Abstract

Pelaksanaan pemilihan Ketua dari sebuah organisasi atau lembaga cenderung dilakukan dengan pemungutansuara langsung, cara yang biasa dilakukan adalah dengan membuat kertas suara yang berisi foto dan namacalon. Pemilih akan memberikan pilihan melalui kertas suara yang telah disediakan. Penghitungan perolehansuara dilakukan dengan cara menghitung suara satu persatu yang disaksikan oleh beberapa orang saksi. Padaprinsifnya cara seperti ini sudah bagus, namun ada alternatif lain yang bisa dilakukan seperti denganmenggunakan teknologi komputer.Prinsif utama pemilihan di Indonesia adalah LUBER (Langsung Umum Bebas Rahasia), dan JURDIL (Jujur dan Adil). Jika melakukan perubahan cara pemilihan maka prinsif iniharus tetap dijaga. Alternatif cara pemilihan yang dibahas pada tulisan ini adalah cara pemilihan denganmenggunakan teknologi komputer. Kelebihan cara ini ada beberapa hal diantaranya biaya yang dibutuhkanmurah, waktu perhitungan suara singkat dan panitia pemilihan sedikit. Pembuatan sistem dilakukan denganmenggunakan komputer, bahasa pemograman, data base, interface dan sensor. Tujuan pembahasan ini untukmendapatkan alternatif pemilihan yang mudah, murah dan proses hasil cepat. Hasil yang diharapkan padapenelitian ini adalah terbuatnya satu sistem alternatif pemilihan dengan menggunakan komputer.

Abstract

In the world of aviation, localizer equipment is an important piece of equipment is important in the instrument landing system. If the localizer equipment is damaged, it will disrupt the flight process that occurs at the airport. For this reason, to keep the localizer equipment in optimal condition, the technicians must always check the condition of the equipment so that it is always in good condition when it is run. If the localizer equipment is damaged, the technician must quickly where the damage to the equipment is. The process of checking the condition of the connected RS232 DB9 serial cable, and checking the voltage on the serial port on the LCP module. If the RS232 DB9 serial cable is damaged or disconnected, you must replace the RS232 cable, then when checking the voltage of the LCP module serial port, the voltage on the LCP port must match the standard, which is 8 V if the voltage drops, the LCP module must be replaced immediately.

Abstract

The main activity carried out daily for an individual to earn money is by working. Finding a job that matches our educational background is not easy. Many individuals do not know their abilities and the limited information on job vacancies is also an obstacle for applicants who want to find work. Therefore, a 'toolkit is needed that can provide recommendations on what fields of work are by the educational background in question. The hybrid approach method is to combine collaborative-filtering techniques (decision tree algorithm) and content-based (nearest neighbor algorithm). The decision tree algorithm is used to classify the fields of work while for job recommendations, the nearest neighbor algorithm is used. In the nearest neighbor, the similarity formula is used to calculate the proximity between applicants and job vacancies based on matching the existing weights and attributes. The output generated from this system is a list of job recommendations that match the applicant's educational background.

Abstract

Information and communication technology has experienced rapid development, which can be utilized in the field of education. This final project aims to design the virtualization of the Doppler VHF Omni-Directional Range (DVOR) operating procedure based on Virtual Reality (VR) as a learning medium for students of the Air Navigation Engineering Program at Medan Aviation Polytechnic. This virtualization is expected to provide a learning experience that closely approximates reality, facilitating the understanding of the DVOR concept and function, which is often difficult to explain verbally. This research employs software design and development methods, where the VR DVOR is designed using Unity 3D and the Oculus Quest VR Headset. The research results indicate that using VR as a learning medium positively affects students' understanding of the DVOR operating mechanism. Moreover, VR provides students the opportunity to perform interactive and realistic simulations of DVOR operations, which are challenging to conduct with physical equipment directly. The benefits of this research include creating innovation in practical learning methods, enhancing students' understanding of air navigation equipment, and developing better technical skills. It is hoped that the results of this final project can serve as a reference for developing other VR-based learning media in the field of air navigation.

Abstract

A good communication tool must convey information clearly and be well received by the recipient. Currently, communication between units at the Medan Aviation Polytechnic still uses the Public Switched Telephone Network (PSTN) telephone network. This communication system has disadvantages, such as high maintenance costs and dependence on cable instructors. Therefore, in this research, the author created an alternative VOIP transmission media design based on Arduino Nano dan ESP32 aimed at reducing maintenance costs and making it easy to integrate with the sophisticated and flexible technology of the PSTN. Arduino Nano dan ESP32 is used as the main controller connecting software and hardware. This type of design and development research aims to create a product and test it using functional methods to ensure this communication tool works well to convey information to the recipient. The test results show that this communication tool effectively conveys more accurate information from one unit to another. Thus, this Arduino nano dan ESP32-based communication tool can be a useful tool for providing information quickly, effectively, and efficiently.

Abstract

Medan Aviation Polytechnic is a civil service college under the auspices of the Ministry of Transportation, especially in the air dimension. Medan Aviation Polytechnic is equipped with various complete educational facilities. However, security issues arise when cadets try to exploit vulnerabilities in the area to escape the campus. The purpose of PIDS is to detect and provide early warning of infiltration attempts in the campus area. This system is designed to integrate with various technology components such as the web and telegram bots as direct notifications and warnings to security officers, thereby increasing the security of Medan Aviation Polytechnic cadets. The method used in this research is by conducting research design, tool design, providing tool components and conducting system testing when the tool as a whole has been completed. The results of this study indicate that the system runs according to the desired design, where notifications are made with documentation in the form of camera portrait images and live streaming with a USB Webcam integrated with Artificial Intelligence (AI). If there is movement detected, it will send the portrait results to Telegram and issue an alarm on the buzzer and live streaming can be accessed on the available website.

Abstract

Pajak Bumi dan Bangunan (PBB) merupakan salah satu sumber pendapatan daerah yang signifikan dalam mendukung pembangunan berkelanjutan. Namun, pengelolaan dan penagihan PBB sering kali menghadapi berbagai tantangan, termasuk keterbatasan dalam analisis data dan pengambilan keputusan yang efektif. Penelitian ini bertujuan untuk mengimplementasikan solusi Business Intelligence (BI) menggunakan Apache Superset untuk mendukung sistem pendukung keputusan terkait kebijakan penagihan PBB di Kota Tebing Tinggi. Metode penelitian ini melibatkan analisis data PBB yang mencakup target, realisasi, ketetapan, dan piutang pada berbagai tingkatan, mulai dari kecamatan hingga jenis bumi. Data tersebut diolah dan divisualisasikan menggunakan Apache Superset untuk memberikan wawasan yang lebih mendalam dan berbasis data. Hasil penelitian menunjukkan bahwa teknologi BI mampu meningkatkan efisiensi, transparansi, dan akuntabilitas dalam pengelolaan PBB. Realisasi penerimaan PBB pada tahun 2024 melampaui target dengan capaian 100,2%, yang mengindikasikan keberhasilan pendekatan berbasis data dalam mendukung kebijakan penagihan. Penelitian ini memberikan kontribusi signifikan terhadap pengembangan literatur terkait peran BI dalam sektor publik dan menawarkan solusi praktis untuk meningkatkan pengelolaan pajak di tingkat daerah. Namun, penelitian ini menyadari keterbatasan dalam kualitas data yang digunakan, sehingga penelitian lanjutan diperlukan untuk mengembangkan sistem yang lebih terintegrasi dan adaptif

Abstract

Consumer demand for fast, accurate, and precise information has accelerated the adoption of information technology (IT) as a strategic tool in this era of globalization. The implementation of IT governance in public services plays an important role in improving efficiency, productivity, and service quality, by meeting community needs effectively. This study aims to evaluate IT governance in the public service sector through the implementation of international standards such as COBIT, ITIL, and ISO/IEC 20000 which focus on risk management, information security, and service efficiency. This research method uses a qualitative approach by analyzing related frameworks and regulations, and identifying factors that support and hinder effective IT governance. The results of the study indicate that the implementation of IT governance in public services faces significant challenges, including resistance to change, limited resources, and lack of readiness to adapt to changes in community values. The success of IT governance depends on the synergy between organizational policies, information strategies, and information architecture standards applied. In addition, the ITIL-based service model that emphasizes the integration of People, Process, Products, and Partners (4P) components has proven effective in improving the quality and satisfaction of public service users. This study recommends increasing inter-agency collaboration, improving technology infrastructure, and increasing digital literacy to ensure responsive, accountable, and sustainable IT governance in the public service sector.

Abstract

The integration of IT Governance and expert system design offers transformative benefits for enhancing library user services. This research employs the COBIT 5.0 framework to align IT strategies with library objectives while developing an expert system tailored for personalized recommendations. The findings indicate that the expert system significantly improves operational efficiency, service accuracy, and user satisfaction by using user profiles to recommend relevant materials and streamline the borrowing process. Testing revealed high user satisfaction levels, with 96.6% finding the system effective and 100% confirming its efficiency. Additionally, IT Governance ensures strategic integration between technological infrastructure and service quality objectives, enabling data-driven decision-making. The study also highlights challenges, such as the need for robust data management and user training, suggesting areas for future improvement. Recommendations include incorporating machine learning to enhance system intelligence, conducting regular evaluations to maintain system relevance, and testing the scalability of this approach across various types of libraries. By integrating IT Governance with an expert system, this research sets a strong foundation for modernizing library services to better meet user expectations in the digital era.

Abstract

As we know, Diesel fuel or also called Solar is a fuel used for diesel-engined motor vehicles, which are generally used in public transportation vehicles or commercial vehicles. In addition, it is also used in diesel for industry. Solar energy is obtained from petroleum refining. In addition to being a fuel, diesel also functions as a lubricant in diesel engine components. In managing the fuel budget for companies or agencies that have high operational needs, decisions regarding the allocation of funds and fuel purchases are very important. Inefficient or unplanned fuel purchases can result in waste and reduce profitability. Therefore, an optimal decision-making system is needed at PT. Deztonindo, which can accurately predict fuel needs and adjust the budget according to the company with the right price and market demand. This study uses a literature review method with the Deep Q-Network (DQN) method. The number of samples in this study is 2559 data with 10 test data. With a reduction in idle time of up to 50%, idle fuel consumption is reduced by 18 liters, increasing efficiency from 0.88 km / liter to 1.28 km / liter, or an increase of 45.5%. After optimization, there was a decrease in average fuel consumption of 20%, which had a direct impact on saving operational costs in a year for the diesel fuel purchase budget. The existence of this decision system can overcome the obstacles to obtaining accurate results for the diesel fuel purchase budget, to minimize the level of conditions that occur
