Abstract

Political relation with bureaucracy is an essential concern because the contestation of power in the regions has conflicted with democratization and the principle of bureaucratic neutrality. Recent studies point out the politicization of bureaucracy in placing positions and government decision-making processes, but the discussion about political party patron-client with bureaucracy is very limited. This paper discusses explicitly the clientelism of political parties with the civil servants in the election of public officials in the Tanjung Jabung Timur regency. This study applies a descriptive qualitative methodology to analyze the depth of phenomena that has been happening by using secondary and primary data from various informants. Various data are coded, analyzed interactively, and confirmed its validity, then presented systematically. The results show that the leaders in the regions only experience a shift in the party while the actor's character still owned the legacy of the New Order regime. The central locus of patronage is still concentrated in political parties; National Mandate Party has a clientelism networking through the dominance of a bureaucratic structure with a promotion-degradation system. The civil servants change the resources to maintain a position or even to get a higher one. This paper's implication showed that civil servants' performance is relatively based on loyalty to the ruling party rather than using a merit system. This paper underlines the main challenge of democracy in the region and bureaucratic reform, and it is the massive informal political practices that are considered reasonable.

Abstract

The discussion on the power relationship between the state and adat or customs is always exciting because although adat is most likely getting tension from the state through various regulations, it keeps signifying its existence. An interesting phenomenon that happened after the downfall of the New Order regime and the expansion of the Regional Autonomy System’s implementation was adat power’s reappearance at the local level. For instance, Adat Functionary in the Kerinci Regency signified their dominance over the village government. The studies about the relationship between adat and the state tend to put adat as an identity and spirit for gaining support, power, and fund also tools to deal with the government. This study begins with the fact that adat is dominant over the village government in decision-making. This study found in the Kerinci regency obtained a new government structure by the returning of adat power in governance, and affected the stability of the village administration, also used it as the solidarity mechanism of the community in Kerinci Regency to resolve various conflicts. Thus, the meaning of domination, which is commonly interpreted as something negative, is turning out to be a contrary one since it makes the community more solid through adat.

Abstract

The tourism potential in Senaung village has a character because there are history and culture as a representation of the past life of the Jambi people. However, the tourism potential has not well managed and has not developed as a source of income for the community. Through the community engagement program, the team formulated solutions in the form of cultural preservation by identifying tourist objects that have not detected, recording and documenting historical objects, old buildings, and objects, and set tourist objects for performances at village festivals. Mentoring conducted through the provisioning, training, and mentoring programs. Then, the promotion of attractions is spread through social media. The results of the mentoring activities show that there is an increase in awareness, knowledge, concern, and cultural preservation skills that have an impact on the new sources of community income. Cultural preservation through village festival activities in Senaung village is useful for inheriting culture, traditions, and diverse historical heritage.

Abstract

The change in designation of Bukit Duabelas area into Bukit Duabelas National Park in Jambi province raises a conflict between the national park official who was ruling the zonation system in the national park and the Orang Rimba people who have lived there for many years. The decision of the protected area aims to preserve the life and culture of Orang Rimba. However, zoning rules in the field are interpreted as an effort to limit space and access to the forest resources for Orang Rimba who have traditionally utilized them. This research uses a case study approach to explore the dynamics of conflict on the protected area. The results of the study show that conflicts in national park management are very dynamic because of shifting disagreement about the protection area. The conflicts began with debates about the zoning system which led into the fight for access to the park resources which were contested over the concept of national parks and customary forests. This paper argues the battle over the national park was not only about contested natural resources but also was a fight for authority and power between the state and indigenous people over the concept of park management.

Abstract

This study attempts to reveal the responsiveness of both Vietnam and Indonesia in anticipating the massive external shock that was Coronavirus-19. A change in external factors, such as pandemics, has challenged politicians and governments at large to be responsive in resolving problems quickly. Generally, recent research focused on reactive policies, disaster mitigation, and medical issues, while discussing government responsiveness in disease prevention is only covered in a few studies. This research uses a comparative qualitative method with an analysis period from December 2019 to the end of May 2020. The data is derived from various secondary information sources, such as research results, news, official reports, or government statements, which are interpreted through a systematic coding process to explain the phenomenon. The primary results showed that government responsiveness determines the success of handling the deadly coronavirus in pre-pandemic and current pandemic situations. A strong political will and leadership style is essential, and a solid bureaucratic apparatus in implementing policies and programs is decisive. As an authoritarian democracy, in collaboration with CDC, Vietnam was able to anticipate before the pandemic spread and succeeded in suppressing the spread after it was detected even though it had issued a blundering policy. Meanwhile, as a democratic country, Indonesia slowly responded to the outbreak by decision making where the pandemic is handled after it is detected and spread to various regions. The rulers tend to avoid the experts and growing opinions addressed to the government.

Abstract

The growth of the population requires space to accommodate human activities. The development aims to provide a space for humans, but it has an impact on the decreasing green open space. The majority of previous research examines the policy, policy implementation, community support/ involvement, and the need for green open space. While this study examines the management and the factors of the management of public green open space, the research uses a descriptive qualitative method by utilizing primary data through interviews and observations and is supported by secondary data, such as reports, rules, and research results. This study found that the management of green open space, and regulations were available at the regional level; however, for the fulfilment of public green open space only reached 10.76% while still lacking 9.24% because the management faces the substance and technical problems. To fix these deficiencies requires a master plan and a strong leadership commitment to realize these deficiencies.
