Abstract

Salah satu aspek penting dalam keberhasilan dan kegagalan dalam sebuah advokasi adalah jaringan pendukung dalam sebuah koalisi yang terbentuk dalam advokasi kebijakan. Penelitian ini bertujuan untuk menganalisis bagaimana peran Gerakan Perempuan Lakardowo Mandiri yang menggunakan sumber daya jaringan yang ada dalam menolak kebijakan izin lingkungan pengolahan limbah bahan berbahaya dan beracun yang diberikan oleh Pemerintah Kabupaten Mojokerto kepada perusahaan PT. Putra Restu Ibu Abadi di desa Lakardowo Kecamatan Jetis Kabupaten Mojokerto. Pendekatan yang digunakan dalam penelitian ini menggunakan teori Actor Networking Theory dari Michael Callon. Metode yang digunakan dalam penelitian ini berjenis kualitatif yang berdiri pada paradigma interpretative. Jumlah informan dalam penelitian ini berjumlah empat orang perempuan yang terlibat dalam jaringan dalam menolak kebijakan izin lingkungan tersebut. Dari keseluruhan penggunaan sumber daya dan akses jaringan yang ada, perubahan kebijakan yang diinginkan oleh kelompok tersebut masih belum membuahkan hasil yang positif pada pihak yang mendesakan perubahan tersebut. Namun disisi lain, organisasi Green Woman dapat membingkai isu menjadi besar dan mendapat perhatian secara nasional.

Abstract

This study describes the Impact of the Determination of the National Capital City on the Quality of Infrastructure Services of the National Capital City in Penajam Paser Utara Regency (Roads, Land Acquisition, Dams, Toll Roads) where Infrastructure plays a role in various sectors of life, especially for the local community of Penajam Paser Utara Regency who are directly affected by the development of the New Capital City infrastructure. Infrastructure development is one of the important role holders in life, especially road infrastructure, apart from being a means and infrastructure for transportation, it is also a supporting aspect in the distribution of goods and other supporting facilities. The research method used in this study is descriptive analysis with the type of research being qualitative. The results of the study, the success or failure of the development of the New Capital City, is very much determined by how the leadership relay will go forward which will have a direct impact on the quality of public services provided to the residents of Penajam Paser Utara which is currently underway. such as road infrastructure and furthermore will have an impact on the quality of basic services such as education, health and infrastructure.

Abstract

This study aims to evaluate the effectiveness of the PUPM Scholarship Program in enhancing educational access for students at Muhammadiyah Islamic Boarding Schools (Pesantren). Employing a qualitative research design, data were collected through in-depth interviews with scholarship recipients, program administrators, and key stakeholders. The findings reveal that the program significantly alleviates financial barriers, allowing students—particularly those from low-income backgrounds—to pursue education without the burden of tuition and related costs. Additionally, the program provides academic support, including tutoring and language enrichment in Arabic and English, which enhances students’ learning experiences and self-confidence. Beyond academics, the scholarship fosters personal development by encouraging leadership and community service, aligning with Muhammadiyah’s core values. However, challenges remain, including limited awareness among potential applicants, initial communication gaps, and concerns over long-term financial sustainability. Participants emphasized the need for improved outreach and donor engagement to ensure the program’s growth and inclusivity. Overall, the PUPM Scholarship Program demonstrates strong potential in transforming the educational landscape of Muhammadiyah Pesantren. By addressing its existing challenges, the program can continue to empower underprivileged students, promote social responsibility, and contribute to a more equitable education system aligned with the vision of Muhammadiyah.

Abstract

The issue of used clothing, or trifling, has become a significant concern for the government and the wider public today, both in social and print media. This study analyzes the impact of the policy banning the sale of used clothing at Gedebage Market, Bandung, which was implemented to protect the local textile industry and reduce textile waste. Using a descriptive qualitative approach with data collection techniques such as interviews and documentation studies, the findings of this study found that the policy banning the trifling trade had a significant impact on various aspects of life. Economically, traders experienced a decrease in income and some were forced to close their businesses. Socially, people lost access to affordable clothing and resistance emerged. From a political perspective, there was debate about the fairness of the policy and the lack of public involvement in its formulation, which directly impacted traders. Meanwhile, from an environmental perspective, this policy is considered to have positive potential in reducing textile waste, although it still requires further policy support such as the provision of facilities. This study recommends various participatory and inclusive policy evaluations in the implementation of policies related to the ban on trifling in the Cimol Gedebage market in Bandung City, by considering several aspects of balance, including the economic interests of the community and environmental sustainability that encourage efforts not to marginalize traders who sell used clothes in the Cimol Gedebage market in Bandung City.

Abstract

The increasing rate of deforestation in Indonesia has become a critical environmental issue that threatens ecological balance and undermines global climate change mitigation efforts. In response, the Indonesian government implemented a permanent forest moratorium policy through Presidential Instruction No. 5 of 2019, aiming to halt the issuance of new permits for primary forest and peatland exploitation. However, its effectiveness at the local level remains questionable, particularly in regions facing strong economic pressures such as Lembang Subdistrict, West Bandung Regency. This study aims to analyze the effectiveness of the forest moratorium policy in Lembang using the EMMIE Framework, which evaluates five dimensions: Effect, Mechanism, Moderators, Implementation, and Economy. Employing a qualitative descriptive approach, data were collected through in-depth interviews with local government officials, community leaders, tourism operators, and residents, complemented by field observations and document analysis. The results reveal that while the moratorium policy has succeeded in stopping the issuance of new forest conversion permits, illegal land use for tourism and commercial purposes continues to occur due to weak law enforcement, overlapping institutional authority, and low community participation. The analysis further shows that economic pressures and the high market value of forest land act as significant drivers of policy violations. From an implementation perspective, the lack of coordination between central and local agencies hinders policy consistency and sustainability. The study concludes that the effectiveness of the forest moratorium policy in Lembang remains limited and recommends strengthening institutional coordination, enhancing community involvement, enforcing stricter supervision, and promoting sustainable livelihood alternatives to balance environmental protection and local economic development.

Abstract

Modernisasi transportasi publik menjadi aspek penting dalam mengatasi peningkatan kebutuhan mobilitas di wilayah perkotaan. Penelitian ini bertujuan untuk mengkaji penerapan inovasi kebijakan layanan pada program Metro Jabar Trans (MJT) sebagai upaya transformasi angkutan kota di Kota Bandung. Penelitian menggunakan metode kualitatif berpendekatan deskriptif dengan teknik pengumpulan data melalui observasi lapangan, wawancara mendalam, serta studi dokumentasi. Data dianalisis menggunakan model Miles, Huberman, dan Saldana untuk memperoleh pemahaman yang komprehensif terkait pelaksanaan kebijakan. Hasil penelitian menunjukkan bahwa penerapan prinsip Agile Governance mendorong pembaruan tata kelola layanan melalui adopsi sistem pembayaran digital, integrasi jaringan moda transportasi, peningkatan standar pelayanan, dan evaluasi rutin sebagai dasar penyempurnaan layanan. Meskipun demikian, program MJT belum mencapai tingkat efektivitas yang optimal karena masih dihadapkan pada keterbatasan armada operasional, distribusi layanan yang tidak merata, serta pemahaman pengguna yang belum sepenuhnya terbentuk. Oleh sebab itu, diperlukan penguatan sosialisasi, pengembangan infrastruktur pendukung, dan partisipasi publik yang lebih luas untuk mewujudkan pelayanan transportasi yang berkualitas dan berkelanjutan. Penelitian ini memberikan kontribusi terhadap pengembangan perumusan kebijakan transportasi publik di kawasan urban pada masa mendatang.

Abstract

Implementasi Program Makan Bergizi Gratis (MBG) di tingkat lokal masih menghadapi permasalahan kompleks, antara lain cakupan layanan yang baru mencapai 17% dari target, kasus keracunan massal (164 siswa pada September 2025), temuan makanan berbau busuk dan berulat, ketimpangan akses antar sekolah, rendahnya kompetensi tenaga pelaksana di bidang gizi dan sanitasi pangan, serta dominasi rutinitas administratif yang mengurangi fokus petugas lapangan terhadap kebutuhan nyata anak sebagai penerima manfaat. Penelitian ini menganalisis efektivitas implementasi kebijakan Makan Bergizi Gratis (MBG) di Satuan Pelayanan Pemenuhan Gizi (SPPG) Persyarikatan Muhammadiyah Pamulihan, Kabupaten Sumedang, menggunakan pendekatan kualitatif deskriptif dengan kerangka teori Street-Level Bureaucrats (SLB) Michael Lipsky (2010). Data diperoleh melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi, kemudian dianalisis menggunakan NVivo12. Hasil penelitian menunjukkan efektivitas yang bervariasi pada empat dimensi SLB: Rationing Service: Limitation of Access and Demand bersifat moderately positif berkat kriteria dan distribusi yang tertib, sedangkan Inequality in Administration, Controlling Clients and the Work Situation, serta Client Processing Mentality bersifat moderately negative akibat ketimpangan kapasitas, beban administratif berlebih, dan perlakuan siswa sebagai objek administratif semata. Secara keseluruhan, implementasi MBG cukup efektif namun masih rapuh. Penelitian merekomendasikan penguatan kompetensi petugas lapangan, penerapan pendekatan pelayanan yang lebih humanis, serta pengembangan sistem monitoring terintegrasi berbasis teknologi untuk mengoptimalkan keberlanjutan program.Kata Kunci: Makan Bergizi Gratis (MBG), Satuan Layanan Pemenuhan Gizi (SPPG), Implementasi Kebijakan, Efektifitas Implementasi

Abstract

The article in this research is to describe a series of advocacy processes carried out by Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs) in fighting for the right to a healthy environment to reject the existence of hazardous and toxic waste processing industries in Lakardowo village, District Jetis, Mojokerto Regency with social media platforms such as online videos on YouTube as a means of struggle. Qualitative approach is used in this research, meanwhile data collection technique is done by in-depth interview and documentation technique. The technique of determining informants is by purposive sampling. The results of the study show that advocacy carried out by Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs) has been able to influence public awareness at large and provide support for advocacy carried out, but for changes in environmental permit policies to date have not been able to change policies that have been implemented have been made by existing policy makers.

Abstract

The problem of drug abuse and illicit drug trafficking in Bandung City is a strategic issue that requires a collaborative response across sectors. This study aims to analyse the implementation of Collaborative Governance within the Hexa Helix Model in the execution of the National P4GN Programme by the Bandung City Narcotics Control Board (BNN). The approach used is qualitative interpretative, with data collection techniques including in-depth interviews, observations, and document reviews involving six key actors: government, academia, the private sector, civil society, media, and legal entities. Data analysis is based on the interactive model by Miles, Huberman, and Saldana. The results indicate that the five dimensions of Collaborative Governance according to Ansell and Gash starting condition, facilitative leadership, institutional design, collaborative process, and intermediate outcomes have been implemented in the collaboration between the BNN and the actors. The BNN acts as a facilitator in collaborative forums, agreement formulation, and the implementation of preventive programmes such as socialisation, training, mass urine testing, and the establishment of the Bersinar neighbourhood. Although this collaboration shows positive initial results, challenges still arise, such as limited resources, differences in interests, and the absence of mutually agreed evaluation indicators. This study concludes that the Hexa Helix Model is effective in strengthening synergy among stakeholders, but its sustainability requires strengthened commitment, institutional reforms, and the formulation of measurable and mutually agreed-upon performance indicators.
