Abstract

The process of formulating the Village Budget (APBDes) by the Village Government and also the BPD of Tandaigi Village as a representative of the community has not carried out its control and representation functions optimally. In addition, the Village Apparatus' understanding of technical budgeting regulations is still limited and community participation is still low. This study aims to analyze the identification of problems and actors in the preparation of the 2024 Village Budget (APBDes) in Tandaigi Village, Siniu District, and also identify the actors involved and the problems that arise in the budget preparation process. This study uses the theory of Thissen and Warren E. Walker, which emphasizes the importance of understanding the substance of the problem, the actors involved, and the institutional characteristics in the budget preparation process. The method used is a descriptive qualitative approach, with data collection techniques through interviews, observation, and documentation. The results of the study indicate that the process of preparing the APBDes in Tandaigi Village contains various public problems that are not accommodated in the preparation of the APBDes. The involvement of actors is dominated by the Village Government, while other actors cannot influence the decisions that have been taken. The involvement of each institution has not been fully optimal due to several factors, such as the dominance of decision-making by certain parties and a lack of technical capacity and resources. This research provides insight into the importance of comprehensively identifying issues and actors to achieve village financial governance that is relevant to community needs.

Abstract

Implementation of the policy of protection children victims of violence is still experiencing obstacles such as the limitations of the resources in this case the source of the budget and labor, then there is still a lack of understanding of the community in the importance of child protection From acts of violence, making the implementation of the policy of protection children not running optimally. This study aims to determine the obstacles that occur in the implementation of the policy of protection of women and children victims of violence in Parigi Moutong Regency. This study uses the theory of the implementation of van meter and van horn policies, namely there are 6 indicators of policy standards and objectives, resources, characteristics of implementing organizations, communication between related organizations, attitudes of implementers, social, economic and political environment. The results of this study indicate that the implementation of the policy of protection  children victims of violence in Parigi Moutong Regency is not optimal due to the limitations of resources, and social and economic environmental factors are also the biggest challenges inimplementation of this policy.

Abstract

This study aims to determine the impact of shrimp farming companies on society and the environment to achieve prosperity for the community and not damage the environment. Law Article 74 Number 40 of 2007 concerning limited liability companies regulates the obligation of social and environmental responsibility in Lingadan Village. This study uses Jeremy Nicholls' theory with three indicators, namely social impact, economic impact, environmental impact. The method used in this study is a qualitative approach with a descriptive type, which collects data through interviews with related parties, including company employees and local residents of Lingadan Village. The results of the study indicate that the existence of shrimp ponds provides economic benefits for some people through employment opportunities and increased income. Social conflict also arises due to inequality of benefits and access to resources. This study recommends the need for more sustainable pond management and more intensive socialization to the community in order to minimize negative impacts and increase benefits for all residents of Lingadan Village.

Abstract

This study aims to analyze the form of public-private partnership between PT Pasangkayu and Mertajaya Village in the supplementary feeding program for pregnant women, toddlers, and the elderly. This study employed a qualitative research method with data collection techniques through observation, interviews, and documentation. The research informants consisted of the Secretary of Mertajaya Village and Posyandu cadres in Mertajaya Village. The results showed that the supplementary feeding program has been implemented since 2021 and is routinely carried out every month. PT Pasangkayu acts as the funding provider, while Mertajaya Village serves as the distributor of the program to the community through Posyandu cadres. The program has positively contributed to fulfilling the nutritional needs of pregnant women, toddlers, and the elderly, as well as preventing stunting and chronic malnutrition. Furthermore, the partnership between the public and private sectors in this program demonstrates effective coordination and collaboration in supporting the improvement of community health quality in Mertajaya Village.

Abstract

Abstract. This study analyzes the partnership between PT Pasangkayu a subsidiary of PT Astra Agro Lestari, which operates in the oil palm plantation sector in Pasangkayu Regency, West Sulawesi and the Ako Village community within the framework of a Corporate Social Responsibility (CSR) program entitled Astra Kreatif. This program aims to develop laying hen farming as a strategy to strengthen the economic independence of the local community. This study used a descriptive qualitative approach, collecting data through interviews, observations, and document reviews. The results indicate that the program's implementation, which included the provision of 202 laying hens, production equipment, livestock management training, and ongoing technical support, significantly contributed to increased incomes for beneficiary households. Beyond economic benefits, the program also generated positive social impacts, including strengthened community cooperation, increased participation in productive activities, and enhanced women's economic roles within the household. The study concludes that a collaborative partnership model between the private sector and local communities is an effective strategy for promoting sustainable rural development and improving the well-being of the community.

Abstract

The primary objective of this research is to evaluate the collaborative efforts and partnership among PT Pasangkayu, the Martajaya Village Government, and the local residents regarding the execution of a clean water provision initiative. A qualitative descriptive approach was utilized to thoroughly examine the cooperation patterns, gathering data via direct observations, interviews, and documentation. Findings reveal a successful and effective synergy where PT Pasangkayu supplied the necessary water infrastructure sourced from mountain springs, the village administration served as the coordinating facilitator, and the locals actively engaged in utilizing and preserving the provided facilities. Roughly 45 families have reaped the benefits of this project, which has fundamentally enhanced water accessibility and addressed water shortages, notably during drought periods. Additionally, this ongoing teamwork has forged stronger bonds and cooperation between the corporation, the government, and the citizens. To ensure the long-term viability of these benefits, a unified commitment and active participation from all involved parties is essential for the continuous maintenance of the infrastructure.

Abstract

Salah satu strategi penting untuk meningkatkan program gizi di tingkat desa adalah kerja sama antara lembaga publik dan sektor privat. Tujuan dari penelitian ini adalah untuk mempelajari pola kerja sama antara Posyandu Desa Marta Jaya dan PT Pasangkayu dalam program Pemberian Makanan Tambahan (PMT), dan juga untuk menemukan faktor-faktor yang memengaruhi keberhasilan kerja sama tersebut. Penelitian ini dilakukan melalui pendekatan kualitatif, studi kasus, dan observasi partisipatif. Kader Posyandu, pengelola program CSR PT Pasangkayu, kepala desa, dan tenaga kesehatan Puskesmas Pasangkayu adalah informan yang dipilih secara acak. Hasil penelitian menunjukkan bahwa kolaborasi melewati tiga tahap: inisiasi, implementasi, dan evaluasi. Sementara PT Pasangkayu memberikan dana untuk operasional PMT dan menyediakan makanan bergizi lokal, Posyandu menjalankan distribusi dan memantau status gizi balita. Komitmen kelembagaan, kejelasan peran, dan komunikasi yang intens adalah komponen yang mendukung kemitraan. Keterbatasan kapasitas kader, fluktuasi pasokan bahan pangan, dan kurangnya perjanjian kemitraan formal secara tertulis adalah beberapa masalah yang dihadapi. Menurut penelitian, kemitraan publik-privat ini efektif dalam memperluas jangkauan PMT, tetapi untuk berkelanjutan, mereka memerlukan formalisasi kelembagaan yang lebih kuat.

Abstract

Efforts to preserve forests while improving community welfare have been undertaken by the Government through the Social Forestry Program. Community Forestry (Hutan Kemasyarakatan, or HKm) is one of the schemes established under this program. HKm is considered a breakthrough in increasing community participation in forest management. However, this view has also faced challenges from various parties, as the participation carried out so far has been superficial. This study aims to identify and explore the tendencies of actors' perceptions regarding participation in HKm and its influence on program realization and inter-actor relationships. The method used is descriptive qualitative, with data collected through observation, documentation, and in-depth interviews. This study finds that all stakeholders consider public participation in the HKm program important. However, Village Governments and Field Facilitators argue that the level of public involvement is highly influenced by the human resource capacity and personal orientation of the field implementers themselves.

Abstract

Most communities living in the Forest Estate are poor. This condition is caused by limited access to forest resources. Access restriction is claimed to be a way to reduce deforestation and land degradation allegedly caused by illegal community activities. The government, through the Social Forestry (SF) Program, aims to protect the forest while providing welfare to the community. This research attempts to explore in more depth how SF contributes to the welfare of communities living in forest areas in Sigi Regency, especially in the Community Forest Scheme in the Uyu Singgani Forest Farmer Group (FFG) of Sigimpu Village, Palopo Subdistrict and the Village Forest Scheme in the Integrated Village Forest Management Institution (VFMI) of Oo Village, Kulawi Selatan Subdistrict. The method used was Qualitative with a case study approach. Data was collected through observation, survey, and in-depth interviews. The results showed that the communities in both villages were in the prosperous category. However, the contribution of the SF program to community income is actually fairly low, especially in the HKm area. This is because land tenure is not owned by group members but by people outside the village. Meanwhile, the group business that was formed has not been consistent in carrying out production activities so it has not been enough to provide economic benefits to the community.

Abstract

Penelitian ini bertujuan untuk mengetahui pelaksanaan kemitraan PT Astra Agro Lestari Pasangkayu melalui program Corporate Social Responsibility (CSR) pilar ekonomi dalam meningkatkan perekonomian masyarakat di sekitar wilayah perusahaan. Program CSR merupakan bentuk tanggung jawab sosial perusahaan yang dilaksanakan untuk membantu pemberdayaan masyarakat melalui pengembangan usaha ekonomi, peningkatan keterampilan, serta pemberian bantuan modal usaha. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Informan penelitian terdiri dari pihak perusahaan, pemerintah setempat, dan masyarakat penerima program CSR. Hasil penelitian menunjukkan bahwa program CSR pilar ekonomi yang dilaksanakan perusahaan memberikan dampak positif terhadap kondisi ekonomi masyarakat. Masyarakat yang sebelumnya memiliki pendapatan tidak tetap mulai mampu mengembangkan usaha kecil dan meningkatkan penghasilan keluarga melalui bantuan modal usaha, pelatihan keterampilan, dan pembinaan usaha produktif. Selain meningkatkan perekonomian masyarakat, program kemitraan juga membantu menciptakan hubungan yang lebih harmonis antara perusahaan dan masyarakat sekitar. Namun, dalam pelaksanaannya masih ditemukan beberapa hambatan seperti keterbatasan kemampuan masyarakat dalam mengelola usaha serta kurangnya pendampingan secara berkelanjutan. Berdasarkan hasil penelitian dapat disimpulkan bahwa pelaksanaan program CSR pilar ekonomi oleh PT Astra Agro Lestari Pasangkayu telah berjalan cukup baik dan mampu membantu meningkatkan kesejahteraan masyarakat. Oleh karena itu, diperlukan penguatan pembinaan, pengawasan, dan partisipasi masyarakat agar program CSR dapat berjalan lebih efektif dan berkelanjutan dalam mendukung peningkatan ekonomi masyarakat. Kata Kunci: Kemitraan, Corporate Social Responsibility (CSR), Pilar Ekonomi, Pemberdayaan Masyarakat, Perekonomian Masyarakat.
