Abstract

Penelitian bertujuan untuk menganalisa peran wirausha perempuan sebagai agent of change melalui usaha pariwista yang dimiliki di daerah peripheral Kabupaten Halmahera Utara. Kajian ini bertujuan melihat dampak multiplier yang dilakukan wirausaha perempuan terhadap kelompok minoritas, yaitu perempua, di sekitar lokasi usaha. Kerangka teori hegemoni, teori agensi negosiasi dan teori pemberdayaan diimplementasikan untuk mengkaji data empiris yang diperoleh. Hasil penelitian menunjukkan, sebagai agent of change wirausaha perempuan memiliki potensi yang besar untuk mendorong terjadinya tranformasi sosial melalui beberapa kegiatan yang dilakukan terhadap sesama perempuan.

Abstract

Bunaken National Park (BNP) was awarded the Global Winner and National Parks Category Winner in 2003 from the British Airways Tourism for Tomorrow Award for its success in implementing collaborative management (co-man). However, various recent studies actually show its ineffectiveness in managing BNP. The reasons are lack of quality conservation, the unfinished transformation of the profession of fishermen and farmers into the tourism industry, and the alienation of socio-cultural factors from the BNP management system. Using qualitative-descriptive research methods, this article aims to evaluate the implementation of the co-man model in BNP by analysing the role of actors (stakeholders) in order to actualize Sustainable Tourism Development (STD). The result is that actors have no significant role in implementing the co-man model due to the government’s dominance. This research also found goal disorientation in BNP management due to the ineffectiveness of the model. Its research questions are: how is the BNP co-man model effective in actualizing STD? What are the ideal roles of the actors and what basic prerequisites are needed for the collaboration model to operate effectively? This study urges the need for a multistakeholder approach by providing equal space for actors and placing STD as a "core business".

Abstract

Much of the destination branding literature continues to frame branding as a largely technical marketing exercise, paying limited attention to how branding operates as a contested social process shaped by unequal power relations. This study intervenes in that debate by exploring how local tourism actors in Labuan Bajo, Indonesia—officially designated as a “super-priority destination” since 2019—respond to the state-led Enchanting Labuan Bajo branding through everyday counter-branding practices. Based on nine months of critical ethnographic fieldwork, the study draws on in-depth interviews with local accommodation owners, local boat owners, and local tour guides, complemented by focus group discussions with the Wae Kelambu Women’s Community and sustained participant observation. Analytical engagement with moral economy, epistemic justice, and Scott’s concept of hidden transcripts reveals that destination branding is experienced locally not merely as promotion, but as a form of symbolic imposition that marginalizes local identities and constrains meaningful participation. Importantly, local responses were far from homogeneous. Tour guides articulated epistemic resistance by asserting their authority as cultural knowledge holders; boat owners enacted material–ecological resistance to defend long-standing access to the sea; while accommodation providers, particularly women-led guesthouses, mobilized moral–symbolic resistance through care-based hospitality practices. The article’s main theoretical contribution lies in reframing counter-branding not as evidence of branding failure, but as an alternative mode of participation that emerges when formal participatory mechanisms are inaccessible or ineffective. From this perspective, counter-branding signals deeper participatory deficits rather than marketing shortcomings, pointing to the need for destination governance approaches that prioritize inclusive and dialogical engagement over compliance-driven branding implementation.

Abstract

Penelitian ini menelusuri potensi dan kendala pengembangan souvenir berbasis komunitas di Situs Warisan Dunia Sangiran. Penelitian menggunakan pendekatan studi kasus kualitatif melalui focus group discussion, observasi partisipatif, serta wawancara dengan perajin lokal. Hasil penelitian menunjukkan bahwa Sangiran memiliki potensi yang kuat untuk pengembangan souvenir berbasis warisan budaya, yang didukung oleh nilai paleoantropologis, ketersediaan material lokal, serta tradisi keterampilan masyarakat. Potensi tersebut tercermin dalam pengembangan souvenir berbahan batuan, tekstil etnografis, kerajinan bambu, dan produk pangan tradisional. Namun demikian, pengembangan souvenir masih menghadapi berbagai kendala, antara lain keterbatasan modal, rendahnya kapasitas teknis dan desain, pembatasan regulasi terhadap pengambilan material, lemahnya akses pasar, serta minimnya kolaborasi antara masyarakat dan institusi pengelola warisan. Penelitian ini menyimpulkan bahwa meskipun praktik awal produksi kreatif berbasis warisan telah ada, diperlukan penguatan kapasitas yang terkoordinasi serta dukungan institusional yang lebih kuat agar nilai ekonomi dan budaya yang terkandung dapat dimanfaatkan secara berkelanjutan.

Abstract

This study explores the sustainability of local communities through the lens of the Sustainable Livelihoods Framework (SLF), focusing on the Sangiran Cultural Heritage Site—a protected area with high tourism potential yet persistent poverty. Using a qualitative case study approach with cross-sectional and comparative analysis, the research investigates how local communities utilize livelihood assets and transform their strategies in response to tourism development. Findings reveal that while natural, human, social, and economic capitals form the basis of community livelihoods, efforts to diversify through cultural and nature-based tourism face constraints. Limited financial literacy, restricted access to financing, and weak internalization of training hinder progress. Sustainable livelihoods depend on innovation, capacity building, strong social networks, and inclusive economic policies. The study highlights the need for future longitudinal research to better understand the dynamic relationship between tourism and community livelihoods.
