access and use this application, while some people, especially the elderly, are experiencing difficulties. Therefore, efforts are needed to improve digital infrastructure, training for the community, and better system maintenance to increase the effectiveness of these application-based public services. The results of this study provide an overview of the challenges and opportunities in the implementation of technology in public services in the region, as well as provide recommendations to improve service quality.
