Abstract

Optimizing the Utilization of Village Funds in Financing Community Empowerment Programs in Ilili Village, Kesuy Watubela District, Eastern Seram Regency. The research results show that the use of village funds in financing community empowerment programs has not achieved optimal results, so it is important to follow up through focused and specific planning, implementation and control of programs that are oriented towards increasing community economic income. If the use of village funds in a procedural manner including planning, implementation and control is carried out optimally, the expected goals will be achieved in financing community empowerment programs and realizing community welfare in Ilili Village, Kesuy Watubela District, Eastern Seram Regency.

Abstract

This study aims to examine the influence of the DPRD budget function and the performance of the Working Committee (PANJA) on the effectiveness of Draft Regional Regulation (Ranperda) preparation in the Ambon City DPRD. The research employed a quantitative survey approach. The population consisted of DPRD members and PANJA members involved in Ranperda preparation. Data were collected through questionnaires and analyzed using multiple linear regression, t-test, F-test, and coefficient of determination (R²). The results indicate that the DPRD budget function positively and significantly affects the effectiveness of Ranperda preparation (Sig. = 0.002), while PANJA performance has a positive and highly significant effect (Sig. < 0.001). Simultaneously, both independent variables significantly influence the effectiveness of Ranperda preparation (Sig. < 0.001), accounting for 78.2% of the dependent variable’s variance. These findings highlight that effective Ranperda preparation requires synergy between well-planned budgeting and professional technical execution by PANJA. The study implies the need to enhance DPRD members’ capacity in budgeting functions, optimize PANJA performance through training and evaluation, and ensure intensive coordination between both parties to produce high-quality regional regulations that impact local development.

Abstract

This study aims to analyze the effect of competence and work motivation on employee performance at the Secretariat of Buru Regency. Employee performance is a crucial factor in supporting the effectiveness of local government administration, requiring proper human resource management. This research employs a quantitative approach using a survey method. Data were collected through questionnaires distributed to employees of the Buru Regency Secretariat as research respondents. Data analysis was conducted using multiple linear regression to examine the partial and simultaneous effects of competence and work motivation on employee performance. The findings indicate that competence has a strong influence on employee performance, as adequate knowledge, skills, and work attitudes enable employees to perform their duties more effectively. In addition, work motivation contributes to improved performance by encouraging commitment and work enthusiasm. Overall, competence and work motivation complement each other in enhancing employee performance. Therefore, strengthening employee competence and increasing work motivation should be prioritized in human resource management at the Secretariat of Buru Regency to improve organizational performance.
