Abstract

Runtuhnya Orde Baru pada tahun 1998 menjadi titik balik upaya penataan institusi dan peran militer Indonesia. Penempatan militer pada jabatan sipil menjadi isu penting dalam penataan ini, sebab preseden Orde Baru memperlihatkan kondisi demikian tidak hanya mengganggu profesionalitas militer, tetapi juga konsolidasi demokrasi karena militer menjadi alat penopang kekuasaan Orde Baru. Penelitian ini merupakan tipe penelitian kualitatif dengan pendekatan studi kasus yang dilakukan dengan proses pengumpulan data melalui wawancara mendalam dengan informan yang dipilih secara purposif dan analisis dokumen terkait. Penelitian ini menunjukkan adanya perbedaan fundamental dalam fenomena penempatan militer pada jabatan sipil. Jika masa Orde Baru penempatan tersebut merupakan aktualisasi doktrin dan regulasi, maka pascareformasi penempatan tersebut merupakan perluasan posisi militer pada jabatan sipil. Keduanya memiliki dampak yang sama, yakni regresi demokrasi melalui bentuk kontrol sipil subjektif (subjective civilian control). Kondisi demikian juga memperlihatkan kendala dalam upaya penataan reformasi TNI yang terjadi pascareformasi.

Abstract

This study explores the implementation of the Navy's main weapon system modernization policy in the context of meeting the Minimum Essential Forces (MEF) Phase II for the 2015-2019 period, whose main focus is to overcome threats to national security. The purpose of the study is to explain the implementation process of the Navy's defense equipment modernization policy related to MEF and analyze policy factors that affect the results of its implementation. Using defense policy data and theory, the study identified obstacles such as budget constraints, differences in understanding between policy actors, less optimal supervision, and the role of the defense industry that has not been maximized. Document evaluation, interviews, and monitoring by defense experts show that the main constraint is not just related to limited resources, but rather to the imbalance of political will of policy actors. Consistency of implementation, commitment to transparency, accountability, and improvement of resource capabilities through priority scale and empowerment of the defense industry require the support of political will. The contribution of this research includes the development of political science, particularly in the context of defense and security politics. The results can be a reference for future researchers who are interested in understanding the issue of defense equipment modernization. The successful implementation of this policy is expected to have a significant impact on national defense and national security policies, with the support of political will identified as the main key to minimizing conflicts of interest and increasing the effectiveness of MEF implementation, maintaining national security.

Abstract

Penelitian ini bertujuan menguraikan penggunaan politik identitas dan marketing politik oleh pasangan Dadang-Sahrul dalam mengalahkan dinasti politik trah Obar Sobarna pada kontestasi pemilihan Kepala Daerah Kabupaten Bandung tahun 2020. Dalam konteks pemilihan Kepala Daerah, calon yang menjadi bagian dari dinasti politik sering kali dianggap memiliki keunggulan yang signifikan dibandingkan pesaingnya. Sebagian besar penelitian terdahulu memisahkan analisis politik identitas dan strategi marketing politik, atau hanya berfokus pada satu aspek tanpa memperhatikan sinergi keduanya. Penelitian ini mengisi kekosongan tersebut dengan menggabungkan analisis politik identitas dan marketing politik dalam konteks Pilkada Kabupaten Bandung 2020. Penelitian ini menggunakan konsep dinasti politik, politik identitas, dan strategi marketing sebagai kerangka analisis. Dengan menggunakan metode penelitian kualitatif, dan studi dokumentasi sebagai teknik pengumpulan data, penelitian ini menghasilkan temuan bahwa faktor kunci kemenangan Dadang-Sahrul adalah kemampuan mereka untuk memanfaatkan strategi penggunaan politik identitas dan marketing politik yang efektif, yang melibatkan penyampaian program-program konkret dan relevan kepada masyarakat. Selain itu kekalahan dinasti politik pada pemilihan Kepala Daerah Kabupaten Bandung juga karena friksi dan perpecahan internal di partai politik, eksploitasi isu penolakan dinasti politik di masyarakat, dukungan dari elit lokal dan nasional, serta organisasi-kelompok masyarakat.

Abstract

This paper discusses budget politics in the 2020 local elections (Pilkada), focusing specifically on Karawang Regency and Tangerang Selatan City, with particular attention to the patterns of relationships among actors during the formulation and approval of Pilkada grant budgets in both regions. The study employs a qualitative research method, using in-depth interviews with officials and staff from election management bodies, local governments, and regional parliaments (DPRD). In practice, the findings reveal that although local leaders hold substantial power that could potentially allow them to manipulate, increase, or revoke budgetary decisions, they nevertheless adhered to the established budget cycle procedures and maintained a professional attitude throughout the process of allocating election grant funds.

Abstract

Political trust is important for government in its attempt to implement policies that require the participation of its citizens. During Covid-19 pandemic, trust in government contributes to the decrease of the perception of Covid-19 risks, the increase of public obedience and willingness to do measures of Covid-19 prevention, and the reduction of mortality rate. In regard to this, data show there has been change in the trend of political distrust before and during the Covid-19 in Australia and Indonesia. Using a qualitative approach with data collection methods of library research and online media investigation, this article examines factors that contribute to different trend in political distrust facing Prime Minister Scott Morrison and his government in Australia and President Joko Widodo and his administration in Indonesia before and during Covid-19 pandemic in 2020. Employing Bertsou’s theory of political distrust, this article argues that factors contribute to the different trend in political distrust facing Australia and Indonesia before and during Covid-19 pandemic are the competency of each government in responding to Covid-19 pandemic especially their ability to slow down the spread of Covid-19 and reduce the mortality rate of Covid-19, government’s transparency of Covid-19 data, and the government’s interest.

Abstract

This article discussed the contestation of ideological interests between the state, Hizbut Tahrir Indonesia (HTI), and Nahdlatul Ulama (NU) in the case of the disbandment of HTI in 2017. The disbandment of HTI explained the existence of pro and contra groups and the attraction of ideological interests. This research was qualitative research with observation and interview methods. The research results proved that there were conflicting and conflicting interests between the interests of the state, HTI, and NU. The state interests were the interests of the Pancasila ideology and public security. NU rejected the caliphate because it was interested in defending the "Islam Nusantara" ideology. NU's success in encouraging the government was influenced by the issues' relevance and the condition of the political structure of Joko Widodo's government for the 2014-2019 period. The polarized condition of the government's political structure in the Jokowi versus Prabowo group influenced the decision to disband HTI because NU was identified with moderate Islam that supported Jokowi. Hence, NU's bargaining power with the Jokowi government was more substantial than HTI.

Abstract

Tujuan penulisan ini adalah untuk menguji bagaimana faktor politik uang dalam mempengaruhi perilaku memilih masyarakat yang terjadi pada pilkada Temanggung tahun 2018. Tulisan ini termasuk dalam kajian perilaku memilih, diantara beberapa studi perilaku memilih di Indonesia menunjukkan bahwa terdapat faktor-faktor yang dapat mempengaruhi perilaku memilih diantaranya adalah agama, identifikasi partai, hubungan etnik, kualitas dan kinerja kandidat, serta faktor lain dengan menggunakan pendekatan sosiologis, psikologis dan rational choice. Tulisan ini memfokuskan pada studi mengenai politik uang sebagai faktor dalam mempengaruhi perilaku memilih dengan pendekatan rational choice. Tulisan ini menggunakan metode kuantitatif dengan analisis deskriptif, dengan jumlah sampel sebanyak 400 responden, tingkat kepercayaan 95% dan Margin of Error (MoE) 5%. Penelitian ini menemukan bahwa praktik politik uang pada pilkada Temanggung 2018 terjadi dengan menggunakan model pemberian uang tunai yang dilakukan oleh tim sukses atau kandidat pada saat sebelum pemilihan. Berdasarkan hasil survey responden, terdapat temuan yang menunjukkan bahwa adanya pengaruh positif bahwa politik uang menjadi faktor yang dapat mempengaruhi perilaku memilih masyarakat Temanggung pada Pilkada 2018; Implikasi teoritis pada penelitian ini menunjukkan bahwa studi perilaku memilih khususnya pendekatan rational choice masih relevan digunakan dalam kasus pilkada kabupaten Temanggung tahun 2018.

Abstract

This article analyzes the dynamics of the relationship between the state and civil society in the peacebuilding process in post-conflict Ambon from 1999 to 2002. Using J.P. Lederach's conflict transformation theory framework and Pierre Bourdieu's social capital concept, this study explores the evolution of the relationship between the two actors during the period from 2002 to 2022. A qualitative research method with a case study approach is used to analyze the processes of reconciliation, rehabilitation, and social reconstruction. The findings show that the state-civil society relations have transformed from a hierarchical-centralist pattern to a collaborative-participative one. Civil society acts as a bridge in building trust among groups, while the state provides legal frameworks and structural support. The social capital accumulated through interfaith dialogues, joint economic programs, and cultural initiatives has proven effective in strengthening social cohesion and preventing escalation of horizontal conflicts in Ambon.

Abstract

This study examines the hegemony of power and protection policies for female migrant workers through a case study of Indonesia and Saudi Arabia. Since the 1970s, the oil boom in Saudi Arabia has increased the demand for migrant workers, including those from Indonesia. The Kafala system implemented in Saudi Arabia gives employers full control over migrant workers, often leading to exploitation and human rights abuses. This study explores how the hegemony of power and economic factors influence the protection of female migrant workers. Using a qualitative approach, this research collects data through in-depth interviews and policy document analysis. The findings show that despite efforts by the Indonesian government to protect female migrant workers, the hegemony of power in Saudi Arabia and exploitative economic structures remain major obstacles. This study highlights the need for reform of the Kafala system and increased bilateral cooperation between Indonesia and Saudi Arabia to ensure better protection for female migrant workers. These findings make an important contribution to the literature on labor migration and protection policies and offer practical recommendations for policymakers in both countries.

Abstract

This article aims to find out about the mobilization of the empty box movement facing a single candidate in the Humbang Hasundutan Regional Election, North Sumatra Province in 2020. The problem focuses on the emergence of the empty box volunteer movement in the Humbang Hasundutan Regional Election in 2020. In order to approach this problem, theoretical references from Edwards and McCarthy are used, namely Resource Mobilization theory. Data was collected through in-depth interviews and triangulation as well as literature review and analyzed qualitatively. This study concludes that the emergence of Empty Box Volunteers in Humbang Hasundutan, which was initiated by the Humbang Hasundutan Democracy Care Forum, was caused by the disappointment of elements of society with political parties which were considered to be harming democracy because they limited the choice of regional head candidates.
