Abstract

The purpose of this study is to analyze the food security strategy implemented by the North Sumatra Provincial Government in anticipation of the food crisis. This study will use a descriptive qualitative approach method through literature studies and interviews with the Food Security and Horticulture Service of North Sumatra Province. The sampling technique was carried out using Purposive Sampling. Data that has been collected from key informants and related institutions, then processed and analyzed through three steps, namely external factor evaluation, internal factor evaluation, and QSPM matrix. The results of the study show: Analysis of internal and external factors in the SWOT matrix, is positioned in Quadrant I by implementing the S-O strategy where strengths are used to take advantage of opportunities. The strategy is in the form of counseling to farmers so that they can improve their abilities and skills by collaborating between the agricultural service and the extension agency and collaborating with farmers to sell their harvest to Buloq Sub Drive North Sumatra with the aim of not importing food needs from outside so that the opportunity to become an independent region can be realized. Based on the SWOT analysis, eight alternative strategies were formulated to improve food security, with the main priority being to reduce the intensity of agricultural land conversion, increase collaboration between government agencies, and manage agricultural resources optimally. Other strategies include increasing access to agricultural product marketing, providing assistance for facilities and infrastructure by the government, and intensive assistance to farmers through counseling in each village.

The CAR variablehas a significance value of 0.359>0.05, meaning that CAR does not have a significant effect onROA. BOPO significantly affects ROA with a significance value of 0.000<0.05. Abstract

Islamic microeconomics is now increasingly important to support halal small and medium enterprises (SMEs) in Indonesia. These halal SMEs not only help the family economy, but also protect religious values and business sustainability. This article explores how Islamic microeconomics can help halal SMEs to survive and grow. With a qualitative approach, data were drawn from interviews and literature studies. As a result, the Islamic microeconomy provides Shariah-compliant funding solutions, education, and a strong business network. This makes halal SMEs survive in an increasingly tight market.

Abstract

Purpose: This research aims to determine the influence of consumer behaviour and interests on purchasing decisions for used clothing in Lubuk Pakam City. Design/Method/Approach: This research method is quantitative and associative. The type of data in this research is primary data. The data source was obtained from consumers through distributing questionnaires to consumers purchasing used clothing in Lubuk Pakam, who will be used as samples in the research. The population in this study was 93,064 people. The sample in this study was taken using a probability sampling technique using the Slovin formula, with a sample size of as many as 100 respondents. The data analysis used is multiple linear regressions. Findings: The results show that consumer behaviour has a positive and significant effect on purchasing decisions, indicating that purchasing second-hand clothing is primarily motivated by price considerations, product quality, and trend-following behaviour. Conversely, consumer interest does not significantly affect purchasing decisions, suggesting that although consumers may be attracted to second-hand clothing, it does not automatically translate into actual purchases, likely due to social stigma or hygiene concerns. Simultaneously, consumer behaviour and interest together significantly influence purchasing decisions, confirming that decision-making in this market is multifactorial and cannot rely solely on interest alone. Originality/Values: These findings contribute theoretically by enhancing the understanding of consumer behaviour in second-hand clothing purchases and offer direct practical implementations. For business actors, the insights enable the design of more targeted marketing strategies that emphasise consumer behaviour factors such as price sensitivity, brand perception, and trend adoption, rather than solely relying on consumer interest. For policymakers, the results support the development of more balanced regulations that protect public health and promote local industries while accommodating the strong consumer demand for second-hand clothing. Additionally, the findings help advocate for programs that ensure hygiene standards and legal compliance in the second-hand clothing trade in cities like Lubuk Pakam.
