Abstract

This study was conducted in Rabuhit Village, Gunung Maligas District, Simalungun Regency, with three primary objectives: (1) to identify the factors influencing farmers' decisions to access agricultural business credit from BRI Bank; (2) to determine the most dominant factors affecting farmers' decisions to obtain agricultural business credit in Rabuhit Village; and (3) to examine the reasons why some farmers access agricultural business credit while others do not. Data were collected through observation, interviews, and structured questionnaires. The study involved 30 respondents, consisting of 20 farmers who had accessed agricultural business credit and 10 farmers who had not. The respondents were selected based on the following criteria: active farmers residing in Rabuhit Village, aged between 18 and 65 years, owning or cultivating either self-owned or rented agricultural land, and willing to provide the information required for the study. The data were analyzed using multiple linear regression analysis and descriptive percentage analysis. The results of the study indicate that: (1) the factors significantly influencing farmers' decisions to access agricultural business credit from BRI Bank are income and farming experience; (2) among the variables examined, income and farming experience are the most dominant factors affecting farmers' decisions to access agricultural business credit; and (3) the primary reasons farmers in Rabuhit Village access agricultural business credit are insufficient working capital and financial difficulties resulting from crop failure. In contrast, farmers who do not access agricultural business credit generally cite the lack of acceptable collateral and the availability of sufficient business capital as the main reasons for not applying for credit

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh koordinasi dan komunikasi terhadap efektivitas kinerja desa/kelurahan dalam peningkatan penerimaan Pajak Bumi dan Bangunan (PBB) di Kecamatan Sei Suka Kabupaten Batu Bara. Latar belakang penelitian ini adalah pentingnya peran pemerintah kecamatan, khususnya camat, dalam mengoordinasikan dan mengkomunikasikan program-program strategis terkait optimalisasi penerimaan PBB di tingkat desa/kelurahan. Penelitian ini menggunakan metode deskriptif kuantitatif dengan pendekatan survei, yang pengumpulan datanya dilakukan melalui penyebaran kuesioner kepada 38 responden yang terdiri dari aparat desa/kelurahan dan aparat kecamatan. Analisis data menggunakan SPSS 27. Hasil penelitian menunjukkan bahwa secara parsial koordinasi yang dilakukan oleh camat tidak berpengaruh signifikan terhadap efektivitas kinerja desa/kelurahan dalam peningkatan penerimaan PBB. Sebaliknya komunikasi berpengaruh positif dan signifikan terhadap efektivitas kinerja. Temuan ini menunjukkan bahwa keberhasilan dalam peningkatan penerimaan PBB lebih ditentukan oleh kualitas komunikasi antara pelaku kecamatan dengan desa/kelurahan dibandingkan dengan mekanisme koordinasi formal yang selama ini telah dilaksanakan. Secara simultan koordinasi dan komunikasi secara bersama-sama berpengaruh positif dan signifikan terhadap efektivitas kinerja desa/kelurahan. Hal ini menunjukkan bahwa meskipun koordinasi saja tidak memberikan pengaruh yang signifikan, namun jika dipadukan dengan komunikasi yang efektif, kedua variabel tersebut dapat mendorong peningkatan kinerja aparatur desa/kelurahan. Penguatan komunikasi yang efektif dan pengembangan model koordinasi yang lebih dinamis perlu menjadi fokus dalam strategi peningkatan penerimaan PBB di tingkat daerah

Abstract

Penelitian ini bertujuan untuk mengetahui IndeksKepuasan Masyarakat (IKM) atas pelayanan publik pada Kantor Dinas Kependudukan dan Pencatatan Sipil Kabupaten Simalungun. Permasalahan yang dibahas dalam penelitian ini adalah bagaimana tingkat kepuasan masyarakat atas pelayanan publik melalui perhitungan Indeks Kepuasan Masyarakat (IKM) pada Kantor Dinas Kependudukan dan Pencatatan Sipil di Kabupaten Simalungun. Jenis penelitian yang dilakukan adalah penelitian deskriptif dengan kualitatif dan kuantitatif. Sedangkan untuk memperoleh data adalah dengan menggunakan kwessioner kepada 50 orang respponden. Responden yang dipilih adalah masyarakat yang berurusan dengan kantor Dinas Kependudukan dan Pencatatan Sipil Kabupaten Simalungun.Teknik analisis data adalah dengan mengikuti Undang-Undang nomor 25 tahun 2009 tentang dan Keputusan Menteri Pendayagunaan Aparatur Negara tahun2017 nomor 14 pengukuran Indeks Kepuasan Konsumen atas pelayanan publik. Hasil analisis data penelitian dengan sembilan pertanyaan diperoleh kesimpulan bahwa kepuasan masyarakat atas pelayanan publik melalui Indeks Kepuasan Masyarakat berada pada kategori baik dengan IKM = 76,89 (baik). Namun diantara sembilan pertanyaan ternyata unsur yang paling tinggi adalah kesesuaian persyaratan yang diumumkan dengan yang nyata dilaksanakan, sedangkan unsur yang paling rendah tingkat kepusan masyarakat adalah ketersediaan sarana dan prasarana kantor. Atas dasar hasil analisis data disaranakan agar pihak Kantor Dinas Kependudukan dan Pencatatan Sipil Kabupaten Simalungun tetap meningkatkan kinerja dan profesionalismenya untuk memberikan pelayanan yang terbaik kepada masyarakat sehingga pada akhirnya akan meningkatkan Indeks kepuasan masyarakat atas pelayanan publik pada Kantor Dinas Kependudukan dan Pencatatan Sipil Kabupaten Simalungun

Abstract

Analysis of the Potential of the Simarjarunjung Region for Increasing MSME Income. The research was conducted in February-March 2025 in Simarajarunjung Nagori Parik Sabungan, Dolok Pardamean District, Simalungun Regency. There were 30 respondents in this study, consisting of 15 visitors and 15 MSME entrepreneurs in Simarjarunjung. The objectives of the study were (1) to identify the potential of the Simarjarunjung area that can be developed to increase MSME income, (2) to address the challenges faced by MSME in Simarjarunjung in developing their businesses, and (3) to formulate appropriate strategies for developing MSME in Simarjarunjung to increase community income. The research method used was qualitative research, with data collection employing both primary and secondary data. Data analysis methods include validity and reliability tests to answer hypothesis 1 and SWOT analysis to answer hypotheses 2 and 3. The research results show that the validity tests for attraction, accessibility, and accommodation concluded that all calculated r values were greater than the table r values, thus deemed valid. However, in the validity test for ancillary factors, there were 4 statements, where 3 statements had r calculated > r table, thus deemed valid, while 1 statement had r calculated < r table, thus deemed invalid. The reliability test showed that the alpha value of all variables was greater than the reference value of >0.60, thus concluding that all statements were reliable. The research results using SWOT analysis showed that based on IFE and EFE calculations, the total scores were 1.13 and 1.01, respectively. Furthermore, in the SWOT diagram, it was in quadrant 1, where the Simarjarunjung area had greater strengths and opportunities than weaknesses and threats.  The conclusion of this study is that SMEs in Simarjarunjung have regional potential that can be leveraged to increase MSME income in Simarjarunjung, such as natural beauty, strategic location, attractive photo spots, and major festivals. However, they also have weaknesses and limitations, such as limited capital, similar attractions, inadequate public transportation access to the Simarjarunjung region, insufficient MSME promotion, and the SWOT matrix to determine MSME strategies in Simarjarunjung.

Abstract

The quantity and quality of food consumed by the community are determined by the price level and household income. Household food expenditure share is still dominated by rice commodities. The aims of this study are 1) to analyze the level of household expenditure on food in Java and (2) to analyze the expenditure elasticity and price elasticity of household food demand in Java. The data used was March 2015, 2016, and 2017 SUSENAS data. Household consumption data was estimated using the AIDS Model. The results showed that household food expenditure share for medium and low-income groups (Q3 and Q4) for urban and rural areas was more than 50 percent. This shows that the household is food insecure. The own-price elasticity for all commodities is negative and inelastic. Changes in food prices do not significantly affect changes in demand for food commodities because their elasticity is inelastic. Household food demand is more influenced by food prices than household income for food commodities except for rice commodities. Rice has elastic expenditure elasticity (means that food demand is very responsive to changes in household expenditure/income. The relationship between each commodity is almost entirely negative (complementary).

Abstract

This study aims to evaluate the economic feasibility of cocoa farming and identify the factors influencing cocoa farmers’ income in Nagori Pinangratus, Jorlang Hataran District, Simalungun Regency. The study was conducted from September to November 2024 and involved 45 cocoa farmers selected using purposive sampling. The data were analyzed using farm income analysis, the Revenue–Cost Ratio (R/C Ratio), and multiple linear regression. The results indicate that the average annual income of cocoa farmers was IDR 11,046,662.60, with an R/C Ratio of 4.71, indicating that cocoa farming in the study area is economically feasible. The regression results further demonstrate that land area and production volume have positive and statistically significant effects on farmers’ income, whereas production costs have a negative and statistically significant effect. Simultaneously, the three independent variables significantly affect farmers’ income, as indicated by an F-statistic of 50.939 with a significance level of 0.000. The coefficient of determination (R²) of 0.867 indicates that 86.7% of the variation in farmers’ income can be explained by land area, production costs, and production volume, while the remaining 13.3% is attributable to other factors not incorporated into the model. These findings suggest that strategies to enhance cocoa farmers’ income should focus on optimizing land utilization, improving the efficiency of production-cost management, and increasing farm productivity
