Abstract

Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan strategi yang tepat diterapkan oleh Dinas Komunikasi dan Informasi Kota Cilegon dalam Pelayanan Informasi Publik. Teori yang dijadikan referensi dalam penelitian ini adalah teori strategi manajemen yang dikemukakan oleh Wheelen dan Hunger (2012:15) yang terdiri dari 4 indikator yaitu observasi lingkungan, formulasi strategi, implementasi strategi, evaluasi dan pengendalian. Penelitian ini menggunakan metode kualitatif dengan analisis data melalui hasil wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa Strategi dalam Pelayanan Informasi Publik pada Dinas Komunikasi dan Informasi Kota Cilegon sudah mengalami peningkatan yang cukup baik dibandingkan sebelumnya terutama dari segi evaluasi yang dilakukan. Namun masih terdapat hambatan seperti kurangnya sumber daya manusia dalam mengelola pelayanan informasi publik, kurangnya kemampuan SDM dalam menguasai materi informasi yang dibutuhkan masyarakat, dan rendahnya partisipasi masyarakat dalam memanfaatkan kebebasan dalam memperoleh informasi. Selain itu menyediakan informasi publik melalui media elektronik khususnya website dinilai belum lengkap dan tidak selalu ter-update dengan baik. Kurangnya koordinasi dengan instansi pemerintah daerah juga menjadi kendala dalam pengelolaan informasi secara komprehensif.

Abstract

Article should be started by Title of Article followed by Authors Name and Affiliation The implementation of Banten Governor Regulation (Pergub) No. 46 of 2022 concerning the Position, Organizational Structure, Main Duties and Functions, Job Descriptions, and Work Procedures of the Banten Provincial DPRD Secretariat is a strategic step to strengthen the institutional governance of the regional legislature. This study aims to analyze the effectiveness of the implementation of the regulation in improving the performance of the Banten Provincial DPRD Secretariat as the main support for the legislative, budgetary, and supervisory functions of the DPRD. The research method used a qualitative approach with data collection techniques through in-depth interviews with 10 informants (DPRD Secretariat officials, DPRD members, and related parties), document studies, and observation of work processes. The results showed that the implementation of Governor Regulation 46 Year 2022 has provided clarity on the organizational structure, division of tasks, and coordination mechanisms between units, thus improving the efficiency of administrative services and technical support to DPRD members. However, there are still challenges in optimizing the Secretariat's functions, such as limited qualified human resources (HR), lack of internal socialization of the new work procedures, and the need for technological adaptation to support the digitization of the legislative process. Other findings revealed that the pergub also emphasized the Secretariat's position as a neutral and professional regional apparatus, although local political dynamics sometimes affect performance independence. Recommendations include increasing the capacity of human resources through technical training, strengthening the internal monitoring system, and synergizing with local governments to ensure adequate budget allocations. This study concludes that the successful implementation of Governor Regulation 46 Year 2022 is highly dependent on the commitment of all stakeholders in translating the regulation into consistent operational practices, thus supporting the realization of transparent and accountable DPRD governance

Abstract

This research was motivated by the low Gross Higher Education Participation Rate (APKPT) and low Labor Force Participation in Cilegon City. The government has issued a Higher Education Scholarship Program, namely a Full Undergraduate Scholarship so that the people of Cilegon City can meet the minimum industrial needs in Cilegon City. The aim of this research is to find out whether the implementation process for the Full Undergraduate Scholarship program is optimal, in terms of several problems related to the annual target of scholarship recipients not having reached the target, lack of socialization, incompatibility with scholarship registration requirements, and the flow of registration for full undergraduate scholarship candidates. This study uses a qualitative method. Data was collected by interviews with 15 informants consisting of implementing agents, scholarship recipients and the community. Data were reduced according to the theory of Donald S. Van Meter and Carl E. Van Horn (1975) with 6 aspects, namely; (1) policy size and objectives; (2) resources; (3) characteristics of implementing agents; (4) the attitude or tendency of the implementer; (5) communication between organizations; (6) Economic, Social and Political Environment. The results of the research show that there is a misunderstanding of communication between organizations and the community which causes a lack of information regarding full undergraduate scholarships, the education office only sets a Certificate of Incompetence as a requirement, and all prospective recipients register in the same way, namely through the Sicerdas application, but in the first year it is not use the Sicerdas application for scholarship registration.
