Abstract

Abstrak Peraturan Daerah Kabupaten Cilacap Nomor 23 Tahun 2012 tentang Penataan dan Pembinaan Pusat Perbelanjaan dan Toko Modern di Kabupaten Cilacap dilatarbelakangi oleh maraknya pendirian toko modern di tengah masyarakat yang berdampak langsung pada perekonomian pelaku usaha di sekitarnya. Perda ini dibuat untuk memberikan proteksi kepada pelaku usaha kecil agar mampu bersaing dengan toko modern, dan sebaliknya toko modern diharapkan mampu bersinergi dengan pelaku UMKM. Namun demikian dampak pelaksanaan perda ini belum dirasakan secara optimal oleh pelaku usaha pasar tradisional, yaitu masih adanya toko modern yang berdiri di sekitar pasar, toko modern yang ijinnya tidak lengkap, sehingga berdampak luas bagi perekonomian masyarakat yaitu omset mereka menurun bahkan ada diantaranya yang tutup operasionalnya. Namun demikian keadilan yang diharapkan dengan lahirnya pelaksanaan Perda No 23/2012 belum sepenuhnya dirasakan oleh pelaku usaha pasar tradisional. Penurunan omset bahkan kondisi ‘gulung tikar’ dialami oleh pelaku UMKM. Hal ini diakibatkan tidak ditegakkannya aturan dalam Perda seperti jam operasional yang melanggar aturan, maish adanya toko modern yang berjarak kurang dari 500 meter dari pasar tradisional. Pelanggaran perda yang dilakukan oleh pemilik toko modern menjadikan usaha pasar tradisional semakin terpuruk.Kata kunci : Evaluasi Dampak, Toko Modern, dan Keadilan Sosial. AbstractCilacap Regency Regulation No. 23 of 2012 concerning the Arrangement and Development of Shopping Centers and Modern Stores in Cilacap Regency is motivated by the rise of the establishment of modern shops in the community which has a direct impact on the economy of business operators in the vicinity. This Perda was made to provide protection for small businesses to be able to compete with modern shops, and vice versa modern stores are expected to be able to work in synergy with SMEs. However, the impact of the implementation of this regulation has not been felt optimally by traditional market businesses, namely that there are still modern shops standing around the market, modern shops whose licenses are incomplete, so that it has a wide-ranging impact on the community's economy, namely their turnover decreases and some even close their operations . However, justice expected by the birth of the implementation of Perda No 23/2012 has not been fully felt by traditional market businesses. The decrease in turnover and even the condition of 'bankruptcy' was experienced by SMEs. This is due to the non-enforcement of regulations in the Perda, such as operating hours that violate the rules, such as modern stores less than 500 meters from the traditional market. The violation of local regulations by modern shop owners makes the traditional market business worse.Keywords: Impact Evaluation, Modern Stores, and Social Justice.

Abstract

Tune Village, Tobu District, South Central Timor District has utilized the WhatsApp social media to communicate with the village community. The village government provides an opportunity for all communities to join as members with the aim that all public information can be disseminated quickly and accurately. This research is a descriptive research with a qualitative approach. The data in this study obtained through primary and secondary sources with a total of 39 informants. The data that has been collected by interview, observation and document search methods is then analyzed using the spiral data analysis technique proposed by Creswell (2016: 264-268). The research results found that; (1) The use of communication media through the Tune Information Whatsapp group is very helpful to the residents and the Tune Village Government in that information can be conveyed quickly and easily; (2) Access to the use of communication media through the Whatsapp Tune Information group is not maximized, because not all Tune Village residents have mobile devices; (3) Utilization of communication media through the Whatsapp Tune Information group is not limited as a medium of communication, but also as a medium of discussion for Tune Village residents; (4) Utilization of communication media through the Tune Information Whatsapp group can improve the welfare of Tune Village residents because residents get information about the use of social media and online shops as a medium for selling handicraft products and disseminating information about Tune Village to deserving audiences about the cultural festival being held in Tune Village.

Abstract

Kebijakan publik sektor pertanian telah lama dibuat di Indonesia mengingat sebagian besar mata pencaharian masyarakat didasarkan pada sektor pertanian. Pertanian memiliki peran penting dalam menyediakan makanan dan bahan baku industri, berkontribusi terhadap produk domestik bruto (PDB), menghasilkan devisa, menyerap tenaga kerja, sumber pendapatan pertama bagi masyarakat pedesaan, penyedia bahan pakan dan bioenergi, dan mengurangi emisi gas rumah kaca . Program Upaya Khusus (Upsus) untuk Produksi Beras di Kabupaten Banyumas diharapkan dapat meningkatkan ketersediaan beras dan stabilitas harga. Faktor-faktor yang dianggap berpengaruh adalah respons kelompok sasaran, kemampuan organisasi pelaksana, dan daya dukung lingkungan. Untuk menganalisis dan menggambarkan besarnya pengaruh respon kelompok sasaran, kemampuan organisasi pelaksana, dan daya dukung lingkungan terhadap keberhasilan pelaksanaan program upaya khusus untuk meningkatkan produksi beras di kabupaten Banyumas, baik secara parsial maupun sebagai senyawa, pendekatan kuantitatif dengan jenis penelitian survei dengan 83 responden digunakan. Dari hasil penelitian dan analisis data, dapat disimpulkan bahwa ada pengaruh yang signifikan terhadap respon kelompok sasaran, kemampuan organisasi pelaksana, dan daya dukung lingkungan terhadap keberhasilan pelaksanaan program upaya khusus untuk meningkatkan produksi beras dengan arah positif untuk pengukuran secara individu dan bersama-sama.

Abstract

This research examines the effectiveness of collecting Land and Building Tax (PBB) in Namosain Village, Alak District, Kupang City, to optimize tax contributions in financing national development. Adopting a descriptive qualitative approach, this study investigates the interaction between tax administration and taxpayers and its impact on state revenues. In-depth analysis through interviews and observations reveals the actual dynamics in the field and the factors that influence the success of tax collection. The research results show fluctuation in PBB revenue in Namosain Village from 2019 to 2022, with a decrease due to the COVID-19 pandemic, which has had an impact on the community's economy. It was found that the main factor influencing low tax revenues is a lack of awareness and understanding of taxpayers, coupled with economic constraints that hinder their ability to pay taxes on time. This study confirms the importance of three approaches in improving PBB collection effectiveness: (1) Source Approach, by assessing human resource capacity and infrastructure availability; (2) Process Approach, by evaluating administrative procedures and policies; and (3) Target Approach, by measuring achieving tax revenue targets. Through these approaches, it was identified that although there was compliance in the tax object registration stage, there were obstacles in subsequent procedures that resulted in tax payment arrears.

Abstract

Abstract : This research analyzes the management of election organization and paradoxes in Indonesia's 2019 Legislative General Election. This research used a qualitative approach, interviewed 15 informants, and revealed several significant paradoxes. First, the paradox in constitutional authority between the General Election Commission (KPU) and Bawaslu, where Law No. 7 of 2017 resulted in the shallowing and weakening of the KPU's constitutional status. Second is the paradox in campaign management, which includes transactional and money politics. Third is the paradox in managing women's representation, where women are often used as tools to collect votes for male candidates. Finally, there are paradoxes in the voting process, including the increasing capitalization of votes and money politics. This research critically contributes to providing important insights into the dynamics of legislative elections in Indonesia. Penelitian ini menggunakan pendekatan kualitatif dan mewawancarai 15 informan dan berhasil mengungkapkan beberapa paradoks signifikan. Pertama, paradoks dalam kewenangan konstitusional antara Komisi Pemilihan Umum (KPU) dan Bawaslu, di mana UU No 7 Tahun 2017 mengakibatkan pendangkalan dan pelemahan status konstitusional KPU. Kedua, paradoks dalam manajemen kampanye, yang mencakup politik transaksional dan politik uang. Ketiga, paradoks dalam manajemen keterwakilan perempuan, di mana perempuan sering dijadikan alat untuk mengumpulkan suara bagi calon laki-laki. Terakhir, paradoks dalam proses pemungutan suara, termasuk kapitalisasi suara dan politik uang yang meningkat. Penelitian ini secara kritis berkontribusi dalam memberikan wawasan penting tentang dinamika pemilihan legislatif di Indonesia. Abstract

Abstrak: Bencana alam belum bisa diduga secara ilmiah. Mengingat masih sangat rendahnya pengetahuan dan kemampuan masyarakat dalam menghadapi kebencanaan maka perlu diadakan PkM untuk melakukan pendampingan dan pelatihan mitigasi bencana kepada masyarakat. Solusi yang ditwarkan kepada 30 orang mitra adalah dengan melakukan pemetaan daerah/wilayah yang berpotensi bencana serta melatih bagaimana melakukan mitigasi bencana berdasarkan jenis bencana yang terjadi. Metode yang digunakan adalah ceramah, praktik dan pendampingan selama program berjalan. Evaluasi PkM ini dilakukan dengan mengisi angket kuisioner yang telah disiapkan oleh tim PkM yang memperoleh hasil bahwa 20% merespon dengan positif adanya kegiatan ini meskipun dengan tingkat partisipasi yang hanya 20%. Serta 60% responden “setuju” bahwa pendampingan ini sesuai dengan kebutuhan, mampu menjawab dan memberikan solusi atas permasalahan yang dihadapi.Abstract: Natural disasters cannot be predicted scientifically. Considering that the community's knowledge and ability to deal with disasters is still very low, it is necessary to hold a PkM to provide disaster mitigation assistance and training to the community. The solution offered to 30 partners is to map areas/regions that have the potential for disasters and train them on how to carry out disaster mitigation based on the type of disaster that occurs. The methods used are lectures, practice and mentoring throughout the program. This PkM evaluation was carried out by filling out a questionnaire that had been prepared by the PkM team which obtained the result that 20% responded positively to this activity even though the participation rate was only 20%. And 60% of respondents "agree" that this assistance meets their needs, is able to answer and provide solutions to the problems they face.

Abstract

This study aims to analyze how the performance of the PPA Unit of the Kupang City Police Criminal Investigation Unit in handling cases of domestic violence that occur in Kupang City. The number of informants was 9 people. The performance theory used as the basis for analysis is the theory of Dwiyanto (2008), which includes four main indicators: Productivity, Responsiveness, Responsibilities. And Accountability. This research uses a qualitative approach with descriptive methods. Data was obtained through observation, interviews, documentation, and literature study. The data sources used are primary and secondary data. The triangulation technique used is source triangulation. The results showed that in terms of productivity, the PPA Unit of Kupang City Polresta needs to improve the quality of investigations, especially in collecting evidence and witnesses, the availability of inadequate RPK, good cooperation carried out by the PPA Unit of Kupang City Polresta with UPTD PPA Kupang City in handling domestic violence cases but there needs to be improvements in coordination procedures and the need for improvement in conducting socialization. In terms of responsiveness, the Kupang City Police PPA Unit showed concern and responded quickly to victim reports, but there were still obstacles in handling cases. In terms of responsiveness, the implementation of tasks is largely in accordance with applicable regulations, although there are technical errors in the implementation in the field. Abstract

This research aims to understand and analyze community empowerment strategies in improving agricultural sector outcomes in Suelain Village, Lobalain District, Rote Ndao Regency. The method used is a qualitative approach with descriptive research type. Data were collected through interviews, observations, and documentation. The results show that empowerment strategies are implemented through three main approaches: enabling (community empowerment as access), enhancing (community empowerment as capacity building), and protecting (community empowerment through protection). Although the strategies have been designed in an integrated manner, the implementation still faces various obstacles such as budget limitations, lack of technical training, and the suboptimal role of agricultural extension workers. This study recommends the need for efforts to strengthen institutions and enhance collaboration among stakeholders to support the success of farmer community empowerment.

Abstract

This study aims to analyze the effectiveness of the implementation of personal Taxpayer Identification Number (NPWP) registration services through the E-Registration system at the Kupang City Pratama Tax Service Office. Along with the development of information and communication technology, the Directorate General of Taxes has implemented the E-Registration system as a form of modernization of tax administration. This study uses a qualitative method with a descriptive approach. Data collection techniques are carried out through interviews, observations, and documentation. The results of the study indicate that the E-Registration system provides convenience and efficiency, but is not yet fully optimal because there are still obstacles to technical understanding from the community and uneven infrastructure. This study shows that the use of technology in public services is positively related to increased taxpayer compliance and satisfaction.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis akuntabilitas pengelolaan dana desa di Desa Wangka Selatan untuk meningkatkan pembangunan dan pemberdayaan masyarakat. Pendekatan penelitian yang digunakan kualitatif dengan metode deskriptif. Pengumpulan data berasal dari 7 informan yang terbagi dengan rincian kepala desa wangka selatan, sekretaris desa wangka selatan, bendahara desa wangka selatan,ketua dan bendahara bpd desa wangka selatan, tokoh masyarakat,tokoh adat, dan masyarakat. Penelitian ini menjabarkan dan mendeskripsikan upaya meningkatkan pembangunan dan pemberdayaan masyarakat melalui akuntabilitas pengelolaan dana desa di desa wangka selatan tahun 2023 dengan berfokus pada akuntabilitas dalam perencanaan, akuntabilitas dalam pelaksanaan melalui daya serap anggaran dan efisiensi, akuntabilitas dalam pertanggungjawaban melalui laporan kegiatan dan akuntabilitas dalam pengawasan dilihat dari respon bpd dalam pertanggungjawaban dan pengendalian.
