Abstract

The purpose of this study is to analyze the Management of the Children in the Tourism Area of the Children in the Tribe and to find out the obstacles in the management of the Children in the Tourism Area in the Bukit Duabelas National Park, the Sorolangun Regency, the Jambi Regency. The theory uses the opinion of Cox (1985) in Pitana (2009) on tourism management must pay attention to principles such as Development, Preservation, Development, Service and Regulation / legal certainty. The research method uses a descriptive qualitative approach. This research was carried out in the settlement of the Children of the Tribe in the Sorolangun Regency, Jambi Province. Data collection uses observation, interviews (FGD), and Documentation / Similar Research. The results of research on the management of the Suku Anak Dalam tourism area (SAD) have provided comfort to visitors without disturbing or disturbing the ecosystem or the authenticity of the tourist attractions. With the existence of this educational tourism management will increase the original income of the region in the field of tourism. This must be maintained so that later other tourism objects will emerge. It's just that there is a need for a regional regulation for the development of special tourism areas for children in the tribe so that treatment can be felt directly to the community.

Abstract

Actor network is a collaboration that emphasizes the relationship or interaction between actors involved in a particular public affair to make the public affairs successful, it is very dependent on coordination between actors in finding a middle way to achieve common goals. The network of actors is very important and urgent in accelerating the implementation of the land registration acceleration program at the National Land Agency of Semarang City. Based on the Actor Network Theory (ANT) theory proposed by Bruno Latour in 1987, it has been used in various fields of knowledge, including the social field, with the concept of consensus building which was initiated where stakeholders interact, negotiate and have tolerance as the basis and used in this study to describe the model. network of actors in accelerating land registration as a form of public service. This study aims to identify and analyze the role of actors, as well as the network model of actors in the complete systematic land registration acceleration program in the city of Semarang. This study uses a qualitative descriptive method and the key instrument is the researcher (the researcher is the key informant). The results of this study indicate that the Semarang City Land Office is the main actor and acts as a mouthpiece for implementing policies, facilitators and coordinators. This study examines the development of policies for accelerating land registration in Indonesia in relation to network relationships between actors who influence policies in this field.

Abstract

Land is an important and inherent element in human life because most of life depends on the soil. The need for land registration is very important in order to secure land rights owned by someone as well as to realize the orderly administration of land in Indonesia. Efforts to accelerate the implementation of land certification have been carried out since the issuance of the LoGA in 1960 through various programs, but until 2016 only 40.07% registered land. These conditions encourage the government to create a Systematic Complete Land Registration (PTSL) policy to accelerate land registration in Indonesia, especially in Semarang Regency. The research method used is a mixture (mixed methods) to answer the research objectives, namely knowing the effectiveness of policy implementation. The theory of policy implementation used in this study tries to explore the driving and inhibiting factors of PTSL policy implementation in Semarang Regency. The results showed that the implementation of the PTSL policy in Semarang District was quite effective but there were still obstacles, namely the socio-economic conditions of the community, limited implementation of human resources, and no pre-certification budget allocation. Recommendations as a step for the government to do are continuing counseling to increase public awareness about the importance of land certificates, realignment and equitable implementation of the workload of implementers, and the allocation of pre-certification budget for weak economy communities.

Abstract

This study aims to examine the best practice of public service innovation "Poverty Laboratory" as an effective and efficient way of completing an activity with a specific, repeatable and useful procedure to implement. Based on the best practice proxies offered by Prasojo in 2007, namely impact, partnership, sustainability, leadership, and transferability to other areas, the research used a descriptive qualitative approach. This research was conducted in Pekalongan Regency. Collecting data using interviews, observation and documentation. The results of the study found that the Poverty Laboratory had met the best practice criteria. With the Poverty Laboratory two of the three model villages have left the category of red villages. The Poverty Laboratory won the award for TOP 45 Innovation in the 2020 National Level Public Service Innovation Competition or better known as SINOVIK. Pekalongan District Government must maintain these achievements, however, in its implementation, a Poverty Laboratory Development Technical Guideline should be prepared which contains, among other things, the details of the amount of funds needed in each model village and what forms of village government support in this program.

Abstract

This article aims to investigate the effect of service quality on visitor satisfaction in hot spring tourism areas. The concept of Servqual Parasuraman (quality of service) in 1998 was applied with aspects of responsiveness, reliability, empathy, assurance, and tangibles. This quantitative research was conducted at the Suban Hot Spring Baths, Rejang Lebong Regency. For primary data, the survey method was conducted on 100 respondents from 501 visitors to the Suban Hot Springs Bath in April 2021. Respondents were determined through accidental sampling technique. The survey method uses a closed questionnaire instrument on a Likert scale of 1-5. Secondary data sourced from the official web documentation of the Rejang Lebong Regency Tourism Office. Data analysis using SPSS 16 program with the hypothesis tested using the product moment by looking at the normality and linearity tests. The results of the study found that there was a significant influence between service quality and visitor satisfaction. Almost all aspects tested are significant with a value of <0.50. Of the five tested aspects, the highest score was in the empathy aspect of 16.89 percent and the lowest score was in the reliability aspect, which was 1.99 percent. Overall all aspects studied are significant to visitor satisfaction. Therefore, the high quality of service is directly proportional to the high visitor satisfaction.

Abstract

This study focuses on the Implementation of Livestock Control in the District of Pante-Makassar, Oe-Cusse, Timor Leste, this study aims to analyze the extent to which the Implementation of Livestock Control Policies in the District of Pante-Makassar, Oe-Cusse, Timor Leste, and the supporting and inhibiting factors of implementation Policy. The methodology used in this paper is a descriptive qualitative method. This research uses selected informants by purposive sampling. There are 10 informants in this research. The method used in gathering information is observation, interviews and documentation. The results of the study indicate that human resources and financial resources, when viewed from these two resources, it can be concluded that there is a lack of human resources and financial resources that are still minimal so that it can affect the implementation of livestock management policies. In the disposition there is a consensus between policy makers and policy implementers. The organizational structure of livestock control has been established and has carried out its duties but in its implementation it has not been as expected in accordance with the government decree that has been set. the government needs to pay attention to financial resources and human resources so that before implementing policies. It is necessary to conduct socialization to livestock owners before the policy is implemented.

Abstract

This research focuses on the Implementation of Administrative Decentralization Policy in the Pante Makassar Sub-District, Oe-Cusse Ambeno Special Administrative Region. This study aims to analyze the implementation of the administrative decentralization policy in the Pante-Makassar sub-district, the Special Administrative Region of Oe-Cusse Ambeno, Timor Leste and the factors that influence the implementation of the administrative decentralization policy. The approach used by the researcher is to use a qualitative approach or method with the research location in the Pante Makassar Sub-District Government, Oe-Cusse Ambeno Special Administrative Region. Primary data is obtained by conducting direct research on the object of research using observation, interview or interview data collection techniques. Secondary data is obtained through literature study to collect data through books, regulations, and documents that are relevant to the research. The respondents of this study were the entire community of the Pante Makassar District as the target of the implementation of Administrative decentralization. Accidental sampling technique. The results showed that the implementation of the Administrative Decentralization Policy showed that the people of the Pante Makassar Sub-district participated in decision making. The community also participates in the implementation of the decentralization policy, the people of the Sub-district of Pante Makassar also take advantage of the results of the implementation of the decentralization policy, but in evaluating the policy, the community does not participate in evaluating the policies that have been implemented.

Abstract

Changes in the management of human resources of the State Civil Apparatus (ASN) demand a policy based on the Merit system, namely the selection of the quality of the State Civil Apparatus (ASN) who has qualifications, competence and performance. This is particularly so in the appointment and filling of functional positions. However, in its implementation the merit system has not been implemented thoroughly due to employee competencies that are not in accordance with the requirements. Therefore, it is important to revitalize the merit system to rearrange employees according to their duties and functions, especially in functional positions. This research focuses on the revitalization of the Merit system in the appointment of functional positions to government employees. This study refers to Stahl's (1962) theory of merit systems by comparing qualifications, competencies and achievements that affect human resource selection. With a qualitative approach, this research was conducted in the Civil Service Agency of Central Java Province. Primary data collection is carried out through in-depth interviews and observation techniques, in addition to secondary data through archives and documentaries. The results showed that; (i) the process of filling and appointing Functional Positions is in accordance with the principles of the merit system, namely in accordance with the qualifications, competencies and formations required by the organization and the required job description assignments; . (ii) there is inpassing functional positions originating from administrative positions, especially those from executive positions and supervisory positions. This study concludes that the Merit Revitalization system in the Appointment and distribution of Functional Positions in the Central Java Regional Civil Service Agency has been implemented according to qualifications, competencies and formations. Research suggests (i) distribution of filling and appointment of functional positions to fill all areas or parts (ii) of tethering functional allowances for functional positions.

Abstract

Community development is an effort to improve the standard of living and quality of life of the community. The Wawasan Village Movement Program is a program that focuses on the development of rural human development towards a village that is more advanced, attractive and profitable. Even though in its implementation, community development is running smoothly and successfully. However, post-success needs to be maintained and sustainable. This article focuses on problems and challenges in the context of rural community development through the Wawasan Village Movement program. This article takes a case study in the Village of Shadow Keningau, Sabah Malaysia. Data collection was carried out through in-depth interviews, focus group discussions and observations. As well as documentation of published and unpublished materials. The article found several important facilitators who became problems and challenges after the successful implementation of the Village Movement Movement program in Keningau Shadow Village. This includes; (i) no further action from the government after the success; (ii) difficulty maintaining existing committees; (iii) idle and using assets for a long time; (iv loosening of social ties. In short, after the success of the government, it is necessary to give encouragement and encouragement to the Desa Bayangan community by making this village a model village. In addition, taking community members as facilitators in fostering other Wawasan Village Movement villages that are being fostered.

Abstract

The presence of a leader in the Indonesian bureaucratic arena is of significant importance to patrimonial society. As a result, the Indonesian bureaucracy's character is more concerned with the interests of the elite than the people. This was also influenced by the bureaucratic model of colonial and the kingdom. When reformation struck Indonesia in 1998, the character of the Indonesian bureaucracy was no longer suitable with the demands of people in the post-reform era. This study examines the presence of a figure from merchants in the arena of the Indonesian public bureaucracy i.e the Mayor of Yogyakarta. In the midst of lack of leaders serving the people, this figure has drastically changed the context of public service with the idea of "power as a political endowment". This condition is contrary to the culture of the people of Yogyakarta City which are patrimonialism, especially with the existing of Mataram kingdom. This paper applies the bureaucratic reform approach from the top. The results of the study show that  power as a political endowment idea by the mayor of Yogyakarta has changed the style of the bureaucracy which the leader becoming a public servant. Consequently, public services are excellent,  and the local government achieve awards from the central government. In conclusion, changes in the Indonesian bureaucracy can occur with a change approach that was initiated directly by leaders from the top. In fact, strengthening the bureaucratic system is necessary so that bureaucratic changes do not merely depend on the presence of a leader, but it is  rose from an integrated and planned system.
