Abstract

Tindakan kekerasan dalam rumah tangga (KDRT) merupakan permasalahan serius yang sangat berdampak luas terhadap korban, khususnya perempuan. Minimnya pemahaman hukum di masyarakat menjadi salah satu faktor yang memperburuk kondisi korban KDRT. Kegiatan pengabdian ini bertujuan untuk meningkatkan pemahaman hukum kader PKK sebagai ujung tombak pencegahan KDRT di tingkat komunitas melalui sosialisasi Undang-Undang Nomor 23 Tahun 2004 tentang Penghapusan Kekerasan dalam Rumah Tangga. Kegiatan dilaksanakan di Desa Pulau Busuk, Kabupaten Kuantan Singingi dengan melibatkan 20 kader PKK. Metode pelaksanaan menggunakan pendekatan partisipatif dan edukatif yang terdiri dari observasi awal, penyuluhan hukum, diskusi kelompok, serta evaluasi akhir. Hasil menunjukkan adanya peningkatan signifikan pemahaman peserta terhadap hak-hak korban dan prosedur pelaporan kekerasan dalam rumah tangga (KDRT), serta munculnya inisiatif pembentukan posko sahabat perempuan di desa. Pengabdian ini menegaskan bahwa dengan dukungan dan edukasi yang memadai, kader perempuan dapat berperan strategis dalam pencegahan kekerasan dalam rumah tangga (KDRT) di tingkat lokal.

Abstract

The policy of the Minister of Education and Culture, which was recently issued inthe form of Minister of Education and Culture Regulation Number 30 of 2021, hasgenerated a lot of perception and even controversy among universities and society itself.This policy is related to the increasing prevalence of sexual violence in the highereducation sector which has a direct or indirect impact on optimizing the Tridharma ofHigher Education which is reduced as well as the quality of Higher Education whichexperiences a decline. All policies or regulations from the government, both from thepresident and from his staff, namely from the ministries, are of course based onconsiderations of various things.Sexual violence in higher education requires special attention from various parties,especially the government as the institution that has the authority to formulate regulationsrelating to sexual violence in higher education. Efforts to protect against sexual violenceare the responsibility of the state which has an obligation to fulfill the human rights ofevery citizen, which includes the academic community. The aim of this research is todetermine the analysis of Minister of Education and Culture Research and TechnologyRegulation No. 30 of 2021 regarding the phenomenon of sexual violence in highereducation environments. The benefit of this research is that the author wants to know howto understand the implementation of the Minister of Education and Culture Regulation No.30 of 2021 and how to understand it from a sociological perspective. This research issociological research obtained from sources related to the PPKS Task Force.The results of this research show that with the increasing number of cases of sexualviolence in higher education environments, this phenomenon ultimately encouraged theMinistry of Education, Culture, Research and Technology to create regulations relating tothe prevention and handling of sexual violence. This regulation was later namedPermendikbud Ristek (Regulation of the Ministry of Education, Culture, Research andTechnology) No. 30 of 2021. Therefore, Ministry of Education, Culture, Research andTechnology Regulation No. 30 of 2021 is a follow-up to the government's seriousness inhandling cases of sexual violence in higher education environments.Keywords: Sexsual Violence, Higher Education, Minister of Educations, ResearchCulture and Technology.

Abstract

Penelitian ini dilatar belakangi oleh kasus pandemi Covid-19 yang menyebabkan pembelajaran online menjadi tidak efektif sehingga menurunnya kualitas karakter kreatif pada siswa. Peneliti mengkaji perbandingan karakter kreatif siswa dalam pembelajaran online mata pelajaran PKn antara siswa laki-laki dan perempuan. Tujuan penelitian ini adalah mengetahui apakah terdapat perbedaan karakter kreatif pembelajaran online mata pelajaran PKn antara siswa laki-laki dan perempuan di SMA Negeri 1 Singkep. Metode penelitian yang digunakan adalah deskriptif kuantitatif. Populasi dalam penelitian ini ialah seluruh siswa kelas XI di SMA Negeri 1 Singkep sebanyak 206 siswa, terdiri dari 86 siswa laki-laki dan 120 siswa perempuan. Penetapan sampel menggunakan teknik kuota sampling. Sampel yang diambil adalah 100 siswa, yang terdiri dari 50 siswa laki-laki dan 50 siswa perempuan. Teknik pengumpulan data yang digunakan yaitu menggunakan observasi, wawancara, angket, dan dokumentasi. Teknik analisis data adalah dengan menggunakan uji statistik. Hasil uji statistik yang digunakan untuk pengujian hipotesis adalah untuk membandingkan dua kelompok data yakni siswa laki-laki dan perempuan dengan hasil 0,000219 dan 0,000221 < 0.05 (2-tailed < 0.05), artinya Ha diterima dan Ho ditolak. Dengan demikian dapat disimpulkan bahwa terdapat perbedaan karakter kreatif dalam pembelajaran online mata pelajaran PKn antara siswa laki-laki dan perempuan di SMA Negeri 1 Singkep.

Abstract

Dinas Koperasi, Usaha Kecil dan Menengah Provinsi Riau berfungsi sebagai unsur pelaksana dari Pemerintah Provinsi Riau berdasarkan Peraturan Gubernur Riau Nomor 20 Tahun 2015. Peraturan ini menetapkan tugas Dinas Koperasi dalam perumusan kebijakan, pelaksanaan, koordinasi, fasilitasi, pemantauan, evaluasi, dan pelaporan pada berbagai bidang terkait koperasi dan usaha kecil menengah, serta kewenangan yang dilimpahkan Pemerintah kepada Gubernur sesuai peraturan perundang-undangan. Penelitian ini menggunakan metode hukum sosiologis dengan melalui wawancara, kuesioner,studi kepustakaan, dengan analisis data kualitatif. Hasil penelitian menunjukkan bahwa Dinas Koperasi dan UKM Provinsi Riau telah menjalankan tugas pengawasan sesuai amanat Peraturan Gubernur. Namun, efektivitas pengawasan masih terhambat oleh kendala seperti keterbatasan sumber daya manusia, minimnya anggaran, serta luasnya wilayah kerja. Abstract

This study examines the regulation of the position of the State Civil Apparatus (ASN) in the context of General Elections (Pemilu) in Indonesia. This research uses normative juridical method with qualitative descriptive analysis approach. Regulations on the position of civil servants are very clearly regulated in the legislation on how to regulate civil servants to be more optimal in supporting government activities to benefit the community as much as possible and be fair and always maintain neutrality in elections. Based on the results of the study, there are several regulations governing the position of civil servants in elections in Indonesia, namely the 1945 Constitution, the Civil Service Law, the Election Law, the Corps Life Government Regulation and the Civil Servant Code of Ethics, the Government Regulation on Civil Servant Discipline, and the Circular Letter of the Chairman of KASN concerning the Neutrality of Civil Servants.

Abstract

Permasalahan sampah di Kota Pekanbaru telah berkembang menjadi isu strategis yang berdampak pada kesehatan masyarakat, kualitas lingkungan, serta efektivitas tata kelola pemerintahan daerah. Peningkatan volume sampah yang tidak diimbangi dengan sistem pengelolaan yang optimal menuntut tanggung jawab yang jelas dari pemerintah daerah sesuai dengan kerangka regulasi yang berlaku. Artikel ini bertujuan menganalisis tanggung jawab Pemerintah Kota Pekanbaru dalam pengelolaan sampah berdasarkan Peraturan Daerah Nomor 08 Tahun 2014, dengan menitikberatkan pada kesesuaian antara aspek regulatif dan implementatif di tingkat kelurahan. Penelitian ini menggunakan pendekatan yuridis normatif dengan metode deskriptif-analitis melalui telaah peraturan perundang-undangan serta pengamatan terhadap praktik empiris di lapangan. Lokasi penelitian dilakukan di Kelurahan Binawidya, Kecamatan Binawidya, Kota Pekanbaru. Hasil penelitian menunjukkan bahwa secara normatif dan administratif tidak terdapat kesenjangan yang signifikan antara regulasi dan implementasi kebijakan, karena pemerintah daerah telah melaksanakan mandat peraturan melalui kerja sama dengan pihak ketiga, khususnya pemberdayaan Lembaga Pemungut Sampah (LPS) di tingkat kelurahan. Namun demikian, masih terdapat tantangan operasional yang berkaitan dengan partisipasi masyarakat dan optimalisasi pengawasan. Artikel ini merekomendasikan penguatan sinergi multipihak, peningkatan efektivitas regulasi lokal, serta pemanfaatan inovasi teknologi untuk mendukung sistem pengelolaan sampah yang berkelanjutan di Kota Pekanbaru.

Abstract

The anti-bullying and sexual violence prevention program carried out by community service students (Kukerta) in Sipungguk Village aims to increase community and student literacy on violence issues while supporting the achievement of the Sustainable Development Goals (SDGs). The method applied was a community-based educational approach through participatory strategies such as poster installation, educational video screening, interactive discussions, and role-playing simulations. The program targeted elementary school students with age-appropriate materials. The results indicate an improvement in students’ understanding of bullying and sexual violence, including prevention measures. Furthermore, the program created a safe space for children to share experiences, foster empathy, and build courage to report incidents. This initiative aligns with SDG 4 (quality education), SDG 5 (gender equality), and SDG 16 (peace, justice, and strong institutions). The conclusion highlights that the combination of legal education and community empowerment provides a concrete contribution to developing a safe, inclusive, and sustainable social environment.

The Regional Head Regulation in the hierarchy of laws and regulations can be interpreted through Article 8 paragraphs (1) and (2) of Law Number 12 of 2011 concerning the Establishment of Laws and Regulations. The existence of this Regional Head Regulation also raises several record problems, Regional Head Regulations have potential problems no less complicated than Regional Regulations. This is because the supervision of the Regional Head Regulation by the DPRD in Dumai City is not yet clear whose authority. Therefore, this study seeks to analyze how supervision of Regional Head Regulations is made in the context of delegation from higher laws and regulations as well as in the context of policy rules (beleidsregel). This research uses empirical juridical research methods. The results of this study show that the Dumai City DPRD has not been able to supervise the Regional Head Regulation made by the Mayor of Dumai. The suggestion in this study is that there must be clear rules regarding the authorities in supervising the Regional Head Regulation.
