Abstract

This research was conducted with limitations in the form of policy implementation and factors that influence the policy to know the implementation of public information disclosure policies and the inhibiting factors in the Siak Regency Government. The research was conducted using a qualitative method with a case study approach. The results of the study indicate that the implementation of the Public Information Disclosure Policy in the Siak Regency Government has not been optimal or well realized. The factors that cause this to happen are the lack of coordination between the government and the community as well as social conditions. Based on these findings, implementors should improve their coordination with related agencies, provide strict sanctions against persons who do not comply with applicable regulations, and improve facilities in the form of health insurance to seek information through information portals. This effort is made to create a more informative government so that people are more concerned with their government following the expectations of the Siak Regency government. Abstract

Unity of service prosperity social in Mandau district is not maximal give to protection child order the bigger child in Mandau district. Because lack of supervision, facilities, and affirmation from participants of unity service. Welfare social which authorized in given protection and duty order to the children beggar. Children is eighty yearl old, it is mean still in womb. The protection child is everything activity to ensure and protection child and participants. His night to service, grow, and to participants as optimal with the harkat and dignity. The concept of theory is used according to van meter van horn (2008), state that, there are some variabel which given effect performance implementation the policy of public. This research is used qualitative method with the analyzeddata. As descriptive. Data collection technique was be done in observation, interview, and documentation. The parties muolved in this research as informen. The results of of research showed that implementation of policy about cchild protection (Study Case The children beggar in Mandau district) it is not correct and maximum appropriate because many obstruction was be done in implementation. The obstruction there are facilitaties, actor unity of service prosperity social is not maximal, than lack of communication with local officials, and lack of participant in public rights of the child in the family. keywords: Child, Protection child, Implementation

Abstract

The handling of overloads provided by the Tembilahan Transportation Agency is only quoting regional retributions, resulting in an increase in overloaded vehicles every day. in the interests of the general public, especially the damage to road infrastructure as public facilities. Therefore, there is a need for a study of the policies implemented by Indragiri Hilir Regency, especially in Tembilahan in the policy of handling goods transport vehicles that are not in accordance with the provisions of applicable laws and regulations. The purpose of this study is to find out and analyze the policy network in the implementation of freight transportation in Tembilahan in terms of the perspective of the policy target group and the obstacles. The method used are descriptive and qualitative methods; The informants in this study were the Head of the UPT PKB Terminal and Parking of the Indragiri Hilir Transportation Service, the Transportation Section of the Indragiri Hilir Transportation Service, Truck Drivers and the Community. Data collection techniques are interviews, observation and documentation. This study concludes that the results of the study concluded that the policy network in the implementation of freight transport in Tembilahan in terms of the perspective of the policy target group had been implemented quite well. The implementation of the policy for supervising the cargo transportation of goods in Tembilahan refers to the Regulation of the Minister of Transportation of the Republic of Indonesia Number 60 of 2019 concerning the implementation of goods transportation with motorized vehicles on the road. So that the implementation will not run away from the regulation. For this supervisory policy standard, the implementers have followed the standards provided by the regional regulation. Abstract

This study aims to analyze the influence of local government capital investment policy toward water supply company (pdam) services in tembilahan. The formulation of problem in this thesis is How the Influence of Local Goverment Capital Investment Policy Toward Water Supply Company (PDAM) Tirta Indragiri Services. The purpose of this research is in order to know about is there any influence of capital investment toward PDAM services, how much influence of capital investment toward PDAM services in Tembilahan, and how the influence of capital investment toward PDAM Tirta Indragiri services in Tembilahan. This research indicates that there is a positive and significant influence between capital investment and PDAM services in Tembilahan It means there is a releationship between capital investment variable (X) and PDAM services variable (Y).Keywords: Capital Investment, Local Government, and PDAM Tirta Indragiri services

Abstract

Kelurahan kota tinggi office is a government agency or public organizations in the implementation refers to standardization in the service of showing the duties and function of each part that is in the kelurahan kota tinggi . as a government agency that includes the human resources that employees who work at the institution. Lurah Kota Tinggi implement development programs work performance of employees. However, if viewed directly in the field then there's also a mismatch with their responsibilities. The work should be completed in a short time could be delayed, employee professionalism in providing services to the community is still poor and own problems that occurred. In determining the informants in this study , named employees of the Kelurahan Kota Tinggi used as informants by simple random . In accordance with the purpose of research which has been mentioned above, the necessary data , including primary data and secondary data . The concept of the theory used in this study uses the theory of Bernardin and Russel . There are six indicators to look at the performance of the Kelurahan Kota Tinggi. That is: The quality of work , quantity of work , timeliness , effectiveness , independence and work commitments . For the technique of data collection was done by interview , observation and literature study . Methods of data analysis used in this study is a qualitative descriptive analysis . These results indicate that the district office performance Kota Tinggi still not working optimally. Still, there are employees who work not in accordance with its function and follow the vision and mission of the Kelurahan Kota Tinggi. Kelurahan kota tinggi employees also have the ability / level of education that is not in accordance with the job description. Required training for office workers to enhance the performance and capabilities kota tinggi district office employees to comply with the District of Mission Vision Kota Tinggi.
