Abstract

The process of formulating the Village Budget (APBDes) by the Village Government and also the BPD of Tandaigi Village as a representative of the community has not carried out its control and representation functions optimally. In addition, the Village Apparatus' understanding of technical budgeting regulations is still limited and community participation is still low. This study aims to analyze the identification of problems and actors in the preparation of the 2024 Village Budget (APBDes) in Tandaigi Village, Siniu District, and also identify the actors involved and the problems that arise in the budget preparation process. This study uses the theory of Thissen and Warren E. Walker, which emphasizes the importance of understanding the substance of the problem, the actors involved, and the institutional characteristics in the budget preparation process. The method used is a descriptive qualitative approach, with data collection techniques through interviews, observation, and documentation. The results of the study indicate that the process of preparing the APBDes in Tandaigi Village contains various public problems that are not accommodated in the preparation of the APBDes. The involvement of actors is dominated by the Village Government, while other actors cannot influence the decisions that have been taken. The involvement of each institution has not been fully optimal due to several factors, such as the dominance of decision-making by certain parties and a lack of technical capacity and resources. This research provides insight into the importance of comprehensively identifying issues and actors to achieve village financial governance that is relevant to community needs.

Abstract

Implementation of the policy of protection children victims of violence is still experiencing obstacles such as the limitations of the resources in this case the source of the budget and labor, then there is still a lack of understanding of the community in the importance of child protection From acts of violence, making the implementation of the policy of protection children not running optimally. This study aims to determine the obstacles that occur in the implementation of the policy of protection of women and children victims of violence in Parigi Moutong Regency. This study uses the theory of the implementation of van meter and van horn policies, namely there are 6 indicators of policy standards and objectives, resources, characteristics of implementing organizations, communication between related organizations, attitudes of implementers, social, economic and political environment. The results of this study indicate that the implementation of the policy of protection  children victims of violence in Parigi Moutong Regency is not optimal due to the limitations of resources, and social and economic environmental factors are also the biggest challenges inimplementation of this policy.

Abstract

This study aims to determine the impact of shrimp farming companies on society and the environment to achieve prosperity for the community and not damage the environment. Law Article 74 Number 40 of 2007 concerning limited liability companies regulates the obligation of social and environmental responsibility in Lingadan Village. This study uses Jeremy Nicholls' theory with three indicators, namely social impact, economic impact, environmental impact. The method used in this study is a qualitative approach with a descriptive type, which collects data through interviews with related parties, including company employees and local residents of Lingadan Village. The results of the study indicate that the existence of shrimp ponds provides economic benefits for some people through employment opportunities and increased income. Social conflict also arises due to inequality of benefits and access to resources. This study recommends the need for more sustainable pond management and more intensive socialization to the community in order to minimize negative impacts and increase benefits for all residents of Lingadan Village.
