Abstract

This research was conducted to understand the role of female Nagari Guardians in realizing Sustainable Development Goals (SDGs) in two Nagari in Pesisir Selatan Regency, although since 2007 there has been a law that allows women to become village heads. However, in reality there are still very few women who lead nagari in Minangkabau, as evidenced by the 182 nagari in Pesisir Selatan Regency, there are only 2 female Nagari Wali. The research methodology used was qualitative using in-depth interview techniques, observation and document analysis. The results of the research showed that female Nagari Wali applied situational leadership, adjusting their leadership style and actions based on the situation. Their role in realizing the SDGs includes decision making, village development planning, village data collection to prioritize national programs, and adapting to new habits through the "Independent Village" concept. However, there are several problems faced, including limited resources, lack of awareness and understanding of Wali Nagari regarding the program, limited technology, less than optimal involvement of related parties, and lack of technical and managerial capacity. Social and demographic changes are also factors that influence the implementation of their roles. This research provides an illustration that although female Nagari Mayors have an important role in realizing the SDGs, further steps are still needed to overcome the various problems faced, including capacity building and involvement of related parties

Abstract

This research aims to provide evidence that: 1) To determine the significance of the influence of employee competence on employee performance at the Padang City Regional Secretariat. 2) To determine the significance of the influence of the work environment on employee performance at the Padang City Regional Secretariat. 3) To determine the significance of the influence of achievement motivation on employee performance at the Padang City Regional Secretariat. 4) To determine the significance of the influence of competence, work environment, and achievement motivation on employee performance at the Padang City Regional Secretariat. Data collection was carried out using a survey method with a questionnaire for auditors. The data analysis technique used in this research is descriptive and quantitative analysis. The data collected is primary data which can be classified as independent variables and dependent variables. Competence, Work Environment, and Achievement Motivation (influence variables), and employee performance at the Padang City Regional Secretariat (influence variables). Hypothesis testing in this research uses multiple linear regression tests. Based on the research results, it is known that 1) competency has a positive effect on employee performance at the Padang City Regional Secretariat. Thus, hypothesis 1 is supported. 2) The work environment has a positive effect on employee performance at the Padang City Regional Secretariat. Thus, hypothesis 2 is supported. 3) Achievement motivation has a positive effect on employee performance at the Padang City Regional Secretariat. Thus, hypothesis 3 is supported. 4) Competence, work environment, and achievement motivation simultaneously influence employee performance at the Padang City Regional Secretariat. Thus, hypothesis 4 is supported.

Abstract

This study aims to analyze, Influence Organizational Culture Against Employee Performance At the Office of Communications and Information Technology of Pariaman. This research is a quantitative research that shows a causal relationship. The sample in this study were 47 employees. Data collection techniques used were observation, questionnaire and documentation. Data analysis techniques used are descriptive statistical analysis using percentages, averages, and standard deviations and for inferential statistical analysis using data normality tests, simple linear regression analysis, and product moment correlation analysis. The results of the study show that the organizational culture is in a very good category in terms of indicators, namely: Innovation and Courage to take risks; Attention to detail; Results oriented; Human oriented; Team oriented; Aggressive; and stable. Employee performance is in a very good category in terms of indicators of discipline of service personnel, responsibility of service personnel, ability of service personnel, politeness and friendliness of officers, based on simple linear regression analysis shows that there is an influence of organizational culture on employee performance at the Pariaman City Communication and Information Agency Pariaman City. From the results of product moment correlation analysis obtained a significant level of relationship between the influence of organizational culture on the performance of employees at the Office of Communication and Information Office of , Pariaman City with the Strong category.

Abstract

Urban farming has the potential to increase family knowledge in disaster preparedness. Through urban farming practices, families can gain relevant knowledge and skills to better deal with disasters. In the context of coastal communities in Koto Tangah subdistrict in Padang City which are vulnerable to disasters such as earthquakes and floods, urban farming can be an effective strategy in preparing families to face emergency situations. Urban farming has become a vital strategy in dealing with climate change and increasing food security in various urban communities. In this context, Non-Governmental Organizations (NGOs) play a central role in implementing and expanding urban farming practices. This research focuses on the role of NGOs in implementing urban farming in Koto Tangah District, Padang City. NGOs act as policy advocates, mobilizing support and driving change in urban agricultural management. Training organized by NGOs increases community knowledge and skills related to urban farming, creating positive behavioral changes. Effective outreach increases understanding of the sustainability and benefits of urban farming. In seeding and planting activities, NGOs provide significant support through the distribution of planting media, seeds and fertilizer. This results in increased capacity, confidence and savings in family expenses. Overall, the role of NGOs in urban farming in Koto Tangah District not only creates a practical transformation in food production, but also has a positive impact on awareness, disaster preparedness and environmental sustainability. This research provides a holistic picture of how NGO interventions can be a catalyst for change in urban communities through the implementation of urban farming.

Abstract

This study aims to analyze the work culture of Civil Servants (Aparatur Sipil Negara/ASN) in the administration of government at Pauh District, Padang City, and to explain the urgency of work culture in improving the quality of public services. The research employed a qualitative approach with a descriptive method. Data were collected through observation, in-depth interviews, and documentation involving 12 informants consisting of district leaders, ASN staff, and community members as service recipients. The findings indicate that the work culture of ASN in Pauh District still requires strengthening, particularly in the aspects of time discipline, service professionalism, communication, and accountability. Analysis using the New Public Service (Denhardt & Denhardt) framework reveals that indicators such as service accessibility, community satisfaction, timeliness, fulfillment of information needs, fairness in service delivery, problem-solving ability, and accountability have not yet been fully optimized. The transformation of work culture toward democratic and participatory public service can only be achieved through strengthening work ethics, developing competencies, and enhancing individual awareness among civil servants regarding their responsibility to serve the public.

Abstract

Hydrometeorological disasters in the form of floods and flash floods that struck West Sumatra Province from late November to December 2025 caused multidimensional impacts on affected communities, particularly in social conditions, environmental health, education, and psychosocial well-being among vulnerable groups. This study aims to analyze the implementation of an inclusive disaster emergency response community service program and its contribution to strengthening social resilience and environmental health in affected areas. This study employed a rapid response community service approach using rapid assessments, coordination with local governments, and short preparatory training for the implementation team. Program interventions included community-based psychosocial assistance, distribution of 400 hygiene kits, provision of 400 school kits, and brief education on clean and healthy living behaviours (PHBS). The program was implemented by Universitas Andalas in collaboration with Universitas Ekasakti and the community partner Tabik DC in Padang City and Pesisir Selatan Regency. The primary beneficiaries included children, older adults, flood-affected families, and other vulnerable groups, including students with special needs. The results indicate that the program increased children’s participation in psychosocial activities, improved social interaction at the community level, and ensured the distribution of basic hygiene and educational needs to targeted beneficiaries. In addition, local stakeholders demonstrated improved coordination capacity in implementing inclusive emergency response activities. In conclusion, the implementation of an inclusive and collaborative community service model plays a significant role in supporting early post-disaster recovery, particularly in strengthening social resilience and maintaining environmental health among vulnerable populations.

Abstract

This study analyzes the implementation of bureaucratic reform in the Padang City Environment Agency (DLH) in the context of institutional strengthening and collaborative governance in waste management. The waste issue in Padang City has become increasingly crucial which reaches more than 600 tons per day. Bureaucratic reform is being pursued to strengthen institutions, improve governance, and encourage cross-sector collaboration among government, the private sector, and the community. However, studies examining how regional bureaucratic reform is substantively linked to collaborative environmental governance at the local agency level remain limited. This study employed a qualitative approach with a descriptive phenomenological method and involved 12 informants, consisting of 4 structural officials, 3 functional officials, 2 community leaders, and 3 collaborative partners representing CSR-related institutions and environmental communities. Primary data were obtained through in-depth interviews, while secondary data were collected from policy documents and scientific publications. The results show that bureaucratic reform at DLH remains largely administrative, as reflected in changes in job nomenclature and the use of E-Kinerja to document weekly activities, attendance lists, photographs, and digital reports, which improved accountability but did not fully transform bureaucratic work culture. Cross-sector collaboration has shown positive progress, particularly through CSR support for waste containers and transport facilities and through community participation in waste-related programs, although it remains constrained by limited resources, technical regulations, and inter-actor coordination. This study confirms that institutional reform requires the internalization of performance values and stronger citizen participation to generate substantive impacts on sustainable waste management.

Abstract

This study reviews how integrity is conceptualized and evidenced in leadership research and clarifies what is known about its outcomes and mechanisms. Guided by PRISMA 2020, we searched Scopus for English, peer‑reviewed journal articles (2011–2022). After duplicate removal, screening, and eligibility checks, 67 articles were appraised with an adapted quality checklist and synthesized via descriptive mapping and thematic analysis. The literature clusters into twelve streams, dominated by leader behavioral integrity and ethical leadership. Across sectors, integrity is most consistently associated with follower trust, work engagement, and performance, often through transparent communication and psychological safety. Yet conceptual ambiguity remains because integrity is alternately treated as word–deed alignment, virtue‑based wholeness, and follower attributions. We propose an integrative framework linking these views to influence theories and identify gaps: limited longitudinal and multilevel evidence, weak cross‑cultural measurement, and underdeveloped connections to governance and anti‑corruption outcomes. Practical implications are offered for integrity‑based leadership development and accountability systems. The review also highlights boundary conditions (sector and culture) and outlines a focused agenda for future meta‑analytic and policy-relevant research.
