Abstract

The direct cash assistance (BLT) program was implemented as a response to the increase in world fuel prices at that time, and the main aim of this program was to help poor people continue to meet their daily needs for welfare. The BLT program is a priority for the central government and regional governments by selecting potential recipients and distributing the Direct Cash Assistance program to regions selectively and objectively to avoid public dissatisfaction and causing injustice during the implementation process. This BLT program is expected to be able to improve the welfare of the poor in Indonesia, especially in North Morowali Regency. To find out how the BLT program policy was implemented in North Morowali Regency, researchers used Edward III's theory to look at aspects of communication, disposition, resources, and bureaucratic structure. This research uses a qualitative method with a descriptive approach. Data collection methods are carried out through observation, direct interviews, and documentation. The informant selection technique uses a purposive technique. From field research, the BLT program has contributed to the economic lives of poor communities in North Morowali Regency, especially pregnant women and schoolchildren. Implementation of the Family Hope Program (BLT) policy in North Morowali district has not been effective. There are still shortcomings in several aspects. Among them is the resource aspect; the resource aspect in question is human resources. This is because there are still several field assistants (PKH assistants) in certain villages who do not have adequate qualifications, which has an impact on implementation. The second aspect is the bureaucratic structure. Which is related to standard operating procedures. Other aspects that have been implemented well are the communication aspect and the disposition aspect.

Abstract

This study aims to determine the effectiveness of the implementation of the Program for the Elimination of Administrative Sanctions for Motor Vehicle Tax Fines in the Technical Implementation Unit of Samsat Palu. This study uses a method with descriptive qualitative data. The data obtained in this study are from the results of observations, interviews, and documentation. The data analysis methods are Data Collection, Data Condensation, Data Presentation, and Conclusion/Verification Drawn. The results of this study showthat the Effectiveness of the Implementation of the Program for the Elimination of Administrative Sanctions for Motor Vehicle Tax Fines at the Technical Implementation Unit of Samsat Palu has not been carried out effectively, this is due to the lack of achievement of the effectiveness indicators used in this study, based on the Achievement of Objectives indicator seen from the first aspect, namely, the Realization of Tax Revenue Targets has not been effective judging from the achievements of the three-year realization presentation last. Furthermore, based on the Integration indicator, it is seen from the first aspect, namely Coordination. From the results of the study, it is known that from the aspect of coordination internally and externally, it has not been effective. Second, Socialization. As for those related to the implementation of socialization with taxpayers, it has been carried out effectively. Adaptation indicators, seen from the aspect of Tax Collection Apparatus Resources, are inadequate. Second, Tax Collection Facilities, especially those related to the System Application, have not been optimized so that the management of tax revenue data and information has not been effective. Similarly, field operational support facilities have not been available as needed, the Third Tax Collection Mechanism, where it is known that at the time of the Elimination of Motor Vehicle Tax Fines and the exemption of Motor Vehicle Name Return Duty for the management of UPTB Region I Palu tax collection is not optimal because it does not have a Standard Operating Procedure (SOP) set and still uses SOPs as usual as regulated in regulations.

Abstract

Penelitian ini bertujuan untuk mengkaji implementasi Program Keluarga Harapan (PKH) di Kelurahan Balaroa, Kecamatan Palu Barat, Kota Palu, yang merupakan salah satu wilayah terdampak bencana alam tahun 2018. Penelitian ini menganalisis bagaimana program dilaksanakan dalam upaya pengentasan kemiskinan dan pemerataan ekonomi bagi keluarga miskin. Metode yang digunakan adalah deskriptif kualitatif dengan teknik wawancara, observasi, dan dokumentasi. Analisis menggunakan teori implementasi George C. Edward III yang menitikberatkan pada komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa pelaksanaan program masih menghadapi berbagai kendala, seperti ketidaktepatan sasaran penerima, lemahnya komunikasi antara pelaksana dan masyarakat, keterbatasan sumber daya manusia dan teknis, serta struktur birokrasi yang belum optimal. Meski demikian, terdapat keluarga penerima manfaat yang telah mandiri secara ekonomi dan keluar dari program secara sukarela. Penelitian ini menyimpulkan bahwa akurasi data, koordinasi, dan kapasitas pelaksana menjadi kunci untuk meningkatkan efektivitas program. Penguatan komunikasi dan penataan ulang sistem implementasi lokal juga diperlukan agar manfaat program dapat dirasakan secara berkelanjutan dan tepat sasaran.

Abstract

This study analyzes the implementation of the policy on adjusting drinking water tariffs and new customer connection fees at the Regional Drinking Water Company (PERUMDAM) of Banggai Regency, based on Director’s Decision No. 01/PERUMDAM-BGI/VI/2021. Using a descriptive qualitative approach and integrating theories of policy implementation, administrative law, economic regulation, and constitutional principles on the right to water, the research finds that implementation remains suboptimal. Communication is generally effective, but employees often fail to perform their roles professionally. Resource limitations, including inadequate technical equipment and inaccurate distribution maps, persist despite available funding. While disposition and bureaucratic structures are formally adequate, leadership lacks commitment to assigning tasks based on competence and enforcing decisions consistently. These shortcomings highlight the need for a new implementation model that integrates administrative, economic, environmental, and constitutional legal frameworks with good governance principles to balance operational sustainability and the community’s right to affordable water access.

Abstract

Saat ini, buah kopi dan pala masih dijual dalam bentuk segar/mentah maupun kering. Karenanya, perlu ditempuh proses pengolahan melalui diversifikasi hasil pertanian dengan tidak saja menjual komoditas dalam bentuk produk primer tetapi juga dalam bentuk produk olahan sehingga dapat langsung diaplikasikan oleh masyarakat. Salah satu cara sederhana yang dapat dikerjakan masyarakat mitra agar dapat meningkatkan nilai jual, keamanan, dan khasiat bagi kesehatan yaitu melalui proses fermentasi melibatkan peran mikroorganisme. Fermentasi merupakan salah satu tahapan proses pengolahan produk hasil pertanian yang paling mudah dilakukan oleh masyarakat mitra. Kegiatan pengabdian masyarakat dilakukan dalam tiga tahapan: persiapan dengan melakukan survei lokasi dan kelompok mitra, melaksanakan pelatihan dan pendampingan kepada kelompok mitra dan melakukan evaluasi kegiatan untuk mengetahui tingkat serapan materi dan praktik yang telah diberikan. Kegiatan ini dilaksanakan di Desa Kasimbar yang dihadiri 25 orang masyarakat. Hasil pre test menunjukkan bahwa mayoritas masyarakat Desa Kasimbar telah mengetahui dan pernah mendengar kopi pala instan. Akan tetapi, masyarakat belum mengetahui cara proses fermentasi kopi. Hasil post test menunjukkan bahwa masyarakat telah mengetahui proses fermentasi kopi dan cara pembuatan kopi pala instan. Sehingga dapat disimpulkan bahwa ada perubahan pengetahuan masyarakat Desa Kasimbar tentang kopi pala instan, cara proses fermentasi kopi, dan cara pembuatan kopi pala instan

Abstract

Background - Digital transformation has become a strategic approach to improving public service performance, including in law enforcement institutions. The e-Mental application was introduced as part of digital innovation to enhance both the performance and mental health of police officers. However, the direct impact of digital transformation on service quality, particularly when considering internal psychological readiness, remains underexplored. Research Urgency - Given the growing demands for responsive public services and increasing work-related stress among officers, understanding how digital initiatives contribute to service quality and how mental health interacts with these effects is crucial for sustainable innovation. Research Objectives - This study aims to analyze the influence of digital transformation via the e-Mental application on the quality of police services, with mental health as a moderating factor. It also seeks to examine the effect of digital transformation on officers' mental health and how this moderates the relationship with service quality. Research Method - The research was conducted at the Police Resort (Polres) of Donggala Regency, Central Sulawesi. It involved 205 police officers across nine sectoral police stations (Polsek) as respondents for digital transformation and mental health variables, and 205 community members as evaluators of service quality. Data were analyzed using multiple linear regression with an interaction term. Research Findings - Digital transformation significantly improves both mental health (t = 6.250, p < 0.001) and service quality (t = 7.878, p < 0.001). However, mental health significantly moderates this relationship, weakening the effect of digital transformation on service quality (B = -0.019, t = -3.890, p < 0.001). Research Conclusion - Digital transformation alone is insufficient for improving service quality without psychological readiness and institutional support. Research Contribution - This study highlights the importance of integrating psychological well-being into digital innovation strategies, particularly in public service sectors like the police. Abstract

The objectives to be achieved in this study are to determine and analyze Human Resource Development in the Kintom District Government, Banggai Regency, Central Sulawesi Province. To scientifically measure Human Resource Development in this study using the Human Resource Development theory proposed by Michael Armstrong, which includes the elements: Learning, Education, Development and Training. This research is a type of descriptive research using a qualitative method approach. This research took place in the Kintom District Government, Banggai Regency. Determination of research informants was carried out purposively. The research informants in this study were 7 (seven) informants. This research uses Primary Data and Secondary Data. Data collection was carried out using observation, interview and documentation techniques. Data analysis in this study uses an interactive model, including: Data Condensation, Data Display, and Conclusion Drawing/Verification. Based on the results of research and discussion on Human Resource Development in the Kintom District Government, Banggai Regency. It is concluded that the Learning aspect and Development aspect in human resource development have been implemented optimally. While the Education aspect and Training aspect in human resource development have not been implemented optimally.

Abstract

This study aims to determine how the performance of the General Bureau of the Regional Secretariat of Central Sulawesi Province. In this study researchers used the theory of Moeheriono (2012: 162-163) which consists of criteria of Responsiveness (responsiveness), Responsibility (responsibility) and Accountability (accountability). The research method used is a qualitative descriptive research type. Data collection was carried out using observation, documentation, and interview methods. The determination and number of informants in this study are parties who are considered to know in depth various matters concerning research problems totaling 5 (five) people. While data analysis techniques include data collection, data condensation, data presentation, and conclusion drawing/verification. The results of this study show that the performance of the General Bureau of the Regional Secretariat of Central Sulawesi Province has not run optimally, this is due to the non-achievement of performance indicators used in this study such as aspects of responsiveness that have not been maximized due to Human Resources within the scope of the General Bureau of the Regional Secretariat of Central Sulawesi Province which is still limited, especially in the placement of executive positions not in accordance with the competence of employees in the agency in carrying out its duties. The aspect of responsibility has not run optimally due to frequent delays in completing tasks due to frequent procrastination of work, the accountability aspect has been running well in the application of the Core Values of ASN BerAKHLAK but still needs to be socialized again, considering that these values are new things that need to be applied and used as guidelines for the implementation of duties by each ASN in providing services.
