Abstract

Congestion is one of the main problems of DKI Jakarta as the National Capital. Complex population mobility due to high population density and territory. Urban transportation problems can be solved by building strong, extensive, and effective transportation systems and networks to ensure a high level of accessibility. Electric Rail Train (KRL) Commuter Line is one of the alternative public transportation that is expected to anticipate and reduce congestion levels. The development of sustainable transportation pursued by the DKI Jakarta Provincial Government as one of the efforts to implement the Smart City concept, especially in the aspect of Smart Mobility. To get an overview of the implementation of the Smart Mobility project, there are three categories that support, namely accessibility, sustainability, and information technology systems. This research was conducted to find out how the development and contribution of KRL Commuter Line transportation modes in supporting the implementation of the Smart Mobility concept in DKI Jakarta. This research is a qualitative approach carried out using the comparative description method, which compares indicators of research variables with conditions that occur in the field. The results of this study state that all aspects of Smart Mobility have been achieved in the KRL Commuter Line transportation mode. In the aspect of accessibility, it can be seen from the number of stations, the number of train series, and the number of trips also increased from year to year. On the sustainable side, KRL Commuter Line can be considered environmentally friendly because it uses an emission-free and efficient source of electrical energy in the use of space, each KRL Commuter Line trip can accommodate up to 3,000 passengers. Aspects of information technology systems, which in terms of electronic payment systems PT KCI is open and adaptive to technological developments.

Abstract

ABSTRAK Program pelatihan yang dilaksanakan oleh mahasiswa KKN-T MBKM di Desa Sukaratu, Dusun Pirusa, bertujuan untuk meningkatkan kapasitas pelaku UMKM melalui penguatan aspek legalitas usaha (melalui pendampingan NIB dan PIRT), desain kemasan, serta digitalisasi produk. Metode yang digunakan mencakup penyuluhan, praktik langsung, dan pendampingan berbasis media visual dengan 41 peserta dari berbagai latar belakang. Hasil evaluasi melalui pre-test dan post-test menunjukkan peningkatan skor rata-rata dari 62,07 menjadi 80,73, dengan 92,68% peserta mengalami peningkatan pengetahuan. Pelatihan ini terbukti efektif dalam meningkatkan pemahaman pelaku UMKM terhadap legalitas produk, daya tarik visual kemasan, serta strategi pemasaran digital, yang secara keseluruhan berkontribusi terhadap daya saing dan keberlanjutan usaha mereka. Kata Kunci: UMKM, Legalitas Usaha, PIRT, Kemasan, Digitalisasi, Pelatihan  ABSTRACT A community service training program conducted by KKN-T MBKM students in Sukaratu Village, Pirusa Hamlet, aimed to enhance the capacity of MSME actors by strengthening business legality (through NIB and PIRT assistance), packaging design, and product digitalization. The methods involved education sessions, hands-on practices, and visual media-based mentoring for 41 participants from diverse backgrounds. Evaluation using pre-test and post-test showed an average score increase from 62.07 to 80.73, with 92.68% of participants experiencing improved knowledge. This training proved effective in enhancing MSME actors’ understanding of product legality, visual packaging appeal, and digital marketing strategies, all of which contribute to their business competitiveness and sustainability. Keywords: Msmes, Business Legality, PIRT Certification, Packaging Design, Digitalization, Training

Abstract

Penelitian ini bertujuan untuk mengetahui penguatan kelembagaan DPRD melalui penyediaan tim ahli sebagai pendukung tugas dan fungsi DPRD. Hasil penelitian menunjukkan bahwa untuk mendukung kinerja  Pimpinan dan Anggota DPRD, sekretariat DPRD kabuputen/kota bisa membentuk  tim ahli atau kelompok pakar yang sesuai dengan kewenangan dan tugas DPRD yang tergambar dalam alat kelengkapan DPRD, sesuai Pasal 421 UU No 17 Tahun 2014 tentang MD3. Setiap Alat Kelengkapan Dewan (AKD) membutuhkan tim ahli yang berisi individu yang memiliki pengetahuan terkait tugas, fungsi, sekaligus wewenang alat kelengkapan Dewan. Tim pakar dan tenaga ahli ini diusulkan anggota, pimpinan fraksi, sekaligus pimpinan alat kelengkapan Dewan, dengan jumlah maksimal 3 orang bagi masing-masing alat kelengkapan. Peraturan Dewan Kabupaten/Kota mengatur lebih teknis tentang prosedur pengangkatan dan uraian tugas dari tim ahli. Tim ahli ini berperan membantu menata kelembagaan DPRD sehingga anggota DPRD bisa melaksanakan peran sekaligus fungsinya secara optimum.

Abstract

Globalization has been inevitable by the increasing use of technology which allows people and goods to travel across borders, easier, faster, and cheaper. The only way for a country to take benefit from globalization is to give greater autonomy to the regions inside the country to allow them to manage their own economic resources. However, decentralization comes with its own opportunities and challenges. Reflecting from Indonesia’s quarter century of experience, this paper concludes that there is no single formula that fits all local governments. Each local government still needs clear direction, clarity in leadership, budget accountability, and transparency to optimize the benefit of globalization for the welfare of the people.

Abstract

To satisfy society’s demands for effective and efficient public services, the Indonesian government through the Ministry of Administrative and Bureaucratic Reform encourages the development of innovation in the public sector by organizing Public Service Innovation Competition (KIPP, Kompetisi Inovasi Pelayanan Publik). In 2022, 3.487 innovations were registered to participate in the competition and 99 of the best innovations were selected from various public agencies. The content analysis results show that the types of innovation that won KIPP were dominated by process innovation. Meanwhile the goal of innovation is mostly to increase people’s satisfaction. Most of the innovations cannot be assessed for their outcome because the results of innovation remain at the output level. Half of the KIPP winning innovations have implemented innovation networks by collaboration with other stakeholders, while only 31.31% of innovations have been replicated. Public service innovation is still focused on process innovation and product innovation. In fact, public issues are not only on how individual people may receive services swiftly as possible but also how to empower people to solve more complex social issues. Governments often experience limited resources to address these problems. For this reason, collaboration is needed with non-government actors such as academics, society and the private sector in a network that is able to create innovative solutions. In addition, the government needs to increase the dissemination of worthy replicable innovations by innovation organizers in other regions. With efforts through the establishment of innovation networks and accelerated replication, public service innovations will not only reach short-term impact outcomes but long-term impact, sustainable and effective outcomes in solving public issues.

Abstract

The practice of policy transfer has been known since 315 BC, but conceptually it has been increasingly discussed by policy experts in the world in the last 30 years. In the Indonesian context, the application of policy transfers has been increasingly adopted by policymakers in the last ten years or so. In practice, policy transfer is an alternative that makes it easier for policymakers to make new policies. Policy transfer facilitates learning of good policy practices from various initiating countries so as to minimize failure. The transfer process is easier to build when a network or relationship is established between the actors acting as the source of the transfer, the recipient of the transfer, or other related parties. This study analyzes the implementation of policy transfers that have occurred in Indonesia in the last ten years (2012-2022) through 4 stages of Systematic Literature Review, namely 1) Pre-SLR; 2) Identification, 3) Screening, and 4) Eligibility. There were 31 selected publications which were further analyzed based on three criteria: 1) Fields/areas where policy transfer was applied, 2) Research methods conducted, and 3) Policy transfer analysis. Topics related to the analysis of policy transfers produce 5 sub-topics that can be studied further, namely: Transfer products, Transfer Loci, Policy Actors, Forms of Transfers, and Transfer Processes

Abstract

This study analyzes the impact of the implementation of Permenpan RB Number 3 of 2023 on  the Bureaucratic Reform Index within the Indonesian National Army (TNI). This regulation introduces 36 performance indicators consisting of 31 General RB indicators and 5 Thematic RB indicators. However, as an institution with a hierarchical and command-based structure,  the TNI faces limitations in fulfilling indicators, where 15 General RB indicators and 2 Thematic RB indicators cannot be fulfilled because they are not in accordance with the main functions and characteristics of military institutions. The theoretical analysis of this study uses  the policy evaluation theory from William N. Dunn (2015) to evaluate the effectiveness of policies in the context of military organizations. The results of the study show that although  the TNI RB index has increased by 4.33 points compared to the previous year, there are still obstacles in its implementation. The inconsistency of indicators poses a risk of injustice in the evaluation of TNI performance. Therefore, it is necessary to adjust policies or more flexible evaluative mechanisms so that the bureaucratic reform system remains relevant to the characteristics of military organizations.

Abstract

As the center of economic growth and the hub of industries and trade in Indonesia, the issue of goods transportation development in the Jakarta Greater Area deserves higher priority, amongst academics, private sector leaders, and policymakers. Currently, freight trucking is the most widely used mode of goods transportation within the Jakarta greater area (91.3 percent), exceeding the other two alternative modes: sea (7.6 percent) and railway (1.1 percent) transportation. However, the movement of goods transported along the corridor is very congested, not environmentally friendly, and has a relatively small efficiency value and economies of scale. On the other hand, the train mode offers several advantages over the truck mode, including a large transport capacity, relatively fast travel times, freedom from illegal levies, and more guaranteed goods safety. This article employs a mixed-methods approach that combines documentary and SWOT Analysis to explore the current and prospective status of freight railways in the Jakarta region as perceived by key multiple stakeholders, including national and provincial governments, the private sector, academia, and civil society organizations. The results reveal vertical and horizontal disharmony among the responsible government units at both the national and provincial levels regarding the future direction of Jakarta's freight transport. Interestingly, during the FGD, the rational trucking business owners did not show any reluctance toward railway development, as it turned out that a more integrated, intermodal transportation is a better option for all. Finally, the DKI Jakarta Provincial Government needs to prioritize its resources to address the existing weaknesses and challenges before expanding further with a broader and more ambitious strategy.
