Abstract

This research discusses the role of the oil palm joined farmer groups in the implementation of People’s Oil Palm Rejuvenation program (PSR). The PSR program is a program designed by the government to assist oil palm farmers in increasing the productivity of oil palm farmers and supporting Sustainable Rural Development which impacts on improving the welfare of oil palm farmers. In the PSR program, the role of oil palm farmer groups is very important, as they are the grant beneficiaries and managers, so that the success or failure of the program also depends on the farmer groups. In this study, the role of farmer groups will be analyzed in terms of decision making, Human Resources (HR) mobilization and management, communication and coordination, and mediation of problems. This study used a qualitative method with a purposive sampling method. The result of this research is in terms of decision making to follow PSR program, the head of the farmer group must convince the oil palm farmers if the program can run well. During the implementation of the PSR program, communication and coordination between Gapoktan and the agriculture agency went well, where extension workers played an important role in liaising communication between farmer groups and the agriculture agency, but there was a slight miscommunication with the partnership namely regarding the making of the RAB (Draft Budget) and implementation in the field. In HR mobilization and management, the farmers' lack of knowledge has resulted in non-optimal administrative management. The PSR program is also not separated from problems so that there is a need for problem mediation, namely at stage three where farmer groups will no longer use partnerships because they are already experienced, so they can manage the grant independently. This research suggests that institutional strengthening is needed so that farmers can be independent farmers who can run their own programs and there is a need for clear main duties and functions from each stakeholders of the PSR program.

Abstract

The Maritime Axis proclaimed by the Jokowi-JK Government should make the coast and small islands the front yard of Indonesia. however, the condition that occurs is that the small islands in Indonesia are almost virtually untouched in terms of development because the country is focused on the land areas of the densely populated large islands. This condition can be seen from the small island community services that are far from the standards in the health sector, education, transportation, and aspects related to community needs. So far, the country's attention to small islands is under the umbrella of Law Number 1 of 2014, revised from Law Number 27 of 2007 concerning Management of Coastal Areas and Small Islands. The policy was also deemed to be unable to accommodate the needs of the small island. Currently in Indonesia has many laws and regulations governing management related to the management of coastal areas and small islands. But in reality these laws and regulations are not implemented much. This is caused by weak law enforcement, sectoral egoism and weak coordination between sectors. In managing small islands, there is often a lot of debate in terms of economic, geopolitical, and even socio-cultural. This difference in perspective leads to interventions that actually harm the island community. This happened in the Zoning Plan for Coastal Areas and Small Islands (RZWP3K) which is being prepared by the Provincial Government of DKI. One of the areas affected by the implementation of the RZWP3K is Pari Island, the Thousand Islands cluster will become a tourism island. Meanwhile, more than 300 households in Pari Island work as fishermen. The majority of this research is a study that uses a qualitative approach, with descriptive research type. The results of this study indicate that policy implementation through RZWP3K does not necessarily address the problem of space on small islands, because there are inconsistencies and uncertainty from the central and regional governments to manage and utilize coastal areas and small islands.

Abstract

On the occasion of the Government Bureaucracy Reform implementation, especially the 7th program, Performance Accountability Strengthening, ministries and institutions (K/L) of the government continue to work to build a better performance management system. Recently, in the democratization and globalization era, the measurement of organization performance is an urgent task for a good government. Thus, a modern performance management is needed to provide transparency on performance accountability through a government performance management system mandated in the governance reform. Performance management is the process of developing shared understanding of (1) what will be achieved, (2) how to achieve the performance, and (3) what approach to improve performance achievement. Performance Accountability of Government Institution System (SAKIP) is a reform model to realize the good governance from the issuance of the MPR Decree XI/1998 and Law No. 28/1999 concerning clean and free of corruption state through the principles of good state administration (Law No. 28/1999), one of which is accountability. The Balanced Scorecard (BSC) with four perspectives is a highly effective method of measuring and managing performance to enhance accountability (the seventh principle) through the integration of government planning and budgeting systems, at the central, provincial and municipal levels. In addition, BSC is integrated between internal levels of government organizations from the vision of the government organization's mission as well as Strategic Objectives (SS) and the Key Performance Indicators (IKU). Furthermore, BSC with the cascade and alignment methods can be used as a tool to improve the organizational structure and functions. This study focuses on the measurement of accountability and improving the performance of government organizations in achieving the social impacts of development outcomes. The statistical test results of the significance outcomes of the MMAF (Ministry of Marine Affairs and Fisheries) based on the maximum standard of the accountability value as defined by the Ministry of Administrative and Bureaucratic Reform, is an average of above 0.5 (95%), while the achievement of organizational performance with the BSC stakeholders perspective is 132.51% (2015), 118.3% (2016), and 99.05% (2017).

Abstract

AbstractThe study in this research focuses on describing civic engagement or the involvement of citizens from the business world on government policies in handling Covid-19 in the form of CSR programs. The theme was raised based on the importance of their involvement in the realization of government policies related to handling Covid-19. An important level in this research is Bank Mandiri's civic engagement in the Covid-19 CSR program at the RSJPDHK. The role of civic engagement is necessary apart from being an obligation of every citizen as well as the success of a program. This research method uses a qualitative approach with a descriptive type of research. The informant selection technique in this study used non-probability sampling. The results of the research show that Bank Mandiri has implemented civic engagement in the form of CSR Covid-19 in the Non-Program CSR category of Bank Mandiri during the Covid-19 pandemic, only from the point of view of civic engagement it has not fully met the objectives of civic engagement because the CSR provided is not sustainable. .

Abstract

Studi dalam penelitian ini fokus mendekripsikan civic engagement atau keterlibatan warga negara dari dunia usaha terhadap kebijakan pemerintah dalam penanganan Covid-19 dalam wujud program CSR. Tema tesebut diangkat didasari oleh pentingnya keterlibatan mereka dalam rangka terwujudnya kebijakan pemerintah terkait penanganan Covid-19. Tingkat penting dalam penelitian ini adalah civic engagement Bank Mandiri dalam program CSR Covid-19 di RSJPDHK. Peran civic engagement begitu diperlukan selain sebagai kewajiban setiap warga negara juga sebagai keberhasilannya sebuah program. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Teknik pemilihan informan dalam penelitian ini menggunakan non-probability sampling. Hasil penelitian yang didapat bahwa Bank Mandiri telah mengimplementasikan civic engagement dalam wujud CSR Covid -19 kategori CSR Non Program Bank Mandiri pada masa pandemic Covid-19 hanya saja dari sudut pandang civic engagement belum sepenuhnya memenuhi tujuan dari civic engagement karena CSR yang diberikan belum bersifat berkelanjutan.

Abstract

This study evaluates the determinants and impacts of trust toward awqf institutions. We extend previous studies by examining the determining role of religiosity and knowledge on trust towards awqf institutions, in addition to the role of reputation and integrity. Our study differs from the previous studies as we incorporate the intergenerational analysis of 658 experienced and inexperienced Indonesian waqf donors by employing the PLS-SEM method. Our findings suggest that religiosity and knowledge significantly influence trust toward awqf institutions. However, the impact differs across generations X, Y, and Z. While the direct impacts of religiosity and knowledge on the intention to do cash waqf are insignificant for certain generations, the variables significantly impact the intention of all generations when moderated by the trust. Therefore, our primary implication is for awqf institutions to know their customers better and offer more trust-enhancing programs for the inexperienced younger generations.JEL Classification: Z12, L31How to Cite:Haidlir, B. Abstract

ackground: Maternity protection gives women the right to carry out their biological roles, including breastfeeding their children to improve the health of newborn children so that a healthy generation will grow up which is an asset of the nation, while female workers/laborers can continue to contribute to economic growth. Aim: The purpose of this study is to describe and analyze the implementation of social protection policies for the fulfillment of maternity rights of female workers in PT. X in South Tangerang City, Indonesia. Method: This research uses a qualitative approach with a descriptive method. The technique of taking research informants used purposive sampling techniques. The data analysis of this study starts from (1) collecting, selecting and compiling data, (2) providing emotional records and selecting data, (3) organizing and reducing data, (4) coding processes to describe settings, people, categories and themes analyzed, and (5) interpreting or interpreting data. Findings: The protection provided is no different from that of male workers, only with a special type of health service for women during pregnancy to childbirth. This budget for social protection is a corporate obligation and is handledjointly between the company and workers as stipulated in the BPJS Law. In addition to insurance, there is also social protection in the form of social assistance for workers, including scholarship assistance for children of outstanding workers, financial assistance for grief if the worker and his family members die, a one-year Umrah program for 2 selected people whose costs are fully borne by the employer.

Abstract

Background: East Jakarta City experienced the largest increase in the number of students in DKI Jakarta Province. The large number of students participating was followed by the many problems experienced by students such as the cost of transportation expenses for students. The DKI Jakarta Provincial Government issued a Jak Lingko transportation service policy as one of the steps to solving the problem. Aim: The focus of the research is to describe and analyze the implementation of the Jak Lingko transportation policy for the welfare of students in the City of East Jakarta as a form of supporting mobility. Method: This research approach is qualitative with descriptive research type. Interviews were conducted with 15 informants using a purposive sampling technique. Findings: The results of the study show that there are aspects of social welfare policy in the implementation of the Jak Lingko transportation policy that have fulfilled the basic Jak Lingko subsidy policy for students, the type of subsidy of the Jak Lingko subsidy policy, the process of distributing the Jak Lingko subsidy policy for students,  and the funding system in accordance with Jak Lingko subsidy policy for students. There are obstacles in the implementation of the Jak Lingko transportation policy for students, namely the timeliness of the arrival of the Jak Lingko fleet has not been achieved.

Abstract

Indonesia experienced a significant increase in the labor force with a percentage reaching 69.30% of the total working age population. This condition is a demographic bonus that must be managed by Indonesia. For this reason, the government is trying to improve the investment climate through the Labor Market Flexicurity approach. However, this approach must be balanced with an Active Labor Market Policy that can boost the competitiveness of the Indonesian workforce. The focus of this research is to describe and analyze the development of Active Labor Market Policy in Indonesia. The approach taken in this research is a qualitative approach using a descriptive research type. Data collection techniques were carried out by means of documentation studies, observations, and interviews with 17 people through purposive sampling. The results of the research show that the development of the implementation of the Active Labor Market Policy needs to be supported by a reliable Labor Market Information System. The priority programs for the Active Labor Market in Indonesia include providing government assistance programs, vocational training programs, providing assistance to job seekers to fostering industrial relations and labor inspection. The target group of the Active Labor Market Policy in Indonesia so far has targeted youth, women and persons with disabilities. Meanwhile, the strategy implemented in Indonesia is based on a demand approach, phasing, involving stakeholders and using technology. The implementation of the Active Labor Market Policy in Indonesia still encounters several obstacles, so that it is not enough to say it is optimally active.

Abstract

Tujuan penelitian ini untuk mengevaluasi dampak dan efektivitas kerja sama antara Baznas Jakarta dan perusahaan dalam mendukung program kesejahteraan "Semua Bisa Makan" serta menganalisis kontribusi konkret yang diberikan terhadap efisiensi distribusi bantuan pangan dan kesejahteraan masyarakat penerima manfaat. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Teknik pengumpulan data dalam penelitian ini melalui observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan dua jenis data, yaitu data primer dan data sekunder. Teknik analisis data dalam penelitian ini dilakukan dalam dua tingkat, yakni (1) prosedur umum analisis data seperti transkripsi dan pemberian kode; dan (2) analisis tahapan-tahapan yang terkait dengan desain kualitatif spesifik. Hasil penelitian menunjukkan keberhasilan dalam menciptakan dampak positif baik bagi penerima manfaat maupun citra positif perusahaan. Kerjasama ini tidak hanya mengoptimalkan pendistribusian bantuan, tetapi juga meningkatkan keterlibatan aktif perusahaan dalam tanggung jawab sosial. Simpulan ini menegaskan pentingnya kerja sama sektor publik dan swasta dalam mendukung program-program kesejahteraan, menyoroti potensi besar untuk memberikan solusi berkelanjutan terhadap isu-isu kemanusiaan dan keberlanjutan sosial.
