Abstract

Abstract

Every action taken by humans will always have consequences. If the action taken is a bad action and has an impact on others, then this action will result in sanctions. This results in the need for clear rules made by the government in a country, in order to create harmony in society in the nation and state. Indonesia, although it allows the death penalty for perpetrators of crimes stated in Article 11 of the Criminal Code, including corruption, in fact the death penalty is very rarely carried out in Indonesia, one of the reasons for the rare death penalty is that people still think about human rights. This study aims to analyze the death penalty for perpetrators of corruption of the Covid-19 pandemic funds in terms of human rights. This research is a juridical-normative type of research, namely legal research conducted by the method of reviewing library materials. Giving the death penalty to corruptors is very appropriate because it can be used as shock therapy because psychologically corruptors who are sentenced can be used as an example to influence other parties not to commit corruption. The results of the study revealed a discrepancy between the harsh legal basis and the commitment to human rights principles in the Indonesian legal system. In addition, the failure to apply the death penalty to corruptors of pandemic funds was influenced by various factors, such as the direction of legal policy taken by the government, pressure from the international community, and the low integrity of law enforcement officers. This study concludes that the threat of the death penalty has not been able to function effectively as a deterrent because it is not accompanied by consistent law enforcement. Therefore, this study contributes to the discourse on reforming corruption criminalization policies by emphasizing the need for a balance between the values of justice, humanity, and legal effectiveness.

Abstract

Organizational Citizenship Behavior (OCB) refers to employees' voluntary actions beyond formal job descriptions that positively contribute to organizational effectiveness. This study aims to examine the influence of spiritual leadership, perceived organizational support (POS), and affective commitment on OCB among hospital employees in Banjarbaru. The research applied an explanatory quantitative method with a sample of 100 respondents selected from a population of 184 using accidental sampling. Data were collected using a semantic differential scale (1–7) questionnaire and analyzed using Partial Least Square (PLS). The findings revealed: (1) spiritual leadership has a significant positive effect on OCB but not on affective commitment; (2) POS significantly influences affective commitment but has no significant effect on OCB; (3) affective commitment significantly influences OCB. These results indicate that while spiritual leadership and POS do not directly affect OCB through affective commitment, the latter plays a key mediating role in enhancing extra-role behaviors. This study contributes to the understanding of internal psychological and leadership factors that foster proactive work behaviors, and offers practical insights for developing human resource strategies in the healthcare sector.

Abstract

This study discusses the implementation of Government Public Relations (GPR) in anticipating the spike in COVID-19 cases during the early phase of the Omicron variant through social media, with a case study of Instagram content analysis @lawancovid19_id. The results of the study indicate that the implementation of GPR by the government has not fully met the eight objectives of GPR, according to Mordecai Lee, but only covers three main aspects, namely providing public information, reporting to the public, and educating the public. The government has shown an improvement in communication strategy compared to the previous pandemic phase with information transparency regarding policies and preventive measures taken. However, the use of social media is still limited to one-way communication in the form of disseminating information without significant interaction with the public. The stage of information socialization still dominates the implementation of government social media (GSM), and it has not moved on to the stage of collaboration or social transactions. In addition, the role of public relations organizations such as Public Relations Association and Bako-Humas is still not seen significantly in managing crisis communications nationally. The results of this study indicate that the effectiveness of GPR and GSM in dealing with the spike in COVID-19 cases can still be improved, especially in terms of public interaction and involvement through social media.
