Abstract

This research aims to see implementations of street vendor relocation policy, constraining factorimplementations of street vendor relocation policy, and efforts made to addreses implementation of streetvendor relocation policy in Dinas Koperasi, UKM, Perdagangan dan Perindustrian Sumedang District.This research methode uses qualitative descriptive (Naturalistic Setting). The sampling was troughliterature and observation (interview and documentation). The sampling in this research using purposivesampling which mean consist of 3 people. While data processing procedures using data analytical modelMiles and Huberman consisting of data reduction, data presentation, and verification. The result of thisresearch conclude that implementations of street vendor relocation policy Dinas Koperasi, UKM,Perdagangan dan Perindustrian Sumedang District has been going well but not maximally. It’sindicated by phenomena of (1) there’s too much illegal street vendor (2) too much street vendor insidewalk (3) low awareness against government regulations (4) lack of obdience to government policies.The suggestions for this research is do more socialization with street vendor, cooperate with tenantrelation, giving specification tasks, and carry out stricted supervision which mean the goals of policy canbe achived.

Abstract

Through this theory, it will be known the causes that are easy and difficult to seek to empower women with the aim of supporting community welfare, the impact is felt limited to the aspects of knowledge of the program, the activities that are followed, the level of participation stories and program benefits. The activeness of women in various fields of life is generally determined and influenced by different backgrounds and similarities in explaining women through structural functional theory, power and status theory, non-verbal communication theory, rape-prone and rape-free theory, and division of labor theory. It also explains all activities that have been carried out and the level of achievement, the level during the implementation of the women's empowerment program. The research objectives are: 1. to know and study all activities carried out in the women's empowerment program at the Social Service 2. to find out and study the impact of implementing women's empowerment programs on the community0. The results showed that various activities were related to community welfare, especially for women who already had families. This women's empowerment program, among others, is given to understand the important role of women in leading to a healthy family. The influence of this women's empowerment program is quite large. This can be seen from the capacity and capacity of the community which is getting bigger in developing themselves. In addition, public awareness also strengthens the importance of women's roles.

Abstract

Sumedang Regency has been ranked 4th in West Java in the informative category in the implementation of the Law No. 14 of 2008 on Public Information Disclosure (KIP). This shows that the Sumedang Regency government has been making efforts to fulfill its obligations as stipulated in the KIP Law. However, many Sumedang Regency residents are still unaware of their right to obtain public information. This is shown by the small number of residents who submitted public information requests to the Sumedang Regency PPID. In 2021, there were no public information requests from residents to the Sumedang Regency Main PPID. Meanwhile, in 2022, the number of PPID public information service visits was 16 people, consisting of students, civil servants, entrepreneurs, and others. The lack of awareness of the public's right to obtain public information shows that the public still has a poor understanding of their rights. This can hinder the government's efforts to realize public information disclosure. With the existence of PPID, the public can actively participate in government administration. This study aims to determine the implementation of the Information Commission Regulation Number 1 of 2021 on Public Information Service Standards at the Sumedang Regency PPID. This study uses a qualitative research method with a case study type. The approach used is a descriptive approach. The data collection techniques used are in-depth interviews with key informants, namely representatives of the Sumedang Regency PPID, the community, and academics. The data analysis techniques used are data reduction, data presentation, and drawing conclusions.

Abstract

This research aims to find out and analyze the effectiveness of the electronic traffic law enforcement program implemented by the Sumedang Police. The research method used is a qualitative research method. Sample determination was carried out using purposive sampling. This research was analyzed using descriptive qualitative research with research informants from the Sumedang Resort Police. The research was conducted using case studies and the Miles and Huberman model with steps including data reduction, data presentation and drawing conclusions. The results of the research show that the people of Sumedang do not fully comply with traffic regulations as stated in Law No. 22 of 2009 concerning traffic and road transportation. The suggestions from this research are that the Sumedang Resort Police need to take a comprehensive approach in planning and budget allocation, increase active community participation through an integrated educational approach, and carry out cross-sector coordination in program implementation.

Abstract

This research aims to obtain an overview of the implementation of the P2WKSS program in Sumedang Regency. The research method used is a qualitative method using purposive sampling. This research was analyzed using qualitative descriptive research with research informants, Sumedang Regency DPPKBP3A employees. The research was carried out using the Miles and Huberman model with stages including data reduction, data presentation and drawing conclusions. The research results show that it has been implemented quite well in accordance with the dimensions and objectives of the P2WKSS integrated program implementation regulations. Apart from that, other aspects also support P2WKSS activities in Sumedang Regency, such as funding sources, adequate human resources and implementation times that have been arranged in such a way that P2WKSS in Sumedang Regency can be implemented according to the activity schedule with the working group members involved in accordance with their respective main tasks and functions. -each. This cannot be separated from the implementers' openness in accepting and responding well to the existence of the integrated P2WKSS program in Sumedang Regency.

Abstract

This article is the result of research on the implementation of the medical rehabilitation program at the Sumedang District Office of the National Narcotics Agency (BNNK), including the obstacles in implementation, and efforts to overcome these obstacles. The implementation of this program is analyzed through four logical model elements from McDavid et al., namely: inputs, components, implementation activities, and outputs. A qualitative approach is the method used in this study with data sources obtained through interviews, literature studies and field studies. The findings from the study were that the implementation of the medical rehabilitation program at the Sumedang BNNK office had been carried out in accordance with the provisions stipulated in a structured implementation flow through the establishment of an Integrated Assessment Team made by the Sumedang BNNK. However, in practice this program experienced several obstacles so that its implementation was seen as not optimal, including the unavailability of separate counseling rooms from other rooms, the difficulty of adjusting the time between officers and clients in the process of medical rehabilitation activities, and the inadequate quality of staff resources, especially those who support activities medical rehabilitation. In overcoming these obstacles several efforts have been made, including submitting a proposal to create a separate counseling room that can maintain the privacy of the client, increasing communication between officers with both the client and the client's family in determining and adjusting the time, as well as providing training or competency exams for officers. who are not certified.

Abstract

This study aims to analyze the strategies implemented by the Education Office of Sumedang Regency in an effort to increase the Average Length of Schooling (RLS) in the region. RLS is an important indicator that reflects the accessibility and quality of education and has a direct impact on the socio-economic development of the community. The study employs a qualitative approach with a descriptive method, involving policy analysis, in-depth interviews with stakeholders, and a review of relevant literature. The analysis methods used are SWOT to formulate alternative strategies and QSPM to determine priority strategies. The results of the analysis show that the strategies implemented by the Education Office of Sumedang Regency play a crucial role in efforts to increase the Average Length of Schooling (RLS). Various policies and programs focused on improving access to education, developing infrastructure, and enhancing the quality of educators have had a positive impact, although challenges remain to be addressed. The SWOT and QSPM analyses of internal and external environmental factors indicate that the priority strategies for increasing RLS are integrated interventions to raise educational awareness, optimization of educational investment and operations, and improving the quality of educational facilities, infrastructure, and human resources.

Abstract

This research synthesizes academic literature on measuring the effectiveness of policies and programs, primarily focusing on challenging the dominance of the quantitative (goal-oriented) approach. This traditional method often fails to capture the essential dynamics within complex adaptive systems. The key research question guiding this study is: How can qualitative frameworks, criteria, and dimensions be utilized to assess program success holistically? The study employs an Academic Literature Synthesis to construct a set of credible theoretical frameworks that support the validity and legitimacy of non-quantitative effectiveness measurement. This involves critically analyzing literature that critiques conventional quantitative metrics and discusses the development of qualitative models such as Utilization-Focused Evaluation (U-FE) and Principles-Focused Evaluation (P-FE). The synthesis confirms a necessary paradigm shift, where effectiveness is primarily characterized by Internal Learning (Process Use), Actual Utilization, and Contextual Adaptation. Core qualitative dimensions identified include changes in attitudes/capacity, building trust, and program adaptation to local needs. These findings validate the qualitative approach as a structured and essential evaluation paradigm for complex programs. The main contribution to Public Administration is providing a strong theoretical foundation for practitioners to move beyond relying solely on quantitative figures
