Abstract

Dengan adanya peraturan pemerintah tentang kepemudaan, kedudukan pemuda menjadi penting dalam proses pembangunan nasional. Hal ini terlihat dari partisipasi pemuda di desa wisata candirejo kecamatan borobudur kabupaten magelang. Partisipasi pemuda di desa candirejo sangat membantu dalam proses pengembangan desa wisata untuk menjadi lebih baik. Penelitian   ini   menggunakan   metode   kualitatif   dengan   pendekatan studi kasus, teknik pengumpulan data dilakukan dengan cara wawancara, observasi, dan  dokumentasi. Teknik keabsahan data yang digunakan adalah triangulasi data. Teknik analisis data adalah analisis deskriptif kualitatif. Hasil yang diperoleh dalam penelitian adalah partisipasi pemuda di desa candirejo terlihat dari pelibatan pemuda disetiap kelompok masyarakat. Di dalam kelompok   masyarakat   tersebut,   pemuda   ikut   berpartisipasi   dalam   diskusi kelompok, kegiatan-kegiatan kelompok, berpartisipasi dalam pengambilan keputusan, dan  turut  serta  dalam  memanfaatkan  hasil  pembangunan.  Adapun faktor  yang mendorong  partisipasi  pemuda  adalah  kesempatan,  kemauan,  dan kemampuan yang dimiliki oleh pemuda. Sedangkan untuk faktor penghambatnya adalah  tidak  maksimalnya  pemuda  dalam  memanfaatkan kesempatan berpartisipasi, tidak adanya peraturan khusus tentang pemuda, masih kurangnya koordinasi diantara pemerintahan desa, kelompok masyarakat dan pemuda, serta pengaruh globalisasi. Kata kunci: desa wisata, partisipasi, pemuda

Abstract

 Penelitian ini bertujuan untuk mendeskripsikan kinerja camat dalam penyelenggaraan pemerintahan di Kecamatan Tegalrejo  Kabupaten Magelang. Metode penelitian menggunakan deskriptif kualitatif. Lokasi penelitian di Kecamatan Tegalrejo Kabupaten Magelang. Sasaran penelitian yaitu Camat dan pegawai di Kecamatan Tegalrejo, Magelang. Metode pengumpulan data: observasi wawancara dan dokumentasi. Teknik analisis data interaktif yaitu; pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Triangulasi dilakukan untuk, menjelaskan keabsahan data dengan menggunakan sumber. Hasil penelitian menunjukkan kinerja camat dalam penyelenggaran pemerintahan di Kecamatan Tegalrejo Kabupaten Magelang telah berjalan dengan baik dan sesuai dengan sasaran. Di antaranya dapat dilihat dari; (1) Kuantitas pekerjaan sudah sesuai berdasarkan target kinerja yang telah disusun pada awal tahun; (2) Kualitas kerja Camat di Kantor Kecamatan Tegalrejo sudah cukup baik, adanya peningkatan kualitas kerja pegawai; (3) Pengetahuan terhadap pekerjaan dan mempunyai tanggung jawab dalam menyelesaikan program kerja yang telah ditentukan; (4) Kreativitas, kurangnya menyampaikan gagasan dan ide dalam memperbaiki suatu kinerja; (5) Kerjasama antar pegawai telah terjalin dengan baik; (6) Tingkat kehadiran para pegawai sudah terlaksana dengan baik; (7) Inisiatif dalam memberikan solusi atau membantu para pegawai dalam menyelesaikan pekerjaan sudah terjalin dengan baik dan; (8) Kualitas pribadi dalam melakukan pelayanan kepada masyarakat sudah berjalan baik. Kata kunci: kinerja, otonomi, pemerintahan

Abstract

Peraturan Bupati Kebumen Nomor 68 Tahun 2020 tentang Pencegahan Penularan COVID-19 di Kebumen sebagai upaya pencegahan, mengurangi penularan dan meningkatkan kedisiplinan masyarakat. Lokus penelitiannya yaitu Kecamatan Karanggayam dengan wilayah terluas dan memiliki kasus tinggi atau zona merah. Tujuan penelitian ini untuk menjelaskan dan menganalisis implementasi dari peraturan tersebut. Metode yang digunakan yaitu deskipsi kualitatif dengan wawancara, observasi dan dokumentasi. Berdasarkan hasil penelitian dari 12 ruang lingkup yaitu physical distancing dan social distancing, maskerisasi, pembatasan waktu kegiatan masyarakat, pembiasaan cuci tangan dan penggunaan desinfektan, perlakuan terhadap pemudik/pendatang, pelaksanaan kegiatan di tempat dan fasilitas umum, pelaksanaan karantina dan isolasi, tim pendisiplinan, monitoring dan evaluasi, samksi administrasi, sosialisasi dan partisipasi, pendanaan. Masyarakat belum sepenuhnya mematuhi peraturan tersebut padahal sosialisasi sudah dilakukan. Adapun aspek pendukung yaitu implementor kebijakan sesuai SOP dan fragmentasinya. Sedangkan faktor penghambatnya yaitu lingkunga tempat kebijakan karena kondisi geografis dan kondisi ekonomi sehingga masyarakat belum patuh dalam penerapan protokol kesehatan dan intensitas komunikasi kurang membuat konsistensinya belum maksimal. Abstract

This study analyses collaborative governance in sustainable ecotourism development in Magelang Regency, Central Java province. Strengthening the collaboration of the three actors is needed in developing ecotourism because it comprehensively regulates natural destinations responsible for the sustainability of natural life, economic activity, and community welfare simultaneously. To explain further the fundamental phenomena that occur in sustainable development. The goal is to create a new environmental friendly concept while also improving people's welfare, the economy, and peaceful social activities. Data were collected from in-depth interviews and observations. Interviews were conducted with 8 local government staffs, 22 ecotourism managers, and 42 communities around the destination. Then an analysis was carried out with Nvivo12+ to see the collaboration of sustainable Ecotourism governance in Magelang Regency. Three variables become benchmarks in the study: planning, implementation, and utilization. Each was measured by using six indicators. The study results showed significant local communities and businesses/private involvement in managing and developing ecotourism. Meanwhile, the local government actors need to strengthen their involvement and response in ecotourism development. So far, the response has been relatively slow and waiting for the independent development of destinations that the community has carried out. Therefore, in the future, it is necessary to strengthen collaboration to ensure effective management of natural resources in ecotourism, which can be achieved through the support and cooperation of local government agencies, businesses/private, and the communities.

 This study explores the transformation of public leadership in public services in the digital era, with the aim of identifying the roles, challenges and opportunities that arise from technological developments. The digital era influences various aspects of public leadership, especially in terms of transparency, efficiency, and community engagement. This leadership transformation includes technology adaptation, data-driven policy implementation, and digital skills development in public leaders. Digital leadership plays a vital role in accelerating the transformation of public services by creating a collaborative and responsive work environment, as well as encouraging innovation and transparency. In doing so, digital leaders can improve the quality of public services and strengthen public trust in the face of rapid demands for change.h.
