Abstract

Public transportation service improvement in urban area, such as Bus Rapid Transit (BRT), becomes the main issue among transport planners nowadays. BRT has been a popular transit system which provide an easy dan fast service for satisfying the transport needs, particularly in developing countries. This transport mode offers high quality mass transit system yet still in affordable cost, which is necessary for developing countries. Jakarta becomes the first Southeast Asia country who applied the BRT system. This study aims to gain insights towards the role of policies in facilitating the improvement of TransJakarta performance and reach 1 million passengers in early 2020. Understanding the policy aspect, both central and regional policies which can improve the public transport performance, will possibly provide a broader perspective among policymakers who developing and implementing the BRT systems, particularly in developing countries. For this purpose, conceptual framework was employed to explain how policy implementation could improve the BRT performance, which collected through secondary data, mostly various planning documents and TransJakarta operational reports. By using the qualitative approach, results show that various policies could facilitate the improvement of TransJakarta performances. The improvements occurred in line with the institutional reforms and the development of BRT system, such as routes, capacities, and integration with other mass transit systems.

Abstract

Kabupaten Malaka merupakan salah satu wilayah perbatasan darat Indonesia-Republik Demokratik Timor Leste (RDTL). Dengan dibangunnya Pos Perbatasan Nasional (PLBN) sudah menjadi legal untuk mendukung perdagangan lintas batas antar negara. Tujuan penelitian ini untuk mengetahui karakteristik perdagangan yang terjadi antara kedua wilayah perbatasan yaitu wilayah Kabupaten Malaka dan wilayah Republik Demokratik Timor Leste yang telah lama menjalin hubungan perdagangan. Penelitian ini menggunakan deskriptif kuantitatif. Analisis data yang digunakan peneliti adalah analisis interaksi wilayah dengan Model Gravitasi yang selanjutnya diintepretasi dalam bentuk peta. Hasil akhir yang didapat dari penelitian berupa karakteristik perdagangan dengan melihat pada hasil analisis interaksi wilayah berdasarkan tujuan barang yang diekspor dan diimpor. Untuk jenis barang yang ekspor yang mengalami peningkatan pada tahun 2019 dan barang yang diimpor mengalami peningkatan pada tahun 2017, sedangkan untuk aktivitas perdagangan yang dapat meningkatkan pengembangan wilayah yaitu dengan memanfaatkan hasil dari pertanian seperti padi, jagung, dan kacang hijau. Untuk Nilai interaksi perdagangan antara kedua wilayah ini yaitu tertinggi pada tahun 2017 dan pada tahun 2020 nilai interaksi antara kedua wilyah ini mengalami penurunan yang sangat drastis.

Abstract

Transport governance has become an increasingly significant aspect of transport research. In urban areas, the institutional problems become more complex since they involve actors across administrative regions, not to mention institutional fragmentation, where actors need to have the capabilities to build good coordination between institutions. In addition, Indonesia currently has weak institutional capacity in public transportation planning and policy. This can hinder the development of effective and efficient public transportation. This paper elaborates on the complexities of public transportation planning in the Yogyakarta Urbanized Area (YUA) by unraveling the distribution of responsibilities and coordination mechanisms across governance levels. To fulfill this objective, we conduct interviews with policy-makers and stakeholders involved in public transport policy-making. Unclear roles, limited financial and human resources, and the lack of a clear institution responsible for public transport arrangements within YUA are constraints to achieving successful public transport planning in YUA. However, YUA has a typical polycentric governance system involving multiple actors in the public transport policy-making process, aggravating the coordination problem in various horizontal and vertical networks between actors.
