Abstract

Community participation in development is essential to ensure program sustainability and relevance. Active community involvement leads to policies that reflect their needs, increasing effectiveness. This research aimed to explore the factors that influence community participation in Musrenbang in Bayat Village by using the perspective of Resource Mobilization Theory. This study identifies the available material, human, and non-material resources and their use in Musrenbang. Using a qualitative approach, data was collected through observation, in-depth interviews, and documentation studies with key informants: the village head, village officials, and community leaders. The findings demonstrated that mobilizing material resources supplied by the village government, such as budget, meeting facilities, planning information, and transportation, might inspire changes in community enthusiasm to actively participate in Musrenbang. Furthermore, human resources such as facilitators and community leaders play a significant role in organizing community engagement. This research discovered that efficient resource mobilization strategies help bridge the gap between planning and implementation of village development. The provision of financial compensation and recognition of community status also increases the motivation to actively participate in Musrenbang. This study offers new insights into the dynamics of community participation in Musrenbang in Bayat Village and underscores the importance of appropriate resource utilization in the village development process.

Abstract

Traffic congestion in the school environment, especially during school departure and return hours, is a significant problem. This study aims to identify the causes of traffic congestion and evaluate strategies that can be applied in overcoming these problems. The research method used is descriptive with a qualitative approach, using observation, interviews, and documentation as data collection techniques. SWOT analysis was conducted to assess the internal and external factors of the applied strategy. The results showed that congestion is caused by various factors, including student shuttle activities, indiscriminate vehicle parking, limited parking lots, crossing the road, and street vendors selling around the school. The Transportation Agency's efforts include traffic regulation by officers in the field and appeals to schools and parents. However, there are weaknesses in terms of limited human resources and traffic infrastructure. The conclusion of this study is the need to optimize existing strategies, including additional personnel, provision of “kiss and ride” parking facilities, and procurement of more adequate traffic signs. In addition, enforcement of traffic rules and socialization to the community need to be improved in order to maintain smooth traffic flow and improve safety around schools.

Abstract

This article conducts a rapid scoping review of scientific literature from the period 2020-2025 to map the dynamics of the relationship between the role of the state and the role of governance in the Indonesian context. This study aims to identify thematic trends, the role of the state, dominant governance models, and points of friction between the two. Analysis of 305 articles reveals a paradigm shift from a hierarchical and centralized state model towards collaborative, adaptive, and networked governance. The state plays a multidimensional role, not only as a regulator and service provider, but also as a facilitator, catalyst, and digital innovator. Meanwhile, collaborative governance, digital governance, and sustainable governance emerged as the most dominant modes of governance. The main points of convergence and tension lie in the effort to balance state sovereignty with inclusive network logic, as well as the challenge of accountability in multi-actor collaboration models. The article concludes by presenting a concise map, a comparative matrix, and a future research agenda to address critical knowledge gaps, such as digital sovereignty governance, green bureaucratic capacity, and intersectional approaches to governance.
