Abstract

Nutritional problems, especially about stunting, are a national problem, not least in Hulu Sungai Utara Regency. Based on data from the Alabio Inpatient Health Center UPT, the number of stunting toddlers in Sungai Pandan District in 2020 was 118 toddlers and in 2021 there were 121 toddlers. This study aims to (1) describe and analyze the evaluation of the community nutrition improvement program for the toddler category with stunting status, the study program for overcoming stunting with breastfeeding (GUSI) and (2) describe and analyze the supporting and inhibiting factors for the community nutrition improvement program for the stunting status category of toddlers in the sub-district Pandan River, Hulu Sungai Utara Regency. The research method used in this study is a descriptive method with a qualitative approach. Determination of informants purposively (aimed at), the analytical techniques used are data condensation, data display and verification. The results of the study showed that (1) the program for improving community nutrition in the category of toddlers with stunting status in the innovation of the movement to overcome stunting with breastfeeding (GUSI) has not run optimally, seen from the mother's awareness of nutritional intake and understanding of exclusive breastfeeding which is still low, (2) Factors supporters, 1. Competence of Human Resources (HR), (3) Inhibiting factors, 1. Economics, 2 Parenting patterns. Suggestions for improving community empowerment programs and improving inter-institutional coordination

Abstract

(Institutional Analysis and Development in Subsidized Fertilizer Policy: A Study of RDKK Preparation in Bojonegoro Regency) Penelitian ini membahas implementasi kebijakan pupuk bersubsidi di Kabupaten Bojonegoro dengan fokus pada proses penyusunan Rencana Definitif Kebutuhan Kelompok (RDKK) sebagai tahap krusial dalam menentukan akurasi distribusi pupuk kepada petani. Penelitian ini mengunakan pendekatan kualitatif dengan mengunakan Model Institutional Analysis and Development sebagai pisau analisi. Hasil Penelitian menunjukkan bahwa meskipun terdapat antusiasme tinggi dari petani terhadap program subsidi, proses penyusunan RDKK masih menghadapi berbagai tantangan struktural dan administratif. Hambatan tersebut meliputi rendahnya tingkat pendidikan petani, usia lanjut, ketidaktahuan dalam pengisian formulir, serta keterbatasan jumlah penyuluh pertanian yang menyebabkan ketergantungan tinggi dan beban kerja berlebih. Selain itu, integrasi data kependudukan yang buruk antarinstansi menyebabkan banyak petani gagal terdaftar dalam sistem E-RDKK, sehingga tidak memperoleh alokasi pupuk bersubsidi. Ketimpangan data ini berimplikasi pada ketidaktepatan perencanaan dan alokasi pupuk, yang dapat memicu konflik sosial di tingkat lokal. Oleh karena itu, dibutuhkan perbaikan integrasi sistem E-RDKK, peningkatan jumlah penyuluh secara porposional dan peningkatan kapasitas petani. Abstract This study examines the implementation of the subsidized fertilizer policy in Bojonegoro Regency, with a particular focus on the preparation process of  the Definitive Plan for Group Needs (RDKK) as a crucial stage in ensuring the accuracy of fertilizer distribution to farmers. Employing a qualitative approach, the research utilizes Institutional Analysis and Development as an analytical lens. The findings reveal that despite high enthusiasm among farmers for the subsidy program, the RDKK formulation process continues to face numerous structural and administrative challenges. These include low levels of education among farmers, advanced age, limited knowledge in completing required forms, and an insufficient number of agricultural extension officers, resulting in high dependency and excessive workloads. Furthermore, the poor integration of population data across government institutions has led to the exclusion of many eligible farmers from the E-RDKK system, preventing them from receiving subsidized fertilizer allocations. This data inconsistency undermines planning accuracy and allocation fairness, potentially triggering local-level social conflicts. Therefore, improvements are needed in the integration of the E-RDKK system, proportional increases in the number of agricultural extension officers, and capacity-building initiatives for farmers.

Abstract

This study evaluates the swiftlet nest tax policy in Hulu Sungai Utara Regency, South Kalimantan, Indonesia, focusing on its effectiveness in increasing Original Local Revenue (PAD). Despite the high economic potential of the swiftlet sector, its contribution to PAD remains below 1%, revealing a gap between potential and fiscal realization. Using a qualitative descriptive approach, data were collected through in-depth interviews and focus group discussions with 19 key informants, complemented by document analysis of regional regulations. The evaluation employs William N. Dunn’s policy criteria effectiveness, efficiency, adequacy, equity, and responsiveness along with George C. Edward III’s implementation theory. Findings indicate that the policy is administratively compliant but substantively ineffective. Low taxpayer compliance, weak supervision, inadequate monitoring, and insufficient risk-based instruments hinder revenue optimization. Efficiency and adequacy are limited, the distribution of tax burdens is inequitable, and responsiveness remains procedural rather than adaptive. The study suggests that sustainable improvement of PAD requires an integrated, adaptive, and policy-learning-oriented approach. This includes data-based governance, risk-focused monitoring, equitable taxpayer treatment, and periodic evaluation to align policy instruments with sector characteristics. The research provides a conceptual and practical framework for enhancing local fiscal policy in high-potential but underperforming sectors.
