Abstract

This study aims to analyze the implementation of Customary Law Communities (MHA) determination in North Lombok Regency (KLU), focusing on government actions, community responses, and encountered obstacles. This research employs an empirical legal research method. It was conducted from May to September 2024 through observation, interviews, and a literature review. Informants were selected using a purposive sampling technique. The study results show that determining MHA in KLU has only been completed at the Identification stage. The KLU MHA Identification Team identifies 13 (thirteen) Customary Law Communities (MHA): Bayan, Pansor, Salut, Wet Pengorong Amor-Amor, Wet Sesait, Kuripan, Pemaru Satan, Gubuk Bebekeq, Leong, Meleko, Orong Empak Pansan, Wet Sokong, and Jeliman Ireng. The thirteen aforementioned communities follow the criteria outlined in Article 6, Paragraph (6) of the North Lombok Regency Regional Regulation (PERDA KLU)  No. 6 of 2020. The biggest obstacle in this process is the unavailability of technical guidance and the absence of definite work targets from the local government. The recommendation from the results of this study is that the KLU Regent who will be elected for the 2024-2029 period needs to include the MHA determination program in the KLU Regional Medium-Term Development Plan (RPJMD). Incorporating this program into the Regional Medium-Term Development Plan (RPJMD) document will ensure structured budgeting, develop technical guidelines, and  measurable targets for effective implementation.

Abstract

Indonesia memiliki komitmen dalam menjaga keanekaragaman hayati sebagaimana diatur dalam UU No. 5 Tahun 1994 tentang Pengesahan United Nations Convention on Biological Diversity dan Dokumen IBSAP 2025-2045. Berdasarkan evaluasi atas IBSAP sebelumnya, menunjukkan hambatan dalam implementasi, terutama pada aspek monitoring, evaluasi dan pelaporan (Monev). Artikel ini merupakan hasil penelitian kepustakaan atas dokumen IBSAP untuk mengidentifikasikan kelemahan dan merumuskan strategi penguatan. Temuan penelitian menunjukkan beberapa hal: (1) kelembagaan BKKHI, yang saat ini bersifat koordinatif, tidak memiliki kapasitas atau kwenangan hukum untuk memastikan pelaksanaan dan konsistensi pelaporan lintas sektor; (2) tidak ada pedoman teknis IPK; (3) lemahnya integrasi data antar-kementerian; dan (4) minimnya pelibatan masyarakat, akademisi dan sektor-sektor non-state lainnya. Artikel ini merekomendasikan beberapa hal yang perlu diperhatikan. Pertama, perlunya penguatan kelembagaan dengan dasar hukum yang kuat. Kedua, pedoman teknis Monev perlu segera disusun. Ketiga, diperlukan sistem verifikasi bertingkat dengan mengedepankan integrasi data ilmiah dan partisipatif. Keempat, pelibatan aktor non-state agar terwujud akuntabilitas publik dan relevansi data lapangan.

Abstract

This community service program was carried out in Gandari Hamlet, Narmada Village, Narmada District, West Lombok Regency, West Nusa Tenggara Province, with the aim of improving financial literacy and financial management skills of micro business actors and local organizations through the implementation of a simple cash book system. This activity was motivated by low public awareness of financial recording and weak cash flow management practices. The implementation of the program uses a participatory and educational approach which is carried out through three stages, namely observation and identification of financial problems, education and training in the use of simple cash books, and evaluation and assistance in the implementation of financial records. Data collection was carried out through field observations, interviews, and questionnaires involving ten participants. The results of the activity showed that most of the participants had not previously made written financial records. After the training, as many as 60% of participants began to record daily transactions consistently, while 70% stated that simple cash books are easy to use and beneficial for business management. This program has succeeded in fostering financial awareness, discipline, and accountability among participants, as well as encouraging the creation of sustainable financial practices and empowering local micro-enterprises to be more transparent and independent.
