Abstract

This study aims to evaluate the implementation of the regional regulation on smoke-free areas at MAS Darul Qalam Bulukumba and to identify the challenges in creating a smoke-free school environment. The research adopts a qualitative approach using a case study method to capture the complex phenomena related to the enforcement of smoke-free policies in an Islamic educational setting. Data was collected through in-depth interviews, observations, and document analysis with key informants such as the principal, teachers, staff, and students. The findings reveal that despite the school's awareness and efforts to enforce the policy, the lack of a clear bureaucratic structure, effective communication, and adequate resources are the main barriers to optimal implementation. In addition, the attitudes and commitment of the implementers do not fully support the achievement of the policy's objectives. The theoretical implications of these findings emphasize the importance of the dynamic interaction between bureaucratic structure, communication, resources, and attitudes in the successful implementation of public policy. Practically, this study recommends forming a dedicated team, increasing socialization efforts, and providing sufficient resource support to strengthen the enforcement of smoke-free school policies. The study also highlights the potential for engaging students as agents of change to improve policy compliance. However, the study is limited by its focus on a single educational institution, which may limit the generalizability of the findings. Further research using different methods, such as quantitative surveys or comparative studies between schools, is recommended to gain a broader understanding.

Abstract

Penelitian ini dilatar belakangi oleh pentingnya pajak bumi dan bangunan sebagai bentuk penerimaan Negara dan sebagai sumber pendapatan asli daerah yang juga sebagai sumber pendanaan bagi pembangunan di daerah. Untuk mencapai tujuan tersebut, maka pemerintah memberikan pelayanan pembayaran pajak bumi dan bangunan secara non tunai berbasis qris sebagai upaya pemerintah dalam meningkatkan akuntabilitas dan transparansi penerimaan pajak bumi dan bangunan dengan harapan meningkatnya pendapatan asli daerah. Adapun tujuan dari penelitian ini dilakukan untuk memberikan gambaran tentang digitalisasi pembayaran pajak bumi dan bangunan berbasis qris dalam peningkatan pendapatan asli daerah di Kabupaten Sinjai. Untuk mencapai penelitian ini maka metode penelitian yang digunakan adalah deskriptif kualitatif dengan memberikan gambaran secara jelas mengenai masalah-masalah yang diteliti, serta menjelaskan data secara sistematis dengan teknik pengumpulan data melalui pengamatan, wawancara, dan dokumentasi serta teknik analisis data menggunakan triangulasi. Dari hasil penelitian menunjukkan bahwa digitalisasi pembayaran pajak bumi dan bangunan berbasis qris belum dikatakan efektif dalam peningkatan pendapatan asli daerah di Kabupaten Sinjai dikarenakan infrastruktur dan kemampuan sumber daya aparatir belum merata di seluruh wilayah Kabupaten Sinjai.

Abstract

The government is responsible for providing public service, but sometimes these service do not satisfy the public. Seeing that the services provided by the government are not yet optimal, a study was conducted on the effectiveness of the job seeker card (Ak-1) service provided by the Manpower and Transmigration Service of North Kolaka Regency. The purpose of this study was to analyze the effectiveness of the Ak-1 card service and to determine the determinant factors in the Ak-1 card service at the Manpower and Transmigration Service of North Kolaka Regency. This research method is qualitative research. Data collection techniques use observation and in-depth interviews. Data analysis techniques from Miles and Huberman is data collection, data reduction, data display, and conclusing drawing/ verification. The results of the study indicate that: (1) The effectiveness of the job seeker card (Ak-1) service at the Manpower and Transmigration Service of North Kolaka Regency has not been running effectively. (2) The determinant factors in the Ak-1 card service are internal factors of the availability of adequate facilities and infrastructure and the quality of information systems and technology, while external factors are government policies and community involvement and participation in the process of socializing the Ak-1 card service. This research is expected to broaden insight and be used as study material in compiling policies or regulations releted to Ak-1 card services in the context of service effectiveness, improving service quality and development of the Ak-1 service card system Siapkerja Application.

Abstract

This research aims to analyze the implementation of the policy of Law No.16 of 2019 concerning Marriage in Sinjai Regency. This law regulates changes to the minimum age limit for marriage from 16 years for women to 19 years for both women and men. This research uses a qualitative approach with descriptive methods, which aims to describe in depth the implementation of this policy at the district level, as well as the factors that influence it. Data was collected through interviews with related parties such as the Head of the District Ministry of Religion Office. Sinjai, officials at the KUA (KUA North Sinjai, South Sinjai and TellulimpoE), the Religious Courts, and the community. The research results show that the implementation of this policy in Sinjai Regency still faces various challenges, including a lack of public understanding of changes to the law, limited resources in socialization, and a culture that still prioritizes traditional norms regarding marriage age. However, this policy has started to have a positive impact in reducing the rate of early marriage, although it is not yet completely effective. This research suggests the need for increased outreach and support from various parties to realize the objectives of the law.

Abstract

Legalitas usaha merupakan aspek penting dalam mendukung keberlangsungan dan pengembangan Usaha Mikro Kecil Menengah (UMKM). Namun, masih banyak pelaku UMKM yang belum memiliki legalitas usaha salah satunya adalah Nomor Induk Berusaha (NIB), yang menjadi pintu masuk utama dalam sistem perizinan berusaha berbasis risiko. Tujuan utama kegiatan pengabdian ini adalah melakukan pendampingan langsung kepada setiap pelaku usaha yang ada di Desa Lappacinrana dalam melengkapi dokumen pendaftaran, pendaftaran online, sampai terbit NIB melalui platform resmi di OSS - Sistem Perizinan Berusaha Terintegrasi Secara Elektronik. Kegiatan pendampingan ini, dimulai dengan rangkaian kegiatan sosialisasi terkait proses penerbitan NIB, pelatihan teknis terkait proses pendaftaran dan penerbitan NIB, pendampingan langsung dengan mengumpulkan dokumen persyaratan pendaftaran NIB, dan pendaftaran online, serta penerbitan NIB. Dengan adanya pendampingan ini, diharapkan UMKM di Desa Lappacinrana dapat berkembang secara legal dan lebih mudah mengakses berbagai program dukungan dari pemerintah. Adapun Evaluasi dampak dari pendampingan ini adalah terbitnya NIB untuk beberapa pelaku usaha di Desa Lappacinrana. Laporan ini memberikan gambaran tentang kepemilikan NIB bagi pelaku usaha di Desa Lappacinrana dan memastikan bahwa setiap pemilik usaha punya keinginan untuk memiliki NIB.

Abstract

This study discusses the Effectiveness of One-Stop Licensing Services at the One-Stop Investment and Integrated Services Office (DPMPTSP) in North Kolaka Regency. The type of research used is qualitative description research with a descriptive type of research, the data sources in this study are primary and secondary data sources. The informants in this study were 6 people. Data collection techniques with in-depth interviews, direct observation and documentation. The results of this study show that the implementation of one-stop licensing services at the North Kolaka Regency Investment and One-Stop Integrated Services Office (DPMPTSP) has been very effective, which can be seen from the mechanism for implementing licensing services and the implementation of service standards in accordance with service standards based on the Decree of the Regent of North Kolaka Number: 500.16/157/2024 concerning Service Standards at the DPMPTSP of North Kolaka Regency, Including: simplicity, clarity, certainty of time, accuracy, security, responsibility, completeness of facilities and infrastructure, ease of access, discipline, friendliness and courtesy, and comfort. By looking at the two things mentioned above and the response given by the people of North Kolaka Regency to the services organized by DPMPTSP, it shows that licensing services in North Kolaka Regency have experienced a very significant improvement through the implementation of a one-stop integrated licensing service system. And what is an inhibiting factor is the low understanding and knowledge related to on-line-based licensing, while the supporting factors are: (1) Government Policies/Rules on the Implementation of One-Stop Integrated Services as outlined in Regent Regulation Number 12 of 2022, (2) Online Licensing Information System, (3) Quality of Human Resources, (4) Community Participation. With these supporting factors, the implementation of licensing services at DPMPTSP North Kolaka Regency can continue to provide services that are not only fast and efficient, but also quality, accountable, and able to meet public expectations, as well as create greater trust in the government.

Abstract

Penelitian ini bertujuan untuk menilai akuntabilitas kinerja, biaya, dan produk pelayanan publik di satuan pendidikan formal dan non-formal pada Dinas Pendidikan dan Kebudayaan Kabupaten Kolaka Utara. Jenis penelitian yang digunakan adalah penelitian deskriptif Mixed Methods, sumber data yang digunakan dalam penelitian ini adalah sumber data primer dan sumber data sekunder. Informan dalam penelitian ini sebanyak 11 orang. Teknik pengumpulan data dengan observasi langsung, pengisian kuisioner, dan dokumentasi. Hasil dari penelitian ini menunjukan bahwa (1) Indikator akuntabilitas kinerja pelayanan dapat disimpulkan bahwa mayoritas atau sebesar 85,8% responden setuju bahwa akuntabilitas kinerja pelayanan publik di satuan pendidikan formal dan non-formal pada Dinas Pendidikan dan Kebudayaan Kabupaten Kolaka Utara sudah “Sesuai”. (2) Indikator akuntabilitas biaya pelayanan dapat disimpulkan bahwa mayoritas atau sebesar 89,5% responden setuju bahwa akuntabilitas biaya pelayanan publik di satuan pendidikan formal dan non-formal pada Dinas Pendidikan dan Kebudayaan Kabupaten Kolaka Utara sudah “Sesuai”. (3) Indikator akuntabiltas produk pelayanan dapat disimpulkan bahwa mayoritas atau sebesar 87,6% responden setuju bahwa akuntabilitas produk pelayanan publik di satuan pendidikan formal dan non-formal pada Dinas Pendidikan dan Kebudayaan Kabupaten Kolaka Utara sudah “Sesuai”. Secara keseluruhan dapat disimpulkan bahwa, Akuntabilitas Pelayanan Publik di Satuan Pendidikan Formal dan Non-Formal Pada Dinas Pendidikan dan Kebudayaan Kabupaten Kolaka Utara sudah “Sesuai” Peraturan Daerah Kabupaten Kolaka Utara Nomor 2 Tahun 2022 tentang Organisasi dan Tata Kerja Dinas Pendidikan dan Kebudayaan Kabupaten Kolaka Utara dengan tingkat kesesuaian sebesar 87,6%.
