Abstract

Indonesia continues to face structural challenges in smart city development, as reflected in the global positioning of its major cities in the IMD Smart City Index. In 2025, Jakarta, Medan, and Makassar were ranked 103, 113, and 114, respectively, placing all three cities in the lower tier of global smart city performance. Longitudinal analysis shows a consistent decrease in ranking positions from 2020 to 2025. Jakarta improved from 81 to 103, Medan from 94 to 113, and Makassar from 90 to 114, yet all cities remain structurally constrained within low tiers of global competitiveness. This study critically examines and developing a comprehensive analytical model to capture structural and technological gaps by a comparative analysis of the IMD index, which evaluates two pillars, Structure and Technology, across five dimensions: Health and Safety, Mobility, Opportunities, Activities, and Governance. Using a comparative case study approach with secondary data analysis the findings reveal a measurable structural technological imbalance. Jakarta demonstrates relatively stronger technological performance in digital public services, smart mobility, and health technologies, but remains weak in structural domains such as environmental quality, housing affordability, and social inclusiveness. Conversely, Medan and Makassar exhibit comparatively stronger socio-environmental foundations but lag significantly in technological adoption, particularly in digital governance and smart mobility. The imbalance between structural readiness and technological capacity indicates that smart city development in Indonesia remains fragmented. These findings underscore the need for integrated development strategies that harmonize technological innovation, sustainable infrastructure, and inclusive public services to enhance the global competitiveness of Indonesian cities.

Abstract

Hak Asasi Manusia (HAM) ialah suatu hak yang melekat pada semua orang serta tertera pada Deklarasi Universal Hak Asasi Manusia (DUHAM) maupun Undang-Undang, di mana kewajiban sebuah bangsa adalah guna menjamin dan menjaga hak ini akibatnya tidak satupun pihak mampu melanggarnya. Ironisnya, data terbaru menunjukkan dominannya tingkat tindak kekerasan terhadap perempuan. Ini mengindikasikan bahwa masalah mendalam tidak ditangani dengan baik. Sebaliknya, aparat negara sudah menetapkan peraturan hukum terkait hal ini, diawali dengan memasukkan pasal-pasal HAM pada UUD 1945 hingga menyusun peraturan spesifik untuk perempuan pada hukum yang berlaku. Penelitian ini bertujuan untuk mengevaluasi perspektif hukum mengenai HAM terhadap kekerasan yang dialami perempuan berdasarkan UU yang ada. Metodologi yang diterapkan mengaplikasikan kajian pustaka (library study) serta menggunakan hukum normatif maupun penelitian hukum berbasis pustaka. Temuan dari riset ini mengindikasikan bahwa meskipun Indonesia mempunyai beberapa peraturan yang dirancang guna melindungi serta menjaga hak-hak perempuan, kendati demikian kekerasan terhadap perempuan tetap terus berlangsung hingga saat ini. Bahkan, regulasi yang ada seringkali masih dianggap mendiskriminasikan perempuan. Abstract Human Rights (HAM) are fundamental entitlements inherent to all individuals, as recognized in both the Universal Declaration of Human Rights (UDHR) and national legislation. The state bears the obligation to uphold and safeguard these rights from any form of violation. However, current statistics reveal that violence against women remains alarmingly prevalent, reflecting a persistent and unresolved issue. Despite this, the government has enacted several legal frameworks addressing the matter, from incorporating human rights provisions in the 1945 Constitution (UUD 1945) to drafting specific laws aimed at protecting women's rights. This study seeks to examine the legal perspective on the protection of women's human rights in the context of violence, using a normative legal research method supported by a library-based study. The results show that, although Indonesia has introduced various laws intended to protect and uphold women's rights, acts of violence against women still occur frequently. Moreover, some of the existing legal instruments are even viewed as discriminatory toward women.

Abstract

Abstrak Upaya meningkatkan kualitas pengasuhan yang menghormati hak dan kebutuhan anak semakin menyoroti pentingnya pendekatan gentle parenting. Gentle parenting muncul sebagai respons atas kebutuhan pengasuhan yang lebih sadar dan berpihak pada pemenuhan hak anak. Penelitian ini mengkaji peran gentle parenting dalam menjamin tumbuh kembang anak sebagai subjek hukum sejak dini, selaras dengan prinsip hak asasi manusia yang menjamin perlindungan dan penghormatan terhadap anak sebagai individu yang berhak mendapatkan perlakuan adil dan bermartabat. Melalui kajian normatif, ditemukan bahwa pola asuh tersebut mendukung perlindungan anak secara menyeluruh dengan menekankan komunikasi terbuka, konsistensi, dan kehadiran yang peka terhadap fase tumbuh kembang anak. Penerapannya di Indonesia tetap mengakomodasi nilai-nilai lokal, menyesuaikan prinsip kelembutan dan penguatan karakter secara berdampingan. Dengan demikian, gentle parenting menjadi sarana nyata untuk membangun hubungan yang adil dan bermartabat antara orang tua dan anak.   Abstract Efforts to improve the quality of parenting that respects children’s rights and needs increasingly highlight the importance of a gentle parenting approach. Gentle parenting emerged as a response to the need for more conscious parenting and in favor of fulfilling children’s rights. This study examines the role of gentle parenting in ensuring the growth and development of children as legal subjects from an early age, in line with the principles of human rights that guarantee protection and respect for children as individuals who have the right to receive fair and dignified treatment. Through normative studies, it was found that this parenting pattern supports comprehensive child protection by emphasizing open communication, consistency, and a presence that is sensitive to the child’s growth and development phase. Its implementation in Indonesia continues to accommodate local values, adjusting the principles of gentleness and strengthening character side by side. Thus, gentle parenting becomes a real means to build a fair and dignified relationship between parents and children.
