Abstract

The potential of natural resources of Indonesia's marine fisheries was estimated at 6.4 million tons per year. But there is no domestic fisherman role in the Indonesia modern fishing industry investment, 100% modern industry players in Indonesia’s marine fisheries is foreign investment. In effect, the presence of fish in Indonesia’s sea began to decrease and traditional Indonesian fisherman suffer a lot of losses so they remain live bellow the poverty line. While the demand for fish in the country to be met through imports. In order to realize the welfare state under Article 33 UUD 1945, the government of Indonesia should control and manage of fishery resources absolutely and must be given to the national industry and society Indonesian fishermen independently, not giving space and opportunity for foreigners to participate in managing the business of the fishing industry in Indonesia.
