Abstract

Dewasa ini telah disadari bahwa berkembangnya ragam pelayanan publik dan kian tingginya tuntutan pelayanan publik yang lebih efisien, cepat, fleksibel, berbiaya rendah serta memuaskan, akan menjadikan negara pada posisi “kewalahan” manakala masih tetap memaksakan pemberian layanan selalu terpusat pada institusi induk saja. Bahkan jika tetap menempatkan diri sebagai agen tunggal dalam memberikan pelayanan, pastilah akan berada pada posisi “payah”. Karena itu, layanan publik yang dapat didelegasikan kepada kecamatan sebagai penyelenggaraan fungsi-fungsi pelayanan publik di wilayah merupakan sebuah solusi demi tercapainya pelayanan publik yang cepat, tepat dan murah. Dari sinilah kemudian muncul adanya pertanyaan mengenai keefektifan otonomi dan peran masyarakat

Abstract

Dalam era masyarakat yang semakin mengglobal, ,masyarakat wirausaha amat diperlukan untuk mengurangi ketergantungan masyarakat terhadap lapangan kerja yang semakin menyempit. Sebagai seorang wirausaha dituntut agar mampu mengaplikasikan segala kemampuan untuk peningkatan usaha, agar mampu membantu dirinya sendiri dan orang lain terlebih membantu perekonomian Negara di sektor informal. Masalah yang menjadi salah satu ganjalan dalam pembangunan adalah mindset sebagian besar masyarakat tentang lebih baik mencari pekerjaan daripada menciptakan pekerjaan.

Abstract

Pesantren is an institution for learning, moral formation, and missionary endea-vor. In Madura, pesantren and kiai are essential elements that could not be separated from the life of the Madurese. Both have become the lifeblood of the Madurese. Being a kiai has its own image in Madura. A kiai is often considered a sacred figure who is always enlightening, who has words and behavior that deserves to be emulated. Inevitably, in Madura they have a lot of mass and followers, which in turn the realms of belief in kiai switch from that of the religious to political nuances in nature. This paper examines how the function of pesantren as a center for religious studies has shifted: from the role of pesantren which is religious nuances to that of more political nuances. From the sample of pesantren in Madura, precisely in three districts (Bangkalan, Pamekasan, and Sumenep) the study found various responses of the function shift of pesantren. In general, although there are some who question kiai involvement in the political sphere, the vast majority of the community supports kiai’s involvement in politics.This fact can be understood because Madurese still position kiai as a major figure and model, thus the involvement of kiai in politics is expected to change the negative image of politics.Copyright (c) 2015 by KARSA. Abstract

Abstract

Violence often occurs in women, both within the family and the social sphere. Violence not only physically, but also non-physical harm self-esteem and dignity of women. Why is a weak creature is always subordinate? Madura with kepatriarkhiannya trying to protect women with housing concept tanean lanjeng. On the other hand male ownership of women in Madura makes man superior to violence against women, especially within families is commonplace. Blow-upof the existing problems in the household has become a taboo that most of the wives of their mouth shut and live the life that God gives. Among many such women, there are some women who could untu boost the courage to say stop theviolence.

Abstract

Madura can be seen as a microcosm of Indonesia as a whole through the various livelihoods of the Madurese people. Madura consists of people living along coastlines and this can be considered as representative of most Indonesian people. The primary occupations of the Madurese people are that of salt farmers and fishermen. Salt as a commercial business is cultivated by the community, is mostly located along the eastern and southern coastlines of Madura, and is adjusted to various circumstances, including lower rainfall in the area. During the rainy season, salt ponds are turned into shrimp ponds and farmers’ occupations change accordingly. The job of a salt farmer is not trouble-free. Problems arise from the erratic and uncertain climate and there are also threats of price instability and imported salt. Farmers are forced to accept such circumstances. This study contributes to the literature by exploring how the livelihood of salt farmers is representative of Indonesian’s maritime characteristics. Ironically, this sector has been increasingly abandoned and has become less desirable, though it plays a strategic industrial role in Indonesia. This study employed a qualitative method and determined its sample using the purposive sample technique. The informants were permanent salt farmers, salt farmers who also worked as shrimp farmers, and salt farmers who completely shifted to shrimp farming. This research was conducted in Lapak Daya, Dungkek, Sumenep. The findings showed that most salt farmers shifted their occupations to shrimp farmers because they considered it to be more profitable. However, some salt farmers who continued to survive in salt farming worked both as salt farmers and shrimp farmers. It was also found that salt farmers generally came from outside Madura, while those from Madura preferred changing their livelihood to farming shrimp due to the higher yields and the fact that the farming does not depend on seasonal changes. Although the number of salt farmers continues to decrease, there are some salt farmers who keep their occupation permanently.

Abstract

Studies on liquid identity have been done by many previous researchers. However, this article sees it differently where liquid identity is experienced by adolescents with disabilities who basically have many difficulties, obstacles in interacting with society in general. This study aimed to look at the process, intention, and purpose of the liquid identity experienced by adolescents with disabilities on social media. This study used a virtual ethnographic method with informants who are members of the Facebook community named “Indonesian Association of People with Disabilities.” The number of informants is 23 adolescents with disabilities who are users of social media. The findings of this study showed that adolescents with disabilities take various ways to get recognition and acceptance by a wide audience according to their type and characteristics. This is done by using social media called liquid identity. To get recognition and acceptance on social media, the practice of liquid identity of adolescents with disabilities was shown by hiding their real identity, having multiple accounts, and sharing positive things on social media. This study concluded that support from various parties is needed, either from the community, parents, friends, schools, and the environment. The role of these parties is important to provide motivation, enthusiasm, and encouragement so that adolescents with disabilities can show value on social media with their identity that is recognized by the public as a positive identity.

Abstract

Jembatan Suramadu merupakan jembatan yang menghubungkan Pulau Madura dengan Kota Surabaya dan sekitarnya. Pembangunan jembatan ini menjadi bagian dari perubahan di kedua sisi kawasan, khususnya di Pulau Madura yang sedang dalam tahap pembangunan. Penelitian ini bertujuan untuk menganalisis dampak pembangunan terhadap perubahan sosial dan taraf hidup pedagang akibat pembangunan. Pembangunan Jembatan Suramadu yang menghubungkan Pulau Jawa dengan Madura akan membuka peluang bagi daerah Bangkalan dengan harapan untuk sehingga meningkatkan kesejahteraan masyarakat. Meskipun jembatan Suramadu telah beroperasi selama tiga tahun, namun sejauh ini, menujukkan bahwa pembangunan dan perekonomian Madura belum mampu mencapai percepatan yang diharapkan. Dengan dibangunnya jembatan Suramadu, mereka berpeluang meminimalisir kerugian pembangunan jembatan dan mengajukan pailit dengan modal besar. Namun, mereka yang mampu berjualan dengan untung tinggi mengaku hanya melihat peluang bisnis karena adanya Jembatan Suramadu. Sumber data primer adalah data yang diperoleh peneliti dari sumber primer. Informasi tersebut dapat berupa wawancara dan observasi di Desa Sukolilo Kecamatan Labang Kabupaten Bangkalan, dengan analisis kualitatif sebagai metode untuk menjelaskan dan menganalisis informasi yang diperoleh dari informan. Hasil penelitian ini menunjukkan adanya hubungan yang signifikan antara strata sosial dengan taraf hidup pedagang sebagai bagian dari perubahan sosial.
