Abstract

Konstelasi geopolitik Indo-Pasifik menghadirkan dinamika baru dalam arsitektur keamanan regional yang berdampak langsung pada kepentingan strategis Indonesia sebagai negara kepulauan dan poros maritim dunia. Rivalitas antara Amerika Serikat dan Tiongkok tidak hanya menciptakan ketegangan militer di perairan Laut Cina Selatan, tetapi juga menimbulkan implikasi terhadap strategi keamanan maritim dan kebijakan luar negeri Indonesia. Studi ini bertujuan untuk merekonstruksi konsep keamanan maritim Indonesia melalui pendekatan realisme neoklasik yang menekankan hubungan antara faktor sistemik global dan variabel domestik, seperti persepsi elite, kepemimpinan politik, serta kapasitas institusional negara. Dengan menggunakan metode kualitatif berbasis analisis deskriptif-analitik terhadap dokumen kebijakan, pernyataan resmi, dan literatur akademik, penelitian ini menemukan bahwa kebijakan keamanan maritim Indonesia dibentuk oleh proses interaksi antara tekanan eksternal dan kebutuhan domestik. Meskipun menghadapi keterbatasan sumber daya pertahanan, Indonesia berupaya mempertahankan otonomi strategis melalui diplomasi maritim, kerja sama multilateral, serta konsolidasi visi Poros Maritim Dunia. Temuan ini menegaskan bahwa konsep keamanan maritim Indonesia sedang mengalami rekonstruksi menuju model keamanan adaptif yang memadukan unsur pertahanan, diplomasi, dan pembangunan ekonomi biru.

Abstract

Amidst the increasing intensity of natural disasters in Indonesia, the role of civil engineers has evolved from merely designing physical structures to becoming crucial agents in disaster resilience. However, there is a clear discrepancy between the technical-static nature of civil engineering higher education curricula and the dynamic and multidisciplinary needs of disaster mitigation in the field. This study aims to diagnose this competency gap through a Systematic Literature Review (SLR) method using the PRISMA 2020 protocol. Data were collected from the Dimensions, Scopus, and Web of Science databases, resulting in 10 selected articles that were analyzed thematically. The results revealed that the main gap lies not in structural calculation abilities (hard engineering), but in deficits in “soft” competencies such as risk communication, policy advocacy, and post-disaster management. This study also identified that conventional (didactic) teaching methods are ineffective and recommended the adoption of new pedagogical strategies such as Forensic Engineering and humanitarian project-based learning. This research offers a curriculum mapping framework as a strategic solution to integrate disaster management competencies without overburdening the existing curriculum, in order to produce civil engineers who are resilient and responsive to risks.

Abstract

Jakarta, the capital of Indonesia is a religiously plural region in Indonesia that experienced social unrest and riots in recent history. It withstands social, economic and turmoil that Indonesia experience during its lifetime until today. As a country with Muslims as majority, the role of Islam and Muslims is instrumental in keeping it safe and endured. This study analyzes the role of Nahdlatul Ulama in peace education, using a qualitative descriptive method. As the biggest Muslim organization in Indonesia with moderate stance, the importance of strengthening peace education by Nahdlatul Ulama is certainly beyond any doubt. The study shows that Nahdlatul Ulama promoted its moderate values to its members and Jakarta populations as well as introduced many initiatives to contain exclusive understanding of Islam. It does not only in accordance with the message of peace by Islam as promoted by Nahdlatul Ulama, but from security perspective it contribute to national security greatly as well.

Abstract

Indonesia faces a clear gap between its deterrence doctrine and the institutional capacity required to execute it within the Total People’s Defense and Security System known as Sishankamrata. The doctrine is comprehensive, yet systematic evaluation of how its core elements operate as an integrated deterrence system remains limited. These elements include ideological, political, economic, socio cultural, and defense security dimensions. This study examines Indonesia’s deterrence strategy through the Sishankamrata framework and assesses how it shapes national deterrence capacity against complex and evolving threats. The study applies a qualitative descriptive approach. Data collection took place from January to October 2025. Primary data consist of official doctrinal documents from the Ministry of Defense, national defense white papers, and strategic policy statements. Secondary data include peer reviewed journals and comparative studies of total defense systems implemented in Nordic states. Data analysis uses thematic mapping and interpretive document review. Validity is maintained through document triangulation and cross checking between official and academic sources. The findings show that Sishankamrata provides a coherent deterrence structure that integrates physical strength, moral resilience, and non conventional capabilities. However, several constraints remain. Coordination across sectors is not yet optimal. Institutional readiness varies. Public understanding of defense is still limited. Strategic communication lacks consistency and impact. The study concludes that Indonesia’s deterrence effectiveness depends not only on doctrine but on consistent institutional reform, active public participation, and credible strategic signaling across all sectors of national life.
