Abstract

Penelitian ini bertujuan untuk menganalisis penerapan prinsip adaptive governance dalam pengembangan Kebun Raya Mangrove Surabaya yang berfungsi tidak hanya sebagai kawasan konservasi, tetapi juga sebagai pusat pendidikan dan penelitian ekosistem mangrove. Pendekatan ini melibatkan pemerintah, masyarakat, akademisi, dan sektor swasta untuk merumuskan kebijakan yang responsif terhadap perubahan lingkungan dan kebutuhan masyarakat. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, dokumentasi, dan observasi. Informan dalam penelitian ini adalah pengelola Kebun Raya Mangrove Surabaya. Hasil penelitian menunjukkan bahwa adaptive governance di Kebun Raya Mangrove diterapkan dengan melibatkan berbagai pihak, termasuk pemerintah, masyarakat, akademisi, dan sektor swasta. Pendekatan ini berhasil dalam merespon perubahan lingkungan dan sosial. Kebun Raya Mangrove Surabaya berhasil bertransformasi menjadi destinasi ekowisata unggulan yang mendukung pemberdayaan masyarakat lokal. Disarankan untuk meningkatkan promosi melalui media digital guna menarik lebih banyak pengunjung dan meningkatkan kesadaran masyarakat.

Abstract

Peken Surabaya adalah online marketplace untuk memfasilitasi UMKM Kota Surabaya agar dapat memasarkan produknya secara online di peken.surabaya.go.id. Melalui aplikasi E-Peken, diharapkan dapat ditingkatkan pertumbuhan ekonomi di Kota Surabaya. Pemerintah Kota Surabaya berusaha untuk memfasilitasi transaksi antara pembeli, pedagang kelontong, koperasi, dan UMKM di Kota Pahlawan. Dilansir dalam laman artikel surabaya.go.id mengenai capaian dari transaksi jual beli online melalui e-peken Surabaya pada awal tahun 2022 telah mencapai Rp 35 miliar. Namun masih ditemukan beberapa permasalahan terkait penggiat UMKM dalam mengakses e-peken.Tujuan dari penelitian ini yaitu mengetahui dan mendeskripsikan Keefektifan dari Program E-Peken bagi UMKM Kota Surabaya. Jenis penelitian ini adalah penelitian kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Lokasi penelitian berada di Kota Surabaya dan memiliki fokus penelitian dengan menggunakan 5 (lima) indikator untuk pengukuran efektivitas program oleh Campbell J.P (1989), yaitu: Keberhasilan Program, Keberhasilan Sasaran, Kepuasan Terhadap Program, Tingkat Input dan Output, dan Pencapaian Tujuan. Pengambilan sample dalam penelitian ini menggunakan teknik snowball. Teknik analisis data yang digunakan yaitu Reduksi data, Penyajian data, Penarikan kesimpulan dan verifikasi. Hasil dari penelitian ini menunjukkan bahwa pelaksanaan program E-PEKEN bagi pelaku Usaha Mikro Kecil dan Menengah (UMKM) di Kota Surabaya belum efektif. Hal ini dikarenakan hanya keberhasilan sasaran yang telah efektif. Sedangkan, indikator lainnya masih belum efektif dikarenakan masih banyak kendala – kendala atau faktor penghambat yang membuat indikator ini menjadi belum optimal.

Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas Government Resource Management System (GRMS) dalam meningkatkan kinerja administrasi pembangunan di Kota Surabaya. GRMS, yang telah diimplementasikan sejak tahun 2004, dirancang untuk memperbaiki pengelolaan keuangan daerah dan administrasi pembangunan melalui sistem terintegrasi yang mencakup e-Planning, e-Budgeting, dan e-Procurement. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan wawancara mendalam terhadap pegawai terkait, serta pengukuran efektivitas berdasarkan lima indikator: pemahaman program, ketepatan sasaran, ketepatan waktu, tercapainya tujuan, dan perubahan nyata. Hasil penelitian menunjukkan bahwa sosialisasi dan pelatihan yang baik berkontribusi pada peningkatan pemahaman pengguna terhadap GRMS. Ketepatan sasaran program GRMS juga terbukti meningkatkan transparansi dan akuntabilitas dalam pengelolaan anggaran. Meskipun terdapat kendala teknis dan non-teknis, seperti mutasi pegawai, upaya maksimal dilakukan untuk menjaga ketepatan waktu dan mencapai tujuan program. GRMS berhasil meningkatkan transparansi, akuntabilitas, dan efisiensi dalam administrasi pembangunan, serta diakui sebagai model oleh pemerintah daerah lain. Indikator keberhasilan program ini meliputi peningkatan pelayanan publik, pengurangan penggunaan kertas, dan penghargaan yang diterima. Penelitian ini diharapkan dapat memberikan rekomendasi bagi pemerintah daerah lain dalam penerapan sistem serupa untuk meningkatkan kinerja administrasi dan pelayanan publik.

Abstract

Kampung Keluarga Berkualitas (KB) in Manyaran Village was established in response to the challenges faced by the community, namely the low awareness of the importance of using long-term contraceptives and the prevalence of marriage at a young age.  This study aims to determine the active participation of Manyaran Village community in the Quality Family Village program. This study uses Cohen and Uphoff's theory of community participation to look at community participation in four stages: when making decisions, when carrying out activities, when utilizing program results, and when evaluating the program. This research uses qualitative methods by collecting data through interviews, observations, and documents. The results showed that: 1) Decision Making: The community has not been fully involved in decision-making, especially during meetings; 2) Activity Implementation: Tribina Kampung KB activities have not been implemented evenly in all hamlets; 3) Utilization of Results: The community benefits from additional food for children, vitamins, and new knowledge about the family. In addition, the establishment of Rumah Data Ku also provides social benefits; 4) Evaluation: The community has not actively participated in evaluating the program.

Abstract

Weak technology and lack of human resources caused global e-government to show that Indonesia is below the world average. It is challenging for Indonesia to have an E-Government initiative program towards Good Governance, one of which is Smart City innovation. The community economy is crucial in determining community welfare in moving towards a Smart City. With a Smart Village in Ketapang Village, Banyuwangi Regency, it is hoped that it can create community welfare through a Smart Economy. This research aims to determine the success of Smart Economy in implementing Smart Village in Ketapang Village, Banyuwangi Regency. This research uses a qualitative method with a descriptive approach. Data collection techniques were carried out using observation, interviews and documentation. If the previous research only discussed Smart Cities in general, then in this research, the author examines one of the success factors of smart cities, namely, the Smart Economy. This update discusses the Smart Economy in depth. The study was carried out based on seven Smart Economy indicators using the Giffinger approach. The research results obtained show that the Smart Economy in Ketapang Village has not been maximized due to several obstacles, such as the uneven distribution of facilities provided by the regional government, the lack of ability of the Ketapang Village community to utilize technology, and the lack of government support for technology weak responsibility towards society. However, in general, its implementation is exemplary, manifested in developing technological innovations for the community and government facilities that continue to be built.

Abstract

The Pejaringansari Village is still facing challenges in achieving the target of updating population administration data, particularly the updating of family card data, which remains significantly delayed. As an effort to address this issue, Pejaringansari Village optimizes its biodata updating services through the implementation of Klampid New Generation. The purpose of this study is to analyze and obtain a specific description of the success of the Klampid New Generation Program for Digital Biodata Updates in Improving Public Services in Pejaringansari Village. This study uses a qualitative descriptive method with an approach focused on qualitative analysis. Data sources were selected using purposive sampling techniques, and data collection was conducted through observation, interviews with five informants, and documentation. The results show that the Klampid New Generation Program for Digital Biodata Updates in Improving Public Services in Pejaringansari Village has been successfully implemented. This is evident through five assessment indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy, all of which demonstrate more efficient, effective, fair, responsive, and accurate public services. The implications of this study indicate that the biodata updating service through KNG has made a significant contribution to improving the quality of public services and digital biodata updates. Therefore, there is a need for sustained commitment from the local government to expand the implementation and strengthen this system to support the development of a more effective and efficient government. Abstract

Public information disclosure is one of the principles of a state that guarantees the right of its people to access public information. Public information disclosure in Indonesia is contained in Law Number 14 of 2008. East Java Province is one of the provinces that implement public information disclosure. In providing public information, East Java Province has received several awards in the informative category. This paper aims to analyze and describe the public information disclosure strategy through the Information and Documentation Management Officer (PPID) of East Java Province using SOAR analysis. This research method uses qualitative with case study type. Data collection techniques were obtained through observation, interviews, and documentation. This paper uses primary data and secondary data. The results of this study indicate a public information disclosure strategy in East Java Province through PPID using SOAR analysis, namely, the strengths possessed by PPID East Java Province by coordinating and providing assistance to PPID implementing public agencies. Opportunities are utilized both internal opportunities derived from facilities and infrastructure and external opportunities by utilizing technological advances to develop websites as a forum for providing public information. Aspirations that are owned as the strength of PPID East Java Province, namely criticism and suggestions from leaders or other stakeholders regarding public information disclosure. The results of efforts through strategies carried out by the Public Information Management Officer in implementing public information disclosure services in East Java Province include the results of assistance, mentoring, and socialization efforts carried out by PPID.

Abstract

Penelitian ini bertujuan untuk mengetahui tingkat kepuasan masyarakat terhadap pelayanan publik yang diberikan oleh Dinas PU Bina Marga Provinsi Jawa Timur melalui Survei Kepuasan Masyarakat (SKM). Hasil survei menunjukkan Indeks Kepuasan Masyarakat (IKM) sebesar 86,14, yang masuk kategori "Baik." Kekuatan utama terdapat pada indikator sarana dan prasarana (3,93) serta perilaku pelaksana (3,73), sementara kelemahan ditemukan pada sistem dan prosedur (3,2) serta persyaratan administratif (3,23). Pendekatan kuantitatif digunakan untuk menganalisis data SKM dan mengidentifikasi area perbaikan. Penelitian ini tidak bermaksud menjustifikasi keberhasilan implementasi, tetapi untuk memberikan gambaran obyektif terkait kekuatan dan kelemahan pelayanan. Rekomendasi mencakup penyederhanaan prosedur, optimalisasi teknologi digital, peningkatan kompetensi pelaksana, serta mendorong partisipasi masyarakat dalam survei untuk hasil yang lebih representatif. Adapun ini dilakukan berkelanjutan berbasis data diperlukan guna menciptakan pelayanan publik yang responsif, transparan, dan akuntabel.

Abstract

Artikel ini mengevaluasi pelaksanaan program Identitas Kependudukan Digital di Kecamatan Sawahan, Kota Surabaya, menggunakan teori evaluasi kebijakan William N. Dunn dengan indikator efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Pendekatan deskriptif kualitatif diterapkan dengan data yang dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan program belum berjalan optimal. Aktivasi Identitas Kependudukan Digital hanya mencapai 14,79 persen akibat keterbatasan perangkat, rendahnya literasi digital masyarakat, dan kekhawatiran terkait legalitas serta risiko penipuan. Namun, program ini tergolong efisien dan cukup memadai dalam mendukung administrasi kependudukan secara digital. Petugas pelayanan menunjukkan responsivitas tinggi dengan memberikan pendampingan langsung kepada masyarakat. Program dinilai tepat sasaran karena relevan dengan kebutuhan masyarakat di era digital. penelitian ini merekomendasikan peningkatan intensitas dan cakupan sosialisasi melalui pendekatan yang lebih dekat dengan kehidupan warga sehari-hari. Selain itu, peningkatan kapasitas petugas pelayanan publik pada tingkat kelurahan dan kecamatan dalam literasi digital serta komunikasi yang persuasif juga dianggap penting. Edukasi berkelanjutan tentang pentingnya menjaga kerahasiaan data pribadi seperti Nomor Induk Kependudukan dan kode keamanan juga perlu digencarkan untuk mengurangi kekhawatiran masyarakat terhadap penipuan.

Abstract

The public service provided aims to make it easier for the community with straightforward procedures that do not disadvantage them. In today's era, the government needs to utilize technology to deliver better public services. However, Indonesia's efforts in creating effective public services have not yet been fully realized in several sectors, including the marine and fisheries sector. To help address these issues and improve services to the public, the Marine and Fisheries Office of East Java Province provides a technology-based platform such as the Fish Info Jatim website. This study aims to analyze the effectiveness of Fish Info Jatim in providing information and services to the public related to the marine and fisheries sector. This differs from previous research, which focused only on public service research in general. This study uses a qualitative research method with a case study approach. It employs the effectiveness theory of Campbell J.P with five indicators: program success, target achievement, satisfaction with the program, input and output levels, and overall goal achievement.
