Abstract

The current condition of the Integrated Central Market in Lhokseumawe City is highly concerning, with traders not occupying the market and parts of the building already damaged, despite the market being newly constructed under a multiyear scheme from the Lhokseumawe City regional budget starting in 2018. This study examines the management policies of the Integrated Central Market in Lhokseumawe City. The research method used is qualitative, with data sources obtained through observation, interviews, and documentation techniques. The data was analysed using descriptive analysis following the concept of Miles and Huberman with three steps of data analysis: data condensation, data display, and conclusion drawing/verification. The results of this study indicate that the management policies of the Integrated Central Market do not align with the initial planning design. The initial plan by the Lhokseumawe City government was to establish the building as a central market; however, it was later repurposed as a warehouse. The market management policies also fall short of the substance of the Minister of Trade's regulations concerning Guidelines and Development of Traditional Markets, Shopping Centres, and Modern Stores, and the absence of specific regional regulations has impeded the success of the policy. Issues such as policies deviating from the initial plans, the loss of resources and infrastructure, and a lack of communication between organisations and actors involved in carrying out their functions and duties have arisen due to an inadequate feasibility study. This has led to the market not being fully operational and being repurposed as a warehouse, when it should have been utilised for other, more productive activities that could contribute to the region, rather than becoming an abandoned or damaged building. Abstract

This study examines the impact of fiscal decentralization on regional inequality and inclusive economic growth in the context of regional autonomy. Fiscal decentralization is expected to enhance economic performance by allowing local governments to allocate resources more efficiently and respond to regional needs. However, its effectiveness in reducing inequality and promoting inclusive growth remains debatable. This research employs a quantitative approach with an explanatory design using panel data from multiple regions over a specified period. Data are collected from official government and statistical sources and analyzed using panel data regression models to assess the relationships between fiscal decentralization, regional inequality, and inclusive economic growth. The results indicate that fiscal decentralization has a positive and significant effect on inclusive economic growth, suggesting that greater fiscal autonomy supports regional economic development. However, it also has a positive impact on regional inequality, indicating that decentralization may widen disparities among regions. Furthermore, regional inequality is found to have a negative effect on inclusive economic growth, highlighting the importance of equitable development. In conclusion, fiscal decentralization can promote economic growth but does not automatically ensure inclusivity. Effective policy design, strong governance, and balanced fiscal capacity are essential to minimize inequality and achieve sustainable inclusive economic growth.

Abstract

A safe and inclusive learning environment is an important factor in supporting the educational process. However, various forms of bullying behavior, such as teasing, giving negative nicknames, and social exclusion, are still found in schools and may hinder the creation of a comfortable and child-friendly learning environment. This community service activity aimed to improve students’ understanding of bullying and its impacts, as well as to instill the values of mutual respect as an effort to create a safe and inclusive learning environment. The activity was conducted at SD Negeri 2 Muara Batu, Aceh Utara Regency, through the XXXVIII Community Service and Empowerment Program (KKN-PPM) of Malikussaleh University in 2026. The methods used were educational and participatory approaches implemented through preparation, implementation, and evaluation stages. The activities were carried out through socialization sessions, discussions, question-and-answer sessions, simulations, and educational games. The results showed an improvement in students’ understanding of the forms, causes, and impacts of bullying, including verbal, physical, and social bullying. In addition, students demonstrated more positive attitudes, such as increased awareness of respecting differences, treating peers with respect, reducing teasing behavior, and developing empathy and concern for others. The activity also received positive responses from the school, as it was considered supportive of character education and the creation of a more conducive learning atmosphere. Therefore, anti-bullying education through educational and participatory approaches can serve as an effective strategy for creating a safe, comfortable, and inclusive learning environment for elementary school students.
