Abstract

Rural development in Indonesia aims to address the development gap between urban and rural areas. Village development is expected to improve rural welfare and independence. Efforts to realize equitable development and welfare are carried out through various innovations such as the Village Fund Programm and Village Smart. This goal is pursued through programs such as the Village Fund, Smart Village, and Village Development Index (IDM). This counselling aims to increase the understanding of village officials regarding strategies to improve the status of villages to develop into developed and independent villages. The methods used are presentation, discussion, and evaluation through pre-test and post-test. The results of the activity showed an increase in participants' understanding of the concept of IDM. This counselling successfully provided participants with insights into data-driven development planning using IDM, although further exploration of several technical aspects is still needed.

Abstract

Zona Integritas Desa (ZiDes) diimplementasikan untuk memperkuat transparansi, akuntabilitas, dan efisiensi dalam pengelolaan keuangan desa. Penelitian ini bertujuan untuk mengevaluasi penerapan Zona Integritas Desa (ZiDes) dalam meningkatkan tata kelola keuangan. Metode yang digunakan meliputi penyuluhan dan sosialisasi kepada masyarakat desa serta pihak terkait, dan survei persepsi masyarakat. Hasil kegiatan menunjukkan bahwa penerapan ZiDes berhasil meningkatkan pemahaman dan komitmen aparat desa terhadap tata kelola keuangan yang baik. Peningkatan kepuasan masyarakat  terhadap pelayanan desa dan komitmen pemerintah desa untuk melaporkan pengelolaan keuangan secara transparan juga terobservasi. Implementasi ZiDes di Desa Puuwonua efektif dalam memperbaiki tata kelola dana desa. ZiDes diharapkan dapat memperkuat tata kelola pemerintahan desa yang transparan dan akuntabel, serta meminimalisasi peluang terjadinya praktik korupsi dan penyimpangan dalam pengelolaan keuangan desa.

Abstract

The 2024 village development program is titled Technical Guidance for Improving the Status of Disadvantaged Villages to Become Developing Villages in Matandahi Village, Tinanggea District, South Konawe Regency. This activity aims to increase the understanding of village officials about the Building Village Index (IDM). This activity involves village heads, village secretaries, hamlet heads, and chairmen of the Village Consultative Body (BPD), with a focus on increasing their capacity in managing village development. The counseling methods used included lectures and discussions, which were considered effective by 94.44% of participants. The results of the evaluation showed that the majority of participants, 100%, assessed that the village head was ready or very ready to implement the IDM concept. The program also successfully involved balanced participation between age groups and genders, with most participants having an undergraduate educational background. However, there are recommendations to expand the participation of the younger generation and improve the clarity of the material for participants with lower levels of education. In conclusion, this program has a positive impact on village readiness in implementing IDM, with great potential to encourage the acceleration of sustainable village development.

Abstract

This study aims to examine the impact of government expenditure (APBD and APBN) on food availability in Southeast Sulawesi Province. Utilizing secondary data and elasticity analysis, the research assesses the responsiveness of food production to budgetary changes. The findings reveal that increased government spending through APBD and APBN does not significantly enhance food production. Instead, fluctuations in food output are primarily driven by non-fiscal factors, including agricultural land conversion for non-agricultural uses, declining soil productivity, climate change-induced disruptions to planting and harvesting cycles, and other external variables. Consequently, Southeast Sulawesi's food security faces long-term vulnerabilities without proactive interventions. Sustainable measures such as safeguarding and expanding agricultural land, improving farming efficiency, and adopting climate-resilient agricultural technologies are critical to mitigating these risks. Policymakers must prioritize these strategies to ensure stable and sustainable food security in the region.

Abstract

Kegiatan pengabdian masyarakat ini bertujuan agar khalayak sasaran dapat menggunakan aplikasi Mendeley Reference Manager, maka kegiatan pengabdian masyarakat diarahkan pada kerangka pemecahan masalah yaitu penggunaan aplikasi Mendeley Reference Manager dalam membuat daftar Pustaka dan mengutip kutipan dari buku, jurnal maupun sumber pustaka lainnya. Metode yang digunakan dalam pelatihan ini yaitu: melakukan pretest, ceramah mengenai aplikasi mendeley reference manager, praktek penggunaan aplikasi mendeley reference manager, melakukan postest. Hasil pengabdian ini menunjukkan bahwa mahasiswa bisa menerima apa yang disampaikan oleh tim pengabdian. Mahasiswa tidak kesulitan dalam penggunaan aplikasi Mendeley Reference Manager.

Abstract

During the pandemic, the village’s economic condition was also depressed due to a decrease in consumer purchasing power (demand side) and disruption to the price and distribution of agricultural production inputs (supply side). Therefore, the recovery of the village economy is directed at maintaining food security, revitalizing Village-Owned Enterprises (BUMDes), digitizing the economy and cash-intensive work programs which are elaborated by considering the potential and various limitations that each village has. BUMDes which have a core business in managing village economic potential, but their ability to play an economic role in the village is still weak, so it needs to be strengthened to bridge the development of local resources, restore the community’s economy, and become a driving force for the village economy. This service activity is carried out to assist the village government and BUMDes managers in mapping village productive economic businesses, developing BUMDES management as well as introducing village development stakeholders in preparing various development planning documents. With this service, the community of village business actors, BUMDes managers and village officials have the same knowledge and understanding regarding business revitalization through BUMDes development. In addition, the need for BUMDes governance training and assistance both from managerial aspects, business unit (operational) aspects and administrative aspects is fulfilled from this community service activity.

Abstract

Buton Utara Regency has been a new autonomous region since 2007 as a result of the division of Muna Regency. The local government has implemented various development programs to improve its economic performance after the division. The objective of this study is to assess the economic performance of Buton Utara Regency as a new autonomous region. The data analysis method used is quantitative descriptive with an observation period from 2010 to 2023. The research findings indicate that the economic performance of Buton Utara Regency is better than that of Muna Regency in several indicators, namely economic growth, per capita GDP, and human development index (HDI) growth. However, regarding HDI values, the poverty depth index and poverty severity index show that Buton Utara Regency’s performance is lower than that of Muna Regency. Key findings indicate that fluctuations in economic growth and HDI performance categorized as moderate reflect challenges in economic stability. Policy implications emphasize the need for strengthening priority sectors and effective poverty alleviation programs based on data. The limitations of the study lie in the less in-depth analytical approach, which has not yet captured the complexity of the interplay between variables.

Abstract

This study aims to determine the elasticity of labor demand in Southeast Sulawesi Province. This type of research is quantitative research with data sources from BPS. The analysis tool used is the labor demand elasticity formula. The findings of this study are that in 2024 the elasticity of labor demand is elastic, while in 2023 and 2022 it is inelastic. The implication is that the government must be careful in determining policies related to minimum wages because it will act quickly on labor demand.

Abstract

This research aims to determine the effect of exports on economic growth. The data used is secondary data originating from BPS Southeast Sulawesi publications for 2004-2023. This research uses quantitative research with simple regression analysis. The research results show that exports have an insignificant effect on economic growth with a negative relationship. This shows that when exports increase, economic growth tends to decrease, and conversely, when exports decrease, economic growth tends to increase. This is not in accordance with theory, but previous research in different locations found the same thing. Another factor that causes a negative relationship is the Covid19 pandemic. The implication of this research is that there must be an increase in the use value of exported goods, meaning there must be factories that process raw goods into finished goods which can provide a multiplier effect and have a positive impact on economic growth.

Abstract

The Village Development Index (IDM) divides villages into five levels, namely very underdeveloped villages, underdeveloped villages, developing villages, advanced villages, and independent villages. This division aims to provide clarity in determining the level of progress of a village, as well as to establish a scale of priorities for formulating appropriate policy planning. Based on data released by the Ministry of Villages, Disadvantaged Regions, and Transmigration (Kemendesa PDTT), in 2024, Boro-Boro Village will be categorized as a developing village. Therefore, it is necessary to provide technical guidance on developing priority programs to help Boro-Boro Village become a self-sufficient village. This technical guidance aims to improve the ability of village officials to develop effective and efficient priority programs. The technical guidance method uses a participatory and collaborative approach, involving village officials and other stakeholders. The results of the technical guidance show that village officials now have a better ability to develop priority programs and increase village independence.   Keywords: IDM, Independent Village, Priority Program
