Abstract

This research was motivated by the incomplete completion of the RI – RDTL state boundary in the Oekusi enclave area. Three segments are still problematic: the Noelbesi - Citrana segment, the Bijaelesunan - Oben segment, and the Haumeniana - Pasabe segment. On July 22, 2019, Wiranto (Coordinating Minister for Political, Legal and Security Affairs of the Republic of Indonesia) and Kay Rala The contents of the Agreement, among other things, stipulate that the Neolbesi – Citrana segment be divided into two, the Bijaelesunan – Oben segment to be completed by the 1904 Agreement between the Dutch and the Portuguese, and for the Haumeniana – Pasabe segment the boundary is determined by adjusting the line along the road according to the coordinate points of both parties. It will be determined later. This research was carried out in Haumeniana village, Bikomi Nilulat sub-district, North Central Timor district, focusing on the perceptions of the Haumeniana village community regarding the contents of the Wiranto. This means that the disputed area all belongs to RDTL. This research uses a descriptive qualitative approach. Data collection used interviews, observation and FGD techniques. This research concluded that all primary informants and FGD participants from elements of the Haumeniana community had negative perceptions of the contents of the Wiranto – Xanana Agreement.

Abstract

Kawasan perbatasan sering luput dari perhatian pemerintah, terutama terlihat dari aspek infrastruktur pembangunan sebagai motor penggerak perekonomian dan kesejahteraan masyarakat (Pranoto et al.,2021). Hal ini  mengakibatkan daerah perbatasan semakin tertinggal. Permasalahan kawasan perbatasan juga muncul karena pemerintah daerah di kawasan perbatasan belum mampu mewujudkan regulasi yang  lebih  spesifik dan kemampuan mumpuni untuk menjawab kebutuhan masyarakat di wilayah perbatasan. Permasalahan pembangunan dan ekonomi menjadi isu strategis berkembang di kawasan perbatasan. Dewasa ini ini, salah satu alternatif strategis  yang menjadi andalan adalah  BUMDes. BUMDes diharapkan dapat menjadi motor penggerak perekonomian masyarakat desa di wilayah perbatasan. Dalam konteks ini pengelolaan BUMDes perlu dilakukan secara berkelanjutan sehingga eksistensi BUMDes dapat terbaca dalam meningkatkan kesejahteraan masyarakt desa. Dalam kerangka ini diharapkan masyarakat di daerah perbatasan perlu mendapatkan  pemahaman dan pengetahuan dalam rangka pengelolaan BUMDes secara berkelanjutan melalui kegiatan Pengabdian kepada Masyarakat (PKM). Pelaksanaan PKM ini dilakukan pada BUMDes Pala Opat di Desa Tubu Kecamatan Bikomi Nilulat Kabupaten Timor Tengah Utara,  desa ini merupakan salah satu desa yang berbatasan langsung dengan Negara Republik Demokratik Timor Leste distrik Oekusi. Metode yang digunakan yaitu tahap persiapan dan pelaksanaan. Materi yang disampaikan dalam kegiatan PKM ini adalah berkaitan dengan pengelolaan BUMDes secara berkelanjutan dengan melihat aspek transparansi, akuntabilitas, partisipasi dan aturan/norma hukum. Disamping itu, dilakukan pendampingan terhadap pengelola BUMDes terkait dengan administrasi dan manajemen BUMDes dan pemetaan terhadap potensi desa yang dapat dijadikan jenis usaha baru.

Abstract

Penelitian ini bertujuan untuk mengetahui faktor apa saja yang mempengaruhi rendahnya partisipasi masyarakat dalam mendukung program Keluarga Berencana di kecamatan umalulu kabupaten Sumba Timur. Pendekatan ini menggunakan metode penelitian kualitatif dengan jenis penelitian deskriptif. Pengumpulan data berasal dari 14 informan yang terbagi dengan rincian; Bidan sebagai penanggungjawab program KB, Masyarakat PUS dan masyarakat Kategori usia tua 49 keatas. Penelitian ini menjabarkan dan mendeskripsikan faktor-faktor yang mempengaruhi rendahnya partisipasi masyarakat dalam mendukung program keluarga Berencana di kecamatan Umalulu kabupaten Sumba Timur Hasil penelitian ini dapat dilihat dari faktor yang mempengaruhi rendahnya partisipasi masyarakat dalam mendukung program keluarga Berencana di kecamatan Umalulu kabupaten Sumba Timur terbagi menjadi empat faktor, yaitu; faktor usia, terdiri dari kategori pasangan usia subur (15-49 tahun) dan pasangan usia tua 49 tahun keatas, faktor jenis kelamin yang meliputi adanya anak laki-laki atau anak perempuan dalam keluarga, faktor ketiga yaitu pendidikan, tinggi renfahnya pendidikan dapat mempengaruhi partisipasi masyarakat dan faktor keempat pekerjaan dan penghasilan yang meliputi jenis pekerjaan dan besarnya penghasilan.

Abstract

Changes in the paradigm of governance in the implementation of regional autonomy, have made regional governments the spearhead in the implementation of government tasks, especially in providing services to the community.as a consequence of these changes, it is necessary to rearrange various elements in the governance system. Good local governance is the most important issue in the management of public administration today. Government apparatus resources are a vital and strategic element in the administration of government, both at the center and in the regions. In the context of local governance, the performance of local government apparatus resources needs to be continuously improved. The increase is closely related to the development and development of the role of government officials as civil servants (PNS). For this reason, the right strategy is needed to empower the resources of the local government apparatus which includes efforts to make the competencies of the government apparatus so that they can be used optimally in realizing good local governance.

Abstract

Village customary institutions were formed with the hope of creating an understanding in building villages according to local values, but this goal cannot be realized according to the character of the local community and tends to exist traditional institutions only to fulfill the village government structure formally but do not have a role in the community empowerment planning process. The research is a descriptive research with a qualitative approach with information determined purposively with a total of 23 people, then the researcher will carry out the stages of data collection according to Creswell (2016:254-255) as qualitative observation, qualitative interview, search for qualitative documents) and qualitative audio and visual materials. The data that has been collected is then analyzed using data analysis techniques from Creswell (2016). The results of the study found that the implementation of community empowerment policies by the indigenous institutions of Haumeniana Village based on the policy implementation model from Donald Van Meter and Carl E. Van Horn (1975) found that; (1) policy standards have been flawed so that they tend to be bad policies that have been bad since the beginning, (2) human resources, incentives and infrastructure facilities are insufficient, (3) communication between organizations and strengthening activities are still ineffective, (4) the characteristics of implementing agents are constrained at the vertical level, (5) economic conditions in jurisdictions or implementing organizations are not enough to support policy implementation, (6) The disposition of the implementer is always ready to support the village government as a partner in empowering the community.
