Abstract

Family Hope Program (PKH) is a policy issued by the Ministry of Social Affairs of the Republic of Indonesia as a form of government's seriousness in accelerating poverty reduction in Indonesia. This program aims to develop social protection system for the poor in Indonesia. As the program seeks to help alleviate the burden of dependents and change the lives of poor families (KM) by providing cash assistance to pay for the need, the program's target is in the designation for Poor Families (KM) who have the conditions as beneficiaries in education and health.The implementation of the Family Hope Program in Tembilahan Sub-district has been running since the last three years. The purpose of this research is to know how the management carried out by the agency responsible for the implementation of Family Hope Program (PKH) in Tembilahan Sub-district Indragiri Hilir Regency and what are the constraining factors in the management of Family Hope Program (PKH) in Tembilahan Sub-district Indragiri Hilir Regency. Theory used is Management theory George R. Terry about the principles of management that is Planning, Organizing, Actuating, and Controlling. The research method is descriptive qualitative to get a clear picture about the management that is done related to the implementation of Family Hope Program (PKH). Data collection techniques used interview techniques, observation, and documentation.Based on the results of research can be known as far as the implementation of this program is running well. Where the implementation procedure has been done in accordance with Standard Operating Procedures in the implementation guidelines PKH, where PKH has four stages of implementation from beginning to end which includes validation, aid distribution, group meetings, and verification. Factors that affect the management of the implementation of this program are socialization and infrastructure facilities where these two factors play an important role in the smooth and successful implementation of this Family Hope Program. Can be concluded that the management related to the implementation of Family Hope Program (PKH) done is good enough.Keywords: Management, Family Hope Program (PKH)

Abstract

This essay is a result of research conducted on a special port Pertamina Dumai City formulation of the problem 1) How implementation of management policies port tariffs special terminal PT. Pertamina (Persero) Refinary Unit II Dumai? 2) factors that influence the success of a particular terminal port management policy PT.Pertamina (Persero)? 3) What factors are causing non-performance of KM No. 54 Tahun 2002 tentang pembagian hasil jasa labuh that should be submitted to the Government Dumai as tax state revenue (non-tax)? The research method is descriptive method with qualitative research approach. Interview data collection techniques, documentation and technical literature. Informant in this research is the Head of Department of Transportation in Dumai, Head of Sea Transportation, Section Head harbor, Member of Commission II DPRD Kota Dumai and Section 5 of port staff Transportation Agency Dumai. Types and Sources of Data 1) Primary Data is data obtained directly from the respondents in the field over which the authors ask questions through certain methods related to the problems examined. 2) Secondary Data, the data obtained through documents, books, records and other documentation which are above explanation of the problem being investigated. Results of the research are: 1) Keputusan Menteri Perhubungan No. 54 Tahun 2002 tentang penyelenggaraan pelabuhan at first PT. Pertamina did not want to provide services moored vessels using the harbor to the Government Dumai given Decree of the Minister of Communications No. 88/0/1972 and SKB relationship between the Director General of Sea and CEO of Pertamina, given the absence of repeal and replacement of the top two. Abstract

The phenomenon of this research is coordinated to address traffic congestion in the city of Pekanbaru already works quite well although implementation is not maximized. One of coordination is not running with maximum meeting activities and meetings division of tasks, whereas in the presence of the meeting can come up with ideas or new ideas in solving traffic congestion problems that occurred in the city of Pekanbaru. The purpose of this study was to determine how the implementation of coordination to address traffic congestion in the city of Pekanbaru and also to determine the factors that influence the implementation of coordination to overcome traffic congestion in the city of Pekanbaru. From hasi study found several factors that affect that. Public awareness, illegal parking, road capacity is not in accordance with the vehicle, the market spilled and the number of members. The most dominant factor in overcoming coordination of traffic congestion in the city of Pekanbaru is a factor of the number of members and public awareness for the coordination process is closely related to public awareness itself. The research was conducted in the city of Pekanbaru his right in the transportation department and Traffic Pekanbaru. Where are the population and sample in this research is the field of road traffic supervision and control of the transportation department and Traffic Operations Pekanbaru. The sampling technique is purposive sampling used in the data collection method of observation, interviews and documentation. After the data were analyzed by using qualitative descriptive analysis. After a study found that coordination to address traffic congestion in the city of Pekanbaru has not been maximized, it can be seen from theory to Henry Fayol were reviewed based on four indicators, namely, communication, cooperation, division of tasks, meetings and meetings.Keywords: traffic congestion in the city of Pekanbaru, communication, cooperation, division of tasks, meetings and meetings.

Abstract

PT Pos Indonesia (Persero) Dumai is one of the BUMN that are engaged in service trafficnews, money, stuff with the largest service network and has spread in all corners of thecountry. The quality of service to the community is often used as a benchmark in viewing thesuccess of an organizations or Government agencies. The Government as a provider ofservices trying to provide services with the quality that corresponds to the expectations of thecommunity. But in fact the Dumai in particular in the provision of services of paketpos at thepost Office of Dumai have overall perfect in providing service to the community. This can beseen from the large number of complaints about the existing services at the post officeDamai. As for the purpose of this research is to find out how quality of service PT. PosIndonesia (Persero) Dumai in providing paketpos Services.The concept of the theory is thetheory of service quality according to Zeithmal et al in Hardiyansyah. Indicators in this study,namely: Tangibles (Facilities and equipment Service Appearance), Realibility (reliability inService Delivery), Responsiveness (Ketanggapan in the provision of Services), Assurance(the ability of Employees to create Customer Confidence) and Emphaty (Caring Employeesof PT. Pos Indonesia (Persero) Dumai).From the results of research, it can be concluded thatthe services provided by PT Pos Indonesia (Persero) Dumai not optimal. It can be seen theindicator Realibility (reliability) of which telhat from the package that is sent is not up at theright time and couriers in charge of delivering the goods did not show the keramahanya, aswell as PT Pos Dumai has not fully run the SOP. For indicator of Responsiveness(responsiveness) officers from PT. Abstract

Implementation of assessment system of curriculum 2013 in Senior High School 2 Pekanbaru experiencing various problems because teachers and students are still not understand the assessment standards in curriculum 2013 due to the complicated and many assessment aspects, next still intertwined limited communication between the government and the school about assessment scale and the government still often changing regulations on the assessment system. The purpose of this research was to analyze how the implementation of assessment system of the curriculum 2013 at the Senior High School 2 pekanbaru and the factors that influence the implementation of assessment system of the curriculum 2013.This research using Van Meter and Van Horn theory which states that the successful implementation of a policy is the standart and policy objectives, resources, characteristic of the implementing organization, the communication between organization, the attitude of the implementing policies and social environment, economic and political. The method used is descriptive qualitative methods. Techniques of collecting data through observation, interviews and documentation, and techniques of analysis data through interactive analysis model by Miles and Huberman.The result showed that the implementation of assessment system of curriculum 2013 in Senior High School 2 Pekanbaru has not been done well and optimally because there are still many problems in the assessment system of curriculum 2013 is implemented in senior high school 2 pekanbaru. There are several factors that affecting the implementation of assessment system of curriculum 2013 in Senior High School 2 Pekanbaru has not been done well and optimally is the human resources, the attitude of the implementers and policy objectives and communication between implementers.Key Words: Implementation, Assessment System of Curriculum 2013, Senior High School

Abstract

Work discipline is the actual practice of employees of the set of rules contained in an organization, based on this it is expected that the effectiveness of employees will increase attitude and conduct discipline. Employee discipline can be enforced if the rules that have been enforced can be overcome by most employees in reality, that in an agency what if most of its employees obey all the rules that have been set, then employee discipline can already be established. The purpose of this study is to find out the work discipline of employees at the Rokan Hilir Regency Population and Civil Registry Service, To find out the factors that influence employee discipline in the Rokan Hilir Regency Population and Civil Registry Service.       This study uses a qualitative research method of data collection techniques, namely observation, Interview, literature study. The results of the study show that the performance discipline of employees at the Rokan Hilir Population and Civil Registry Service has not yet proceeded as expected, this can be seen from the stages of the interview results discipline problems of awareness and willingness, From the results of the interview it can be said that the awareness of employees in terms of the implementation of tasks has been running but has not run smoothly in line with expectations because there are still delays in completing tasks, basically employees should be on time and responsible for completing tasks assigned to each field of work. From the results of the study, researchers found factors that hinder the discipline of employee performance at the Rokan Hilir Regency Population and Civil Registry Service, namely first. One of the factors that influences the discipline of these employees is actually the leader because the leader is firm and fair. employee in acting, supervision is also very important for employees, then if supervision is lacking then things that are not right happen as it happens, namely one of them many employees go home early. Keywords : Disclipine, Work, Employee

Abstract

The pedestrian facility is one of the points of the city's transport system, the pedestrian path is a space for activities to perform and functions as a circulation space for pedestrians that are separate from the circulation of other vehicles, whether motorized or not. This pedestrian path should provide comfort for the user of the pedestrian itself when crossing it. The purpose of this pedestrian facility is to ensure the level of human security in walking. With paved pedestrian facilities that have been provided by the government of course more convenient and provide a sense of security to users to walk in the middle of dense vehicles. But the fact that there is a lot of damage that occurs to pedestrian facilities is still less attention by the relevant government. Such as broken zebra cross, bridge crossing people and sidewalks. The maintenance of facilities should always be maintained by related parties in order to maintain the existing facilities and provide security and comfort for pedestrian users. The problem in this research is how the Implementation of Regional Regulation Policy of Pekanbaru City Number 2 year 2009 about Traffic and Road Transportation (Case of Peddling Pedestrian Street of Sudirman) and Factor - what factors that hinder the implementation of the policy. The purpose of this research is to know and analyze the Implementation of Regional Regulation Policy of Pekanbaru City Number 2 Year 2009 about Traffic and Road Transportation (Case of Peddling Pedestrian Street of Sudirman). The concept of theory that the author uses is policy and policy implementation. And the theory used is toeri according to Merile S. Grindle with two variables namely policy content and policy environment. This research uses qualitative research methods with descriptive data assessment. In data collection, the authors use interviews, observation and literature study. By using key information as a source of information.The results of this study indicate that the absence of maintenance that occurred in the field that is not in accordance with the pedestrian maintenance policy listed in the Regional Regulation of Pekanbaru City No. 2 of 2009 on Traffic and Road Transport. The inhibiting factors in policy implementation of Pekanbaru City Regulation No. 2 of 2009 on Traffic and Road Transport (Case of Maintenance of Jalan Sudirman Street Pedestrian) are Resources, Communication and Financial Budget to carry out pedestrian maintenance.Keywords: Implementation, Policy, maintenance, pedestrian

Abstract

Village development planning is an initial step taken by the village head along with the authorities in the village development process to manage the resources so that the village community can enjoy. An interesting phenomenon in the participatory development planning process also took place in Pangkalan Baru Village, Siak Hulu District, Kampar District, especially on the aspect of community participation in the preparation of the Village Medium Term Development Plan (RPJMDes). Planning comes from the word plan, which means the design or order of things to be done. From this simple understanding can be decomposed some important components, namely goals (what to achieve), activities (actions to realize the goal), and time (when, when the activity is about to do). This research uses qualitative research methods with descriptive data assessment. In data collection, researchers used interview techniques, observation and study literature. By using key informant and informant afterwards as source of information. The results of this study indicate that several stages of the development planning process in each village has not been implemented. At Sub-district Musrenbang level several stages of the development planning process have not been implemented, especially at the stage where the community has not been involved decide the priority of activities to be submitted to the district development planning process. And community participation in development planning in Siak Hulu District Kampar Regency is still low.Keywords: Participatory Development Planning

Abstract

There is a policy regulation from the Ministry of Finance on the management of regional tax administration which requires technical training for officers who manage regional tax administration and have differences in educational background and competence as well as changes and advances in education and information technology in managing regional tax administration. Therefore, the Pekanbaru City Regional Revenue Agency needs to hold technical training for its apparatus to support the competence of employees in managing regional tax administration. This study aims to describe the implementation of the development of the state civil apparatus through technical training and the factors that influence the implementation of technical training. The type of research used in this study is qualitative research with descriptive analysis. The informants in this study were 5 people. As for data collection techniques by means of observation, interviews and documentation. The results of this study show that the implementation of technical training held by the Pekanbaru City Bapenda is in good condition based on the theory of training indicators proposed by dessler. However, since the COVID-19 pandemic, the pekanbaru city bapenda has not carried out training due to limited apbd and does not have its own training infrastructure.
