Abstract

The purpose of this research is to analyze a BUM Desa development strategy in Lumajang Regency. The research was conducted at BUM Desa Labruk Lor according to recommendations from the Lumajang Regency Government of East Java Province. The business units managed by BUM Desa Labruk Lor are fisheries, trade, agriculture, and culinary tourism businesses. Data were analyzed using the FFA (Force Field Analysis) approach by considering the driving factors for the development of BUM Desa (D) and the factors inhibiting the development of BUM Desa (H). The results show that the driving factor (key) is having formal legality (Village Regulations and AD/ART) and the formation of management is carried out democratically, while the inhibiting factor (key) is that business activities are still limited to the provision of production facilities and marketing services for fish-based processed products of catfish. The conclusion of this research is that the value of the strength field is smaller than the field of weakness, so it requires certain efforts to develop BUM Desa Labruk Lor. The recommendation for the BUM Desa development strategy is by expanding the network of cooperation with suppliers of fishery production facilities and the use of information technology as a medium for processed marketing.  Tujuan penelitian ini ialah menganalisis strategi pengembangan Badan Usaha Milik Desa (BUM Desa) di Kabupaten Lumajang. Penelitian dilakukan pada BUM Desa Labruk Lor sesuai rekomendasi dari Pemerintah Kabupaten Lumajang Provinsi Jawa Timur. Unit usaha yang dikelola BUM Desa Labruk Lor ialah usaha perikanan, perdagangan, pertanian, dan wisata kuliner. Data dianalisis menggunakan pendekatan FFA (Force Field Analysis) dengan mempertimbangkan faktor pendorong pengembangan BUM Desa dan faktor penghambat pengembangan BUM Desa. Hasil penelitian menunjukkan bahwa faktor pendorong (kunci) ialah memiliki legalitas formal (Peraturan Desa dan AD/ART) dan pembentukan kepengurusan dilakukan secara demokratis, sedangkan faktor penghambat (kunci) ialah kegiatan usaha masih terbatas pada pengadaan sarana produksi dan jasa pemasaran produk olahan berbasis ikan lele. Kesimpulan penelitian didapatkan bahwa nilai medan kekuatan lebih kecil jika dibandingkan dengan nilai medan kelemahan, sehingga membutuhkan upaya-upaya tertentu untuk pengembangan BUM Desa Labruk Lor. Rekomendasi strategi pengembangan BUM Desa dengan cara memperluas jaringan kerjasama dengan pemasok sarana produksi perikanan dan pemanfaatan teknologi informasi sebagai media pemasaran olahan.

Abstract

ABSTRAK. Keberlanjutan usaha ternak dan pengembangan usaha ternak tidak terlepas dari dukungan berbagai sumber daya. Tinggi dan rendahnya aksesibilitas peternak terhadap sumber daya dipengaruhi oleh berbagai faktor, diantaranya ialah SDM peternak. Penelitian ini bertujuan untuk mengkaji aksesibilitas sumber daya pada usaha ternak sapi potong rakyat berdasarkan kualitas SDM peternak. Penelitian dilakukan di Desa Petung, Kecamatan Curahdami, Kabupaten Bondowoso, Provinsi Jawa Timur. Desa Petung merupakan salah satu Desa Binaan Universitas Jember dalam Program Pengabdian Desa Binaan (PPDB) untuk pengembangan komoditas sapi potong rakyat. Narasumber (responden) ialah peternak sapi potong rakyat sebanyak 120 orang. Pengumpulan data menggunakan metode Focus Group Discussion (FGD), observasi, dan survei. Survei dilakukan menggunakan teknik wawancara dan pengisian kuisioner dengan skala likert. Analisis data menggunakan metode Partial Least Square (PLS) dengan program SmartPLS 2.0. Hasil penelitian menunjukkan bahwa kualitas SDM peternak berpengaruh pada akses peternak terhadap sumber daya finansial sebesar 32,4%, sumber daya teknologi sebesar 35,2%, dan sumber daya fisik sebesar 28,1%. Kesimpulan penelitian menunjukkan bahwa kualitas SDM peternak memengaruhi akses terhadap sumber daya finansial dan teknologi secara positif dan signifikan, namun tidak signifikan pada akses terhadap sumber daya fisik.Resource Accessibility in Beef Cattle Farming BusinessABSTRACT. The sustainability of livestock farming business and livestock business development cannot be separated from the support of various resources. The high and low accessibility of farmers to resources is influenced by various factors, including the farmers' human resources. This research aims to assess the accessibility of resources in the beef cattle farming business based on the quality of the farmers' human resources. The research was conducted in Petung Village, Curahdami District, Bondowoso Regency, East Java Province. Petung Village is one of the Universitas Jember Assisted Villages in the Assisted Village Service Program or Program Pengabdian Desa Binaan (PPDB) for the development of community beef cattle commodities. Informants (respondents) were beef cattle farmers totaling 120 people. Collecting data using the method of Focus Group Discussion (FGD), observation, and surveys. The survey was conducted using interview techniques and filling out a questionnaire with a likert scale. Data analysis used the Partial Least Square (PLS) method with the SmartPLS 2.0 program. The results showed that the quality of the farmers' human resources had an effect on farmers' access to financial resources by 32.4%, technological resources by 35.2%, and physical resources by 28.1%. The conclusion of the research shows that the quality of the farmers' human resources affects access to financial and technological resources positively and significantly, but not significantly on access to physical resources.

Abstract

Peraturan Menteri Pertanian Republik Indonesia Nomor 13 Tahun 2017 tentang Kemitraan Usaha Peternakan menyebutkan bahwa kemitraan usaha peternakan adalah kerjasama antar-usaha peternakan atas dasar prinsip saling memerlukan, memperkuat, menguntungkan, menghargai, bertanggung jawab, dan ketergantungan. Penelitian bertujuan untuk mengulas sistem kemitraan usaha peternakan sapi potong rakyat di Pulau Jawa, yaitu sistem gaduhan. Penelitian ini merupakan penelitian deskriptif yang mengulas sistem gaduhan di Desa Bedadung, Kecamatan Pakusari, Kabupaten Jember, Provinsi Jawa Timur. Desa Bedadung merupakan salah satu desa rintisan Program Satu Desa Satu Dosen (SDSD) yang dikelola oleh Tenaga Ahli Pendamping Desa (TAPD). Program SDSD merupakan program kerjasama antara Pemerintah Kabupaten Jember (Nomor 19/SKB/2020) dengan Universitas Jember (Nomor 12134/UN.25/KS/2020). Penelitian dilakukan dengan metode observasi, Focus Group Discussion (FGD), dan survei. Metode survei dilakukan dengan wawancara dan pengisian kuisioner. Responden adalah peternak sapi potong yang melakukan sistem gaduhan. Hasil penelitian menunjukkan bahwa terdapat 44,88% usaha peternakan sapi potong rakyat dikelola dengan sistem gaduhan. Kesimpulan penelitian menunjukkan bahwa motivasi utama pemilik ternak sistem gaduhan ialah tidak mampu memelihara sendiri, rasa ingin memiliki sapi, tabungan keluarga, menambah penghasilan, dan tidak punya kandang, sedangkan motivasi utama pemelihara ternak sistem gaduhan jantan ialah menambah penghasilan dari penggemukan (fattening), dan sistem gaduhan betina ialah mendapatkan anakan dari pembibitan (breeding). Rekomendasi kebijakan mengenai sistem gaduhan sapi potong rakyat yaitu perlu diperhatikan oleh semua pemangku kepentingan sebab merupakan salah satu bentuk kearifan lokal masyarakat Indonesia, khususnya di Pulau Jawa. Bentuk kearifan lokal tersebut ialah mendukung program pembibitan ternak pada sistem gaduhan betina yang mencapai 80,39%.

Abstract

A research was carried out to formulate the stakeholder attitudes based on innovation, implications, and the impact of biotechnology use on dairy cattle business in Pujon District, Malang Regency and found the effect of the social environmental contribution that farmers feel on the use of biotechnology in dairy cattle business. The data was collected in the period of September to October 2018 using a survey method for 180 respondents as stakeholders. Data was processed using Fishbein's analysis approach. The results of the research indicate that stakeholder attitudes have a positive value on innovation, implications, and the impact of the use of biotechnology on dairy cattle business for upstream sectors, on farm and downstream sectors. The use of biotechnology in dairy cattle business is influenced by the government (23.50%), extension workers (37.33%), workers (12.67%), consumers (24.17%), and the social community (2.33%). The conclusion of this research is that the use of biotechnology in dairy cattle business gets a positive response from stakeholders. The process of innovation and the implications of biotechnology must involve various parties because it has an impact on social welfare.

Abstract

A research was carried out to find the opportunity factors and threats factors of dairy cattle business in Pujon District, Malang Regency. The data was collected in the period of August-October 2018 using a survey method for 105 dairy farmers. Data was processed using SEM (Structural Equation Model) analysis with the SmartPLS 2.0 application. The findings of the research show that dairy farmers livestock human resources was positively influenced by group dynamics (0.213) and vulnerability context (0.108) and was negatively influenced by farming business development (-0.215). The conclusion of this research is the opportunity factors was derived from business development and improving the quality of dairy farmers livestock human resources, while threat factors was derived from group dynamics and vulnerability context.

Abstract

Indonesian society has a dependence on the livestock sector, because livestock can meet the needs of animal protein needed by humans as a food source, therefore the livestock sector is very important for human survival. The novelty of the research is to find aspects of the vulnerability of sheep farming business partnerships to sustainable livestock development. The research was conducted at Gumukmas Multi Farm (GMF) Jember District. The research method is descriptive and causal. The research variables consisted of the vulnerability aspects of the sheep  farming partnership business (X) and 5 (five) dimensions of sustainable livestock development consisting of the ecological dimension (Y1), the economical dimension (Y2), the social and cultural dimension (Y3), the institutional dimension (Y4), and the technological dimension (Y5). The results showed that the vulnerability aspect of the sheep farming partnership business had a negative and significant effect on the ecological, economical, social and cultural dimensions, and technological. The conclusion of the study shows that the vulnerability aspect of the sheep farming partnership business should be a concern for farmers and GMF because it has a bad impact on sustainable livestock development.

Abstract

Kemitraan pola dagang umum ialah pelaksanaan kemitraan yang dilakukan dalam bentuk kerjasama pemasaran, penyediaan lokasi usaha, atau penerimaan pasokan dari usaha mikro, kecil, dan/atau menengah oleh usaha besar yang dilakukan secara terbuka. Tujuan penelitian ini yaitu mengevaluasi akses peternak ayam pedaging sistem kemitraan pola dagang umum dan menemukan model pengembangannya. Penelitian dilakukan pada bulan Januari-Juni 2018 di Kabupaten Malang, Jawa Timur. Responden adalah semua peternak ayam pedaging sistem kemitraan pola dagang umum dengan jumlah 126 orang. Data dianalisis menggunakan metode Structural Equation Model (SEM) dengan aplikasi SmartPLS 2.0. Hasil penelitian didapatkan evaluasi bahwa peternak ayam pedaging sistem kemitraan pola dagang umum mempunyai akses terhadap sumber daya finansial, teknologi, fisik, ekonomi, lingkungan, dan sosial. Sumber daya tersebut bersama dengan SDM peternak berpengaruh terhadap pengembangan usaha ternak sebesar 51,6%. Kesimpulan penelitian yaitu pengembangan usaha ternak ayam pedaging sistem kemitraan pola dagang umum harus memperhatikan akses peternak terhadap sumber daya fisik, sumber daya ekonomi, dan sumber daya sosial.

Abstract

The product of naget which is substituted for chicken liver is an innovation in the development of livestock products that have added value and as a form of product diversification. This study aims to determine the quality of the product through the assessment of consumer acceptance of KUB chicken meat naget and KUB chicken liver substituted chicken nuggets. The research was conducted at the Laboratory of Animal Products Technology, Animal Husbandry Study Program, Faculty of Agriculture, University of Jember. The research was conducted with a quantitative descriptive approach. The variables observed were product quality testing which included color, texture, aroma, and taste attributes. Data were analyzed using Microsoft Excel 2010 for descriptive analysis and SPSS 25 program for statistical analysis. The results showed that the texture, aroma, and taste attributes of KUB chicken nuggets and KUB chicken liver substituted chicken nuggets had no difference, while the color attribute had a significant difference (P < 0.05). The conclusion of the study was that the color difference in the KUB chicken liver substitution nugget could reduce consumer acceptance, so the research recommendation was to add natural dyes, so that the substituted nugget had a bright color like KUB chicken nugget, so that the substituted nugget could be accepted by consumers.

Abstract

Regulation of the Minister of Villages, Development of Disadvantaged Areas, and Transmigration of the Republic of Indonesia Number 4/2015 states that Village-Owned Enterprises (BUMDes) are business entities whose entire or most of the capital is owned by the village through direct participation from separated village assets to manage assets, services, and other businesses for as much as possible the welfare of the village community. The research aims to assess the performance of BUMDes in Lumajang Regency. The focus of research on BUMDes Arya Wiraraja is on a financial perspective, a customer perspective, internal business process, a growth and learning perspective, and inhibiting and supporting factors for BUMDes development. The research data consisted of primary data and secondary data. The data analysis used descriptive analysis, financial performance analysis, and Force Field Analysis (FFA). The results from the financial perspective fall into the reasonably good category, because the level of acceptance, net income, ROI, ROE, and NPM has fluctuated. The customer perspective is in a good category because customers are satisfied with BUMDes services, but employee productivity is in the good enough categories, because employee performance fluctuates. The supporting factors for BUMDes consist of various business units such as the trade system unit, savings and loan units, service units, livestock farming business units, and tourism units. In contrast, the inhibiting factor for BUMDes is the formation of Standard Operating Procedures (SOP) in each business unit. The conclusion of the study shows that the overall performance of BUMDes is quite good.

Abstract

Sektor pertanian merupakan salah satu sektor yang menentukan pembangunan nasional, oleh sebab itu dibutuhkan pemberdayaan pada sektor pertanian Indonesia agar produk pertanian yang dihasilkan dapat mengimbangi produk impor dan ekspor. Tujuan tulisan ini ialah untuk mengetahui perbaikan produk pertanian dalam menghadapi persaingan pasar bebas. Pemberlakuan Masyarakat Ekonomi ASEAN (MEA)/ASEAN Economic Community (AEC), berdampak pada persaingan bisnis yang semakin tinggi, sehingga perlu diarahkan untuk peningkatan produktivitas hasil pertanian, perkebunan, serta peternakan karena produk pertanian memiliki daya saing di pasar bebas. Aspek daya tarik dari investor di sektor pertanian, sub sektor peternakan dan perkebunan, aspek keterbukaan perdagangan bebas di ASEAN, menjadi pertimbangan agar ada upaya peningkatan produktivitas. Strategi untuk menguasai pasar bebas, perlu perbaikan kualitas dan kuantitas produk pertanian yang dihasilkan, serta adanya standardisasi hasil komoditas pertanian, sehingga nilai jual produk dapat bersaing. Produk pertanian yang dihasilkan mampu mengimbangi produk impor dan ekspor serta dapat menembus pasar bebas secara berkesinambungan. Pemerintah Indonesia sebagai pembuat kebijakan harus mampu memperhatikan perkembangan produk pertanian dan harga pangan dunia, mengingat pengaruh fluktuasi harga pangan sangat berbengaruh terhadap pertumbuhan ekonomi.
