Abstract

Penelitian ini mengkaji implementasi digitalisasi layanan pemerintahan di Distrik Kuala Kencana, Kabupaten Mimika, sebagai upaya meningkatkan kualitas pelayanan publik di kawasan yang berada dalam lingkungan PT Freeport Indonesia. Distrik Kuala Kencana memiliki karakteristik unik dengan infrastruktur modern, termasuk sistem perkabelan bawah tanah, yang memberikan fondasi kuat untuk pengembangan layanan digital pemerintahan. Melalui pendekatan kualitatif dengan metode pengumpulan data observasi partisipatif dan wawancara mendalam selama kegiatan magang, penelitian ini mengidentifikasi kondisi implementasi Sistem Pemerintahan Berbasis Elektronik (SPBE) di tingkat distrik, dengan menganalisis faktor-faktor pendukung dan hambatan dalam pelaksanaannya. Hasil penelitian menunjukkan bahwa meskipun memiliki infrastruktur fisik yang memadai, Distrik Kuala Kencana masih menghadapi tantangan dalam integrasi sistem, sumber daya manusia, dan pemerataan akses digital bagi penduduk yang tersebar di 10 wilayah administratif. Penelitian ini merekomendasikan penguatan kapasitas aparatur, peningkatan kolaborasi dengan PT Freeport sebagai mitra strategis, dan penyelarasan kebijakan dengan Perpres No. 95 Tahun 2018 tentang SPBE untuk mempercepat transformasi digital layanan pemerintahan di tingkat distrik.

Abstract

This study aims to evaluate the effectiveness of operational fund management in Binamu District, Jeneponto Regency. The focus of this study is to analyze the planning, organizing, implementing, and supervising process of sub-district operational funds and to identify factors that influence their management. The research method used is descriptive qualitative with data collection techniques through in-depth interviews, observations, and documentation studies. The results of the study indicate that the management of operational funds in Binamu District has not been fully optimal. There are several obstacles in the fund management process, including limited human resources who are competent in financial management, lack of transparency in reporting, and minimal supervision of the use of funds. This study recommends increasing the capacity of sub-district officials in financial management, strengthening the internal supervision system, and increasing transparency and accountability in financial management, lack of transparency in reporting, and minimal supervision of the use of funds. Abstract

Regional financial management is essential to achieving good governance. In the digital era, the Regional Government Information System (SIPD) was developed to enhance transparency, accountability, and efficiency in budget management. Previous studies show that SIPD positively affects financial report quality, but its success depends on human resources and infrastructure readiness. This report, based on research in Pahandut Subdistrict, illustrates the practical application of SIPD in local financial operations. Findings highlight the importance of system integration and cross-functional competence for effective financial governance.

Abstract

This study discusses the implementation of Restaurant Tax in Banda Aceh based on Qanun of Banda Aceh City No. 7 of 2011, as well as the obstacles and its impact on the Local Revenue (PAD). The main focus of this research is on how the restaurant tax collection mechanism is carried out according to the applicable regulations, and the challenges encountered in its implementation. The aim of this research is to explain how well the restaurant tax is implemented in Banda Aceh according to the existing rules, and to identify problems that arise in the tax collection process. This study employs a qualitative method with a literature study approach, gathering information from various sources such as books, articles, and other relevant writings. The findings reveal that, although restaurant taxes play a significant role in increasing PAD, there are still challenges such as a lack of understanding among restaurant business owners regarding their tax obligations and an inefficient reporting system. Some of the problems identified include low awareness of restaurant owners about the importance of tax obligations and the inability of some small business owners to comply with tax regulations correctly. Therefore, it is recommended that the government be more proactive in providing socialization and support to restaurant owners, as well as improving the tax payment and reporting systems to make them easier and more transparent. This research is expected to contribute to the local government in enhancing the efficiency of restaurant tax collection, as well as strengthening public participation in regional development through more optimal tax contribution.

Abstract

This study aims to understand the relationship between demographic dynamics and the development of Local Original Income (PAD) in Batam City through a qualitative approach based on secondary data. Batam City has experienced significant population growth in recent years, influenced by high birth rates, massive in-migration, and low mortality rates. This growth has a direct impact on increasing economic activity and expanding the tax base and regional levies. The purpose of this study is to analyze how population growth, both in terms of quantity and structure, contributes to increasing PAD and how local governments respond to these changes through fiscal policy. The method used is a qualitative descriptive approach with analysis of secondary data trends from the Central Statistics Agency and the Batam City Government financial reports for the 2014–2023 period. The results of the study show a positive correlation between population growth and increasing PAD, especially from the trade, services, and industry sectors. However, population growth that is not balanced with transparent fiscal governance has the potential to put pressure on public services and infrastructure. Therefore, it is important for local governments to design adaptive and inclusive development strategies based on demographic data. In conclusion, population dynamics are an important factor in regional development that must be managed with responsive and evidence-based fiscal policies so that economic growth can be sustainable and equitable.

Abstract

This study examines the implementation of budget utilization in Sidoarjo Sub-district, Sidoarjo Regency, East Java Province. The primary focus is on how the budget is realized to support public service programs and activities, as well as the reporting and accountability mechanisms carried out by sub-district officials. Based on observations during the internship, it was found that although the planning and execution processes followed the official planning documents, challenges remain in the reporting stage— particularly related to administrative delays and limited human resource capacity in using accounting systems. This study highlights the importance of strengthening technical capacity and accountable financial governance at the sub-district level to achieve efficiency and effectiveness in regional financial management.

Abstract

Optimalisasi perencanaan pembangunan daerah dengan pemanfaatan teknologi deep learning untuk memprediksi tren ekonomi menjadi kebutuhan strategis dalam menghadapi tantangan dinamika pembangunan yang kompleks dan data ekonomi yang besar. Penelitian ini bertujuan mengkaji peran teknologi deep learning dalam meningkatkan akurasi prediksi indikator ekonomi seperti inflasi, Produk Domestik Regional Bruto (PDRB), dan investasi daerah sebagai dasar pengambilan keputusan di tingkat pemerintah daerah. Melalui metode library research dengan kajian literatur jurnal terindeks Sinta, Google Scholar, dan Scopus, hasil penelitian menunjukkan bahwa model deep learning seperti Long Short-Term Memory (LSTM), ensembel learning, dan Convolutional Neural Network (CNN) dengan fusi data deret waktu memiliki performa yang unggul dibandingkan metode statistik tradisional, dengan tingkat kesalahan prediksi yang rendah dan kemampuan adaptasi yang tinggi terhadap pola data ekonomi yang beragam dan dinamis. Selain peningkatan efisiensi proses analisis data besar dan simulasi berbagai skenario kebijakan berbasis data, tantangan implementasi utama meliputi kebutuhan infrastruktur teknologi tinggi, sumber daya manusia yang ahli, dan integrasi data yang baik. Studi ini merekomendasikan pentingnya pemanfaatan cloud computing, pelatihan SDM intensif, serta penegakan kebijakan Satu Data Indonesia untuk mendukung adopsi teknologi deep learning secara efektif dalam pembangunan daerah. Kontribusi teknologi ini diharapkan dapat memperkuat proses perencanaan berbasis bukti, menghasilkan kebijakan yang tepat sasaran, serta mendukung pembangunan yang berkelanjutan dan responsif terhadap perubahan ekonomi global dan lokal.

Abstract

Website desa sebagai pengelola informasi banyak digunakan sebagai media informasi publik yang dapat diakses secara online. Pemerintah desa dapat menggunakan website sebagai media informasi yang meliputi profil desa, berita desa, galeri desa, dan statistik desa. Kegiatan Bhakti Karya Praja ini akan dilakukan di Desa Sindangpanon, sebuah desa di Kecamatan Bojong, Kabupaten Purwakarta, Jawa Barat. Pertimbangan pemilihan lokasi ini karena Kabupaten Purwakarta memiliki website desa yang disebut dengan WEBDESAKU yang bertujuan untuk mempermudah penyebaran informasi dan meningkatkan pertumbuhan ekonomi. Di sisi lain Desa Sindangpanon memiliki beberapa potensi alam yang dapat dimaksimalkan dengan sosialisasi kepada masyarakat di dalam dan luar desa. Melihat potensi yang dimiliki Desa Sindangpanon, pelaksana kegiatan Bhakti Karya Praja merasa tertarik untuk membantu mengenalkan dan mensosialisasikan penggunaannya bagi aparat desa dan masyarakat Sindangpanon. Dengan dilakukannya kegiatan tersebut diharapkan perangkat desa dapat lebih aktif dan maksimal dalam mengelola informasi tentang Desa Sindangpanon. Praja juga menjelaskan tentang pentingnya manfaat website desa dan cara memaksimalkan penjualan produk rumah tangga melalui media online serta memberikan contoh penjualan online melalui platform E-Commerce. Diharapkan selanjutnya agar platform WEBDESAKU ini dapat bermafaat dan keberlangsungan pemanfaatannya dapat dirasakan oleh seluruh masyarakat desa.

Abstract

In the current era of globalization, the use of information technology is very much needed by the community, In Indonesia, including in Pemalang Regency, the delivery of information from the government to the community is one of them by utilizing the Information Management and Documentation Officer (PPID) website which has the function of providing information from various Regional Apparatus Organizations (PPID). OPD) which can be downloaded by the public. This study aims to determine the benefits of the PPID website as measured by the influence of the quality of the PPID website on website user satisfaction. With the PPID website, it is necessary to do research on the quality of the website. In this study, website quality analysis was carried out using the Webqual 4.0 model according to Barnes and Vidnes (2003) with three variables namely usability quality, information quality, and service interaction quality which will be tested for the effect of website user satisfaction according to the user satisfaction theory by Doll and Torkzadeh (Dasgupta 2014). This study uses a quantitative method by taking a population from a list of information downloaders through the PPID website in Pemalang Regency with a sample of 40 downloaders and collecting data using an online questionnaire and from the results of documents collected by the author based on data taken from the Communication and Information Office of Pemalang Regency. The results of the questionnaire were processed using SPSS version 21. Data analysis used multiple linear regression analysis. Based on the results of the analysis, the conclusions that can be drawn are that the quality of usability, the quality of information, and the quality of service interactions have a simultaneous effect on the satisfaction of PPID website users. However, partially the quality of usability and the quality of information have no significant effect on the satisfaction of PPID website users. Partially, only the quality of service interaction affects the satisfaction of PPID website users.
