Abstract

Selodang Kelapa Market is the largest market in Indragiri Hilir regency who shaped existence of floating market in Tembilahan, while there are some problems happend for Department of industry and trade Indragiri Hilir Regency. The merchant market that still put the merchandise in the land park and the funds budgeted for the facilities of the market made traders It is still minimal. This research aims to look at how Structuring the market Selodang Kelapa Tembilahan as a market that has a floating building can be well-ordered. This research uses qualitative research methods by examining the descriptive data according to the concepts of the theory of implementation. In data collection, researchers use interview techniques, observation and documentation. These researchers also use key informants as a source of information and as a source of triangulation technique in testing kevaliditan data. The results of this study indicate that the structuring the market does not run properly. This is proven by the communication, resources, Disposition and organizational structure is still not optimal. Restricting factors in structuring the market traders, namely budget, Policy Evaluation and the construction of the merchant Market Selodang Kelapa. This is caused due to lack of support and lack of assistance from the Government of the State of Indragiri District thus making a market trader of selodang Kelapa Structuring has not been optimal.Keywords: Structuring, Traders, Selodang Kelapa Market

Abstract

Discipline is a starting point of all success in order to achieve the objectives of the organization. Therefore, the local goverment in the districks Rokan Hulu make regulation regent No. 18 of 2011 on compolsory prayer noon dan asr in congregation at mosques Pasir Pangarayan for Muslim employee in the working day in the administration districts Rokan Hulu in order to increase the devotion of empliyess to god almight one that affects discipline increase employeyment. Planning and regional Development Agencies Rokan hulu and Rokan Hulu Secretariat upstream part of the governance environment districts Rokan Hulu.This study aims to determine the implementation of the decree no. 18 of 2011. Dicipline of employess working in really in development Planning and Rokan Hulu Regency Secretariat inflence the implementation mainly Regent No. 18 of 2011 to dicipline the local Planning Agancy and the regional Secretariat Rokan Hulu.In this study the typies of research used in quantitative research required data collected to the study site with the questionnaire in this study are emplyess of the local palnning agancy Rokan Hulu 55 and Rokan Hulu district Secretariat asmany as 119 people.As this study using a Likert scale ewrw analized using simple Linier regression analysis and determination with the help of SPSS version 17.0 for Windows.The results of this study indicate that the implemantation of the decree No. 18 of 2011 against increased employee discipline Development planning Rokan Hulu great influence 23% and Rokan Hulu district Secretariat a big influence 29%.Key Words : Implementation, Dicipline

Abstract

Dengue Haemorrhagic Fever (DHF) is a dangerous fever disease that influenced by dengue virus, that went into human blood circulation through the bite of mosquito from Denus Aedes, such as Aedes Aegypti or Aedes Alpopictus. The Government of Pekanbaru City, through Health Department of Pekanbaru City still trying to Eradicate Dengue Haemorrhagic Fever. That efforts included in the Judgement of Health Ministry of Republic Indonesia Number 581/Menkes/SK/VII/1992 about Eradicate Dengue Haemorrhagic Fever. The objective of this research is to determine how implementation and factors that influence the Implementation of Attempts to Eradicate Dengue Haemorrhagic Fever Policy at Pekanbaru City.Theoretical concept used is theory of implementation based from George C. Edward III. The implementation approach includes communication, resources, disposition, and bureaucracy structure factors. This research used qualitative method with descriptive data assessment. In collecting data, researcher use methods of interview, observation, and documentation with snowball sampling method as the source of information and data analyzing with descriptive qualitative method.The result of this research showed that Implementation of Attempts to Eradicate Dengue Haemorrhagic Fever Policy was not effective yet because the Health Department of Pekanbaru City was not optimum enough in did their program, this matter because the information was not clear enough for the society, and available estimate, and there is still no of Standard Operational Prosedure (SOP).Keyword: Implementation, Eradicate, Dengue Haemorrhagic Fever

Abstract

Increassingly mobility in Pekanbaru demands facility preparation for pedestrian such an overpass. The purpose is to help pedestrian to cross the road safely and comfortable. Beside that an overcross also can minimize traffic jam and minimize accident over the road. In fact, 11 overcross which spread in Pekanbaru couldn’t solve circulation transportation problem because overpass placement location is not appropriate.The concept of theory is Evaluation. Evaluatin consist of effectiveness, efficient, adequace, equity, responsiveness, and accuracy. The genre of tihs research is qualitative with descriptive method. In data collecting the writer applies interview technique observation and library research. By using ke informan and infrman as information sources.Based on tehe result of this research by observation and interview, conclude that overpass placement location in Pekanbaru is not maximal, less for human resources to run the policy, and weak sanction given.Key Word : Theory Of Evaluation, Overpass

Abstract

Tourism is something done by someone or more with the aim among others to get kenikamatan and meet the desire to know something. Based on field observation there are some problems concerning the management of Istano Basa Pagaruyung tourist object in Tanah Datar regency which is management of Istano Basa Pagaruyung tourism object is not good, human resources are still minimal, and lack of promotion of tourism object. It deserves the attention of the government to be more active in the management of Istano Basa Pagaruyung tourist attraction in Tanah Datar regency. The purpose of this research is to know the management of Istano Basa Pagaruyung tourism object in Tanah Datar regency and factors influencing the management of Istano Basa Pagaruyung tourism object in Tanah Datar regency.The concept of theory used is the management theory by George R. Terry which starts fromplanning, organizing, moving, and supervision. This research uses qualitative descriptive research method. The type of data used is primary data and secondary data. In the data collecting researchers using observation techniques, interviews, and literature study. Interviews were conducted with informants namely Head of Tourism, Head of UPT, and cashier of tourism promotion.The results of this study resulted in the conclusion that the management of Istano Basa Pagaruyung tourist attraction in Tanah Datar Regency has not been maximized. Then there are still lack of factors that influence in the management of Istano Basa Pagaruyung tourist attraction in Tanah Datar regency that is budget, human resources, facilities and infrastructure.Keywords: Management, Tourist Attraction

Abstract

This study aims to provide an explanation about the main tasks and functions of the Ombudsman of the Republic of Indonesia, especially the Ombudsman Representative Riau. Adapaun frameworks used in describing the execution of the duties of the Ombudsman is to look at the task mastery, ability of cooperation, Completing work on time, granting the right job report results and explain some of the factors that could affect the execution of the duties of the Ombudsman. The data collection was done by direct observation and interviews with informants. The method used in this research is descriptive qualitative method. Based on the results of the study illustrate that in the execution of the duties of Ombudsman Representative Riau has been run in accordance with the applicable provisions in the execution of the duties of the Ombudsman itself although there are still some constraints that can affect implementation of the duties of the Ombudsman itself as limited human resources, limited budget and the appointment of task binding / writing.Keywords : Implementation , the duties and functions, Ombudsman Representative of Riau ,Ombudsman

Abstract

Good governance is a governance that comes from participation in which managed by people through democratic institutions that are legitimate, accountable and transparent and are used responsively for the benefit of the community. Too realize good governance in Dayun District Siak Regency, The efforts of Berumbung Baru first attempt to evaluate the level of governance, territory and society through instrument village development in accordance with the mandate of the minister of Home Affairs Regulation Number 81 of 2015 concerning Evaluation of Village Development. Evaluation of village development can be identified in village competitions helds annually by the ministry of Home Affairs the Republic of Indonesia through the Directorate General of Village Government Development. The theoretical concept used in this study is the Principle of good governance according to Santoso in which explains that the ideal concept of good governance is good governance derived from the principles of participation, accountability, transparancy and responsiveness for the benefit of the community. This study aims to find out about the efforts of Berumbung Baru Village realizing good governance in Dayun District, Siak Regency. This study uses qualitative research methods and descriptive assessment of the data. Data collection techniques are using interview, observation and documentation techniques that involve informants as the source of information. The result showed that the efforts of Kampung Berumbung Baru for realizing good governance had been maximized. This can be seen from the various achievements achieved by Berumbung Baru Village both at the Village and National levels and the National level with the crowning of the Berumbung Baru Village as the labsite location for the model of village and sub-district development throughout Indonesia. Success factors for Berumbung Baru Village realizing good governance include the leadership of the Village Head and the Potential of Berumbung Baru Village.  Keywords: Good governance, principle good governance, labsite

Bureaucracy reform is a business that mark the desireto change or Fix an organization a government that run errands the task of countries inthis matter public services to toward something better.Research is aimed to see bureaucracy reform in dept. of population and civilregistry based upon the factors affecting the implementation of reformation inbureaucracy in management birth certificate.The study is done at dept. of population andcivil registry district kampar.A method of research used in this research is a method of research descriptivewith data analysis and engineering data qualitative, through an interview observation andstudy kepustakaan.Who became an informer in this research is people district kampar,head of population and civil registry district kampar and employees in dept. of populationand civil registry district kampar.From the results of research that is done, found that bureaucracy reform in dept.of population and civil registry district kampar not run secaraefektif for the purpose ofreform has not been achieved, many factors inhibitors of the reformation in dept. ofpopulation and civil registry district kampar and the result of reform not yet obtained.Keywords : reforms, bureaucracy, birth certificate.

Abstract

The Implementation Strategy of the Decree No. 2862 On Rector Single Tuition at the University of Riau. In order to provide opportunity and equality for all communities to enjoy Higher Education , the Directorate General of Higher Education issued a decree number 97/E/KU / 2013 on the Application Tuition Single ( UKT ) to all State Universities . Refrency the decision to the Minister of Education and Culture, number 53 of 2013 on Single Tuition and Tuition Single . University of Riau as one college and then apply for State Tuition single system with the birth of Riau University Rector Decree number 2862. The results of this study indicate that not maximal execution About Single Tuition at the University of Riau . Abstract

The issue regarding the implementation of local government policy of Kampar Regency is due to the rapid of job demand to the work world of the society as the field could not cover it all. The problems following the issue emerged as many of companies did not notify the job vacancy to the Social and Labor Affairs and make no priority to the local labors; the Official did not have information about the availability of job vacancy and could not control the placement of the local labors at those companies. As this implementation of the policy undertaken to the industrial society properly, it is intended that the society of Kampar Regency can manage their own revenue and increase the prosperity of environment particularly to the local inhabitants. The objective of this research is to find out how the implementation of local government policy no 5 year 2009 about the provision of local labor is. This kind of research is descriptive design precisely quantitative method with triangulation check and cross check to the given responses of the informants. The result of this research indicates that the implementation of local government policy no 5 year 2009 about the provision of local labor in Kampar Regency has not yet been implemented extensively. Based on the research finding, the factors affected this kind of policy are the lack of communication, resource, disposition, and structured-bureaucracy.Keywords: Policy, Implementation, Local Labor, Local Government Rules
