Abstract

Permasalahan under-development di desa telah menghadirkan berbagai permasalahan yang kompleks. Lebih dari setengah penduduk memilih tinggal pada daerah perkotaan dan meninggalkan daerah pedesaan. Dominasi penduduk pada daerah perkotaan akan menyebabkan hadirnya berbagai permasalahan baru. Sehingga diperlukan penuntasan masalah dari akarnya yakni melalui adanya pembangunan pada daerah pedesaan menuju desa mandiri. Penelitian ini akan memberikan gambaran mengenai bagaimana Kebijakan Pengelolaan Dana Desa di Desa Raya Berastagi sehingga desa dapat meningkatkan statusnya menjadi desa mandiri dengan memanfaatkan potensi yang dimiliki untuk membuat masyarakat desa dapat bertahan dan tinggal dengan layak di desa. Penelitian ini menggunakan metode kualitatif deskriptif dengan sumber data yang diperoleh melalui data primer dan data sekunder. Berdasarkan temuan lapangan yang diperoleh, desa Raya telah berhasil melakukan pengembangan pembangunan desa melalui lahirnya BUM Desa Raya Arih Ersada dengan memanfaatkan potensi pertanian bunga yang dimiliki oleh Desa Raya Beratagi.

Abstract

The centralized management of waste from Jakarta at the Bantargebang Integrated Waste Management Site (TPST) in Bekasi City has an impact on the environment and communities in the Bantargebang District. The DKI Jakarta Provincial Government has made local regulations on waste management but has not yet contributed optimally to the quality of life of affected communities. This study aims to analyze the implementation of Jakarta's waste management policy at TPST Bantargebang. The method used is a document study, which examines regional regulations on waste management, using triangle analysis. The results of the content analysis of Jakarta's waste management policy have changed, but it has not been identified between the people of Jakarta and the affected communities. The interaction of the actors is characterized by the synergy of the DKI Jakarta Provincial Government and Bekasi City Government, as well as the community as compensation recipients. The distribution of compensation is influenced by four contexts: situational, structural, cultural, and international. Researchers recommend a review of waste management policies and regulations by classifying community typologies so that the regulation of rights and obligations is clearer, and the sacrifice and treatment of the rights of affected communities are equal.

Abstract

Indonesia continues to face challenges in poverty alleviation, with extreme poverty still prevalent in the country. Despite having a social protection system aimed at reducing poverty and cushioning the poor and vulnerable from crises, its implementation often encounters difficulties, particularly in obtaining valid and verified data sources. This study explores how the development of the Village Information System (SID) can contribute to poverty alleviation in Rarang Selatan Village, West Nusa Tenggara Province (NTB). When SID was introduced in 2016, Rarang Selatan was a newly established village classified as underdeveloped. By 2022, the village had progressed to the category of an independent village. This research employs a qualitative method with a descriptive design, gathering data through document studies, observations, and in-depth interviews. Informants include Rarang Selatan Village officials and several related Regional Apparatus Organizations, as well as community of Rarang Selatan. All interviews were conducted face-to-face at the respective locations of the informants. The findings reveal that SID assists the village in managing population data and ensuring that all residents have necessary civil documents. SID also supports village planning and budgeting, including the distribution of aid and improving service efficiency. However, despite achieving independent village status, many people in this village are reluctant to relinquish their poverty status to continue receiving various government social assistance programs.

Abstract

On the occasion of the Government Bureaucracy Reform implementation, especially the 7th program, Performance Accountability Strengthening, ministries and institutions (K/L) of the government continue to work to build a better performance management system. Recently, in the democratization and globalization era, the measurement of organization performance is an urgent task for a good government. Thus, a modern performance management is needed to provide transparency on performance accountability through a government performance management system mandated in the governance reform. Performance management is the process of developing shared understanding of (1) what will be achieved, (2) how to achieve the performance, and (3) what approach to improve performance achievement. Performance Accountability of Government Institution System (SAKIP) is a reform model to realize the good governance from the issuance of the MPR Decree XI/1998 and Law No. 28/1999 concerning clean and free of corruption state through the principles of good state administration (Law No. 28/1999), one of which is accountability. The Balanced Scorecard (BSC) with four perspectives is a highly effective method of measuring and managing performance to enhance accountability (the seventh principle) through the integration of government planning and budgeting systems, at the central, provincial and municipal levels. In addition, BSC is integrated between internal levels of government organizations from the vision of the government organization's mission as well as Strategic Objectives (SS) and the Key Performance Indicators (IKU). Furthermore, BSC with the cascade and alignment methods can be used as a tool to improve the organizational structure and functions. This study focuses on the measurement of accountability and improving the performance of government organizations in achieving the social impacts of development outcomes. The statistical test results of the significance outcomes of the MMAF (Ministry of Marine Affairs and Fisheries) based on the maximum standard of the accountability value as defined by the Ministry of Administrative and Bureaucratic Reform, is an average of above 0.5 (95%), while the achievement of organizational performance with the BSC stakeholders perspective is 132.51% (2015), 118.3% (2016), and 99.05% (2017).

Abstract

The development of the education sector in Papua Province continues to face structural, cultural, and geographical challenges. In response, the Government of Indonesia established the Steering Agency for the Acceleration of Special Autonomy Development in Papua (BP3OKP) as a strategic institution tasked with coordinating development planning under the framework of Special Autonomy. This study aims to analyze the role of BP3OKP in coordinating the planning of the “Papua Cerdas” mission, as outlined in the 2022–2041 Master Plan for the Acceleration of Papua Development (RIPPP). Using a descriptive qualitative approach, data were collected through in-depth interviews, field observations, and document analysis. The analysis applies the Result-Based Management (RBM) framework, particularly the Setting the Vision stage. The findings reveal that BP3OKP plays a pivotal role in aligning national policy directions with local needs through cross-sectoral collaboration involving regional governments, customary institutions, educational foundations, and national ministries. Despite having a strong legal mandate and institutional foundation, challenges remain in inter-agency coordination and the optimal utilization of Special Autonomy Funds for priority education programs. This study recommends strengthening institutional capacity and refining coordination mechanisms as key strategies to accelerate the inclusive and sustainable realization of the “Papua Cerdas” mission.

Abstract

One of the efforts to reduce poverty and improve community welfare is through entrepreneurship. Village owned enterprises (BUMDes) are one of the places for entrepreneurial learning for rural communities. Likewise, what happened at BUMDes Serang Makmur Sejahtera in Serang Village, Karangreja District, Purbalingga Regency. The research objective is to gather information about the function of BUMDes in improving the welfare of the community in rural areas. This article uses a qualitative research method with a descriptive type. Data were collected by observation and in-depth interviews with BUMDes managers, village officials, and village communities. Based on this research, it is found that the existence of village-owned enterprises (BUMDes) Serang Makmur Sejahtera has a function of public welfare, namely in the community economy, employment, education, health and recreation directly to improving public public services such as health services and improving village infrastructure. Recommendations from this study are to improve BUMDes business units that are environmentally based, provide social security to BUMDes managers and employees, and improve the capabilities and skills of BUMDes managers and employees.

Abstract

The COVID-19 pandemic has presented various problems and also has an impact on business actors, especially those engaged in the Micro, Small and Medium Enterprises (MSME) sector. They complained about the decline in sales, purchases, and even venture capital. The decline in MSME productivity, in a decrease in the Gross Domestic Product (GDP) in the regions, as well as the Human Development Index (IPM). Therefore, this study seeks to examine changes in MSME empowerment policies during the COVID-19 pandemic, in order to increase the competitiveness of business actors in Cianjur Regency. This study uses a qualitative approach with data collection through in-depth interviews, observation, and documentation studies. The data analysis technique was carried out through three stages, namely open coding, axial coding and selective coding. Research informants came from a) Department of Cooperatives, MSMEs, Trade and Industry of Cianjur Regency; b) Center for Integrated Services of SMEsCo in Cianjur Regency; c) Directorate of Domestic Trade, Ministry of Trade of the Republic of Indonesia; and d) SMEs in Cianjur Regency. The results of the study indicate that there are three aspects of MSME empowerment policies carried out by the Cianjur Regency Government, namely; a) Marketing, with a focus on online marketing through the creation of e-catalog and e-commerce applications in Cianjur Regency, as well as offline marketing through the application of Cianjur local government regulations and product diversification programs; b) Capital, which focuses on facilitating access to payments, and a revolving fund program with 0% interest.

Abstract

This research paper examines the implementation of Creating Shared Value (CSV) at PT Pegadaian (Persero) through its Alamanda Sejahtera Waste Bank Assistance Program in Bekasi City. The study aims to describe the program formulation and implementation of CSV in the waste bank assistance program. CSV, proposed by Michael Porter and Mark Kramer in 2011, emphasizes The importance of creating shared value between companies and society. This concept gives a win-win Solution where companies can achieve their business goals while providing benefits to the community and the environment. The approach and type of research used in this study is a qualitative research with a descriptive approach. The research focuses on PT Pegadaian (Persero), a state-owned financial company that has successfully reduced non-organic waste by 3,600 tons from 2018 to 2022 through its waste bank assistance program. The research contributes to the understanding of CSV implementation in the Indonesian context, focusing on PT Pegadaian (Persero)'s waste bank assistance program. Through this program, the company has not only made a positive impact on the environment by reducing non-organic waste but also created shared value by involving waste bank managers as Pegadaian agents. The findings shed light on the benefits of integrating financial services with waste management initiatives, demonstrating how companies can achieve their business goals while contributing to societal well-being. This research serves as a valuable reference for other financial institutions and organizations interested in implementing CSV and promoting sustainable practices in their operations.
