Abstract

Effective performance management is a key factor in achieving organizational goals, including in the context of animal, fish, and plant quarantine services. This study aims to explore the relationship between performance management and the quality of quarantine services, focusing on relevant challenges and improvement strategies. A qualitative descriptive research method was used to collect data through observations, interviews, and documentation at the Indonesian Quarantine Agency office. The results show that integrated performance management can improve the effectiveness and efficiency of services, although challenges remain, such as limited infrastructure, competency gaps in human resources, and bureaucratic complexity. The implementation of digital technology and human resources training are important strategies to enhance service quality. In addition, collaboration with stakeholders and the adoption of global best practices can strengthen Indonesia's position in international trade. This study provides policy recommendations to improve performance management and quarantine service quality, expected to have significant social and economic impacts on the agriculture, fisheries, and forestry sectors in Indonesia.

Abstract

Human Resources (HR) are a critical asset for companies, playing an active role in driving, thinking, and planning to achieve organizational goals. The balance between life as a worker and as an individual (Work-Life Balance, WLB) is a fundamental aspect that companies must consider as a determinant for regulation. Employee job satisfaction significantly contributes to productivity, with satisfied employees tending to be more productive. This study aims to analyze the influence of Work-Life Balance (WLB) on employee satisfaction and productivity in the General Affairs and Finance Bureau of the Indonesian Agricultural Quarantine Agency. The research employs a descriptive quantitative method with a causal associative approach, involving 20 employees as samples. Data were collected using validated and reliable questionnaires and processed using the SmartPLS software. The analysis results show that WLB has a significant positive impact on employee satisfaction and productivity, with a p-value of < 0.05. Based on the t-statistic values, WLB has a stronger influence on productivity compared to satisfaction. Employees who can balance work demands and personal life demonstrate higher levels of satisfaction and productivity. These findings highlight the importance of managing WLB within organizational policies to enhance employee performance. The practical implications of this study suggest the need for policies such as flexible working schedules and time management training to support employee well-being and productivity.

Abstract

This study aims to analyze the Influence of Financial Compensation, Non-Physical Work Environment, and Soft Skills on Employee Performance through Organizational Commitment as an Intervening Variable at Mercu Buana University, Jakarta. Data analysis was conducted through several tests, including the outer model measurement test (validity and reliability test), structural model test (R square, Path Coefficient, F-Square, Q-Square, Multicollinearity Test (VIF), Multiple and Simple Linear Regression Analysis), and hypothesis testing. The population of this study consisted of all non-teaching staff (non-lecturer employees) at Mercu Buana University, both permanent and contract employees, totaling 381 people, with a sample size of 150. Hypothesis testing in this study used the T-test with the provision that if the T-statistic value is greater than 1.979 and the P-value is less than 0.05, then the independent variable has a significant effect on the dependent variable. The results showed that Financial Compensation and Soft Skills have a positive and significant effect on Organizational Commitment and Employee Performance. Non-Physical Work Environment has a positive but not significant effect on Organizational Commitment and has a non-significant negative effect on Employee Performance. Through Organizational Commitment, Financial Compensation and Soft Skills have a positive and significant effect on Employee Performance, while Non-Physical Work Environment has a positive but not significant effect on Employee Performance.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh disiplin kerja, beban kerja, dan pengembangan karier terhadap kinerja pegawai dengan kepuasan kerja sebagai variabel intervening di Sekretariat Daerah Kabupaten Dompu, Nusa Tenggara Barat. Manajemen Sumber Daya Manusia (MSDM) berperan penting dalam meningkatkan kinerja pegawai, yang mencakup disiplin kerja, manajemen beban kerja, dan pengembangan karier yang baik. Disiplin kerja yang tinggi dan manajemen beban kerja yang efektif diharapkan dapat meningkatkan kepuasan kerja, yang pada akhirnya berpengaruh positif terhadap kinerja pegawai. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan menggunakan Structural Equation Modeling (SEM) untuk menganalisis hubungan antar variabel. Hasil penelitian menunjukkan bahwa disiplin kerja dan pengembangan karier berpengaruh signifikan terhadap kepuasan kerja, sedangkan beban kerja memiliki pengaruh negatif. Selain itu, kepuasan kerja terbukti menjadi mediator yang signifikan antara disiplin kerja, pengembangan karier, dan kinerja pegawai. Penelitian ini memberikan rekomendasi kepada manajemen Sekretariat Daerah Kabupaten Dompu untuk lebih memperhatikan faktor-faktor yang dapat meningkatkan disiplin kerja, mengelola beban kerja secara efektif, dan memberikan peluang pengembangan karier yang lebih baik guna meningkatkan kinerja pegawai secara keseluruhan.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh pemanfaatan teknologi informasi, tingkat pendidikan, terhadap kinerja pegawai yang dimediasi oleh kompetensi manajerial Bumdes kabupaten pulau morotai, metode sampling yang digunakan adalah teknik sampling sensus dengan jumlah sampel sebanyak 135 metode analisis yang digunakan adalah SEM PLS dengan menggunakan Smart PLS 3.0. Hasil penelitian ini menunjukan bahwa pemanfaatan teknologi informasi dan tingkat pendidikan berpengaruh terhadap kinerja pegawai, pemanfaatan teknologi informasi dan tingkat pendidikan berpengaruh terhadap kompensasi manajerial, tingkat pendidikan berpengaruh terhadap kinerja pegawai melalui kompetensi manajerial, pemanfaatan teknologi informasi tidak berpengaruh terhadap kinerja pegawai melalui kompetensi manajerial.

Abstract

Corruption is an extraordinary crime that damages the foundation of the state. In the context of Government Procurement of Goods/Services (PBJP), corrupt behavior still occurs even though it has been regulated through Presidential Regulation Number 12 of 2021 as an amendment to Presidential Regulation Number 16 of 2018. The implementation of the PBJP policy is considered to be not able to effectively suppress the potential for corruption, so other variables are needed that affect the effectiveness of the policy. This study aims to analyze the direct and indirect influence of the leadership style and quality of human resources (HR) of the state civil apparatus on the potential for corruption through the implementation of PBJP policies. The research method used is quantitative with the Partial Least Squares - Structural Equation Modelling (PLS-SEM) approach, which aims to test the relationship between latent variables and confirm the influence of leadership style and quality of human resources on potential corruption through the effectiveness of PBJP implementation. The research population includes elements of PBJP policy implementation within the Corruption Eradication Commission (KPK), including PPK, procurement officials, UKPBJ working groups, and goods/service providers. The sample was determined by purposive random sampling, consisting of internal and external implementers of PBJP at the KPK with a budget value of more than IDR 1 billion in the 2024 fiscal year. The results of the study show that leadership style has a positive effect on the implementation of PBJP and directly reduces the potential for corruption. The quality of ASN human resources has a positive effect on the implementation of PBJP, but it has a double effect on the potential for corruption. The mediation test showed that the implementation of PBJP mediated part of the influence of leadership style and human resource quality on potential corruption, with the direction of influence changing from positive to negative. These findings confirm the importance of the effectiveness of the implementation of PBJP policies in suppressing the potential for corruption within the KPK.

Abstract

Employee performance is a crucial determinant of organizational success, particularly in laboratory management units that play a vital role in supporting service quality and operational effectiveness. This study aims to analyze the influence of competence, motivation, and laboratory management on employee performance, both directly and indirectly through mediating variables. A quantitative research approach was employed, utilizing a survey method involving laboratory staff from various institutions. Data analysis was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM) with the assistance of SmartPLS 4 software. The research instruments were developed based on validated and reliable indicators. The findings demonstrate that both competence and motivation have a significant positive impact on employee performance. Meanwhile, laboratory management exerts a strong indirect influence on performance through its effect on enhancing motivation. Furthermore, motivation serves as a partial mediating variable between competence and employee performance. These results highlight that improving employee performance is not solely dependent on technical skills, but also on internal motivational factors and the presence of an effective laboratory management system. In conclusion, a human resource development strategy that integrates competence enhancement, motivational reinforcement, and optimal laboratory governance is essential for achieving superior employee performance. This integrated approach not only supports operational efficiency but also contributes to the sustainability and continuous improvement of service quality in laboratory-based organizations.

Abstract

The development of an organization is inseparable from the support of both internal and external stakeholders, with human resource management (HRM) playing a critical strategic role in achieving organizational objectives. In the modern competitive environment, Talent Management (TM) has emerged as a key HRM practice to attract, develop, retain, and position individuals with the right skills to drive organizational success. This study aims to examine the effect of Talent Management strategies on Employee Performance (EP) at the Indonesian Quarantine Agency (Barantin). Drawing on theories from Collings and Mellahi (2009) and other prior research, the study emphasizes the importance of aligning TM initiatives with institutional goals to enhance productivity and service quality. A quantitative research method was applied, with data collected through purposive sampling from 160 employees. The analysis used Structural Equation Modeling (SEM) via SmartPLS to test the measurement and structural models. The R² value for EP was 0.819, indicating that Talent Management explains 81.9% of the variance in Employee Performance, while the Q² value of 0.689 confirms strong predictive relevance. Hypothesis testing results show a path coefficient of 0.905, a t-statistic of 43.460, and a p-value of 0.000, indicating a very strong, positive, and statistically significant effect of Talent Management on Employee Performance. The discussion highlights that systematic talent acquisition, targeted training and development, performance-based appraisal systems, and structured career pathways substantially contribute to enhancing work quality and productivity at Barantin. The findings align with previous studies in both public and private sectors, confirming that well-implemented TM strategies improve engagement, retention, and organizational outcomes. The exceptionally high correlation found in this study suggests that Barantin’s TM practices are highly customized to its operational needs, enabling effective skill utilization and superior performance. These results underscore the strategic importance of TM in public sector institutions and provide practical insights for policymakers and HR practitioners aiming to strengthen workforce capabilities.
