Abstract

This article focuses on the evaluation of regional spatial planning policies, namely the Regional Regulation of the City of Semarang Number 14 of 2011 concerning the 2011-2031 Regional Spatial Plan, particularly regarding the spatial structure and spatial patterns in the Gunungpati District. Because the issue of spatial planning has caused various environmental problems in urban areas. This article refers to the Regulation of the Minister of Agrarian and Spatial Planning Number 9 of 2017 concerning Guidelines for Monitoring and Evaluation of Spatial Use, using a literature study methodology approach. The results show that the spatial structure determination in Gunungpati District needs to be changed because of the emergence of settlements that are on quite /very sloping slopes. As a result, Gunungpati District as a conservation area, water catchment, and green catchment as well as protecting the area below has changed. Meanwhile, the network of facilities and infrastructure as well as green open space in Gunungpati District has met the requirements of the RTRW for Semarang City. Based on the above considerations, a concrete policy is needed in maintaining the function of the Gunungpati District, so that it can protect the ecosystem in its area. Besides the importance of providing education to the public regarding sustainable urban development, to create complex environmental preservation, this article contributes to the field of public management and a collaborative governance policy model that is directly implemented in the city of Semarang.

Abstract

Flood is a frequent disaster in Indonesia, so it is an important public administration problem to overcome. This study aims to determine the flood disaster mitigation policy in Lamongan Regency. By knowing and analyzing this flood disaster mitigation policy, alternative policies are prepared that can be recommendations for the Lamongan Regency Government, especially the Regional Disaster Management Agency. Determination of policy alternatives uses 5 (five) stages in policy analysis according to Brigman & Davis, namely formulating problems in policy, determining goals and objectives, determining policy parameters, seeking policy alternatives, and deciding alternative options. The purpose of this study is to formulate and determine the best policy alternatives to overcome problems in the implementation of flood disaster mitigation in the Lamongan Regency. The research method is carried out by analyzing data through supporting documents, journals, books, and other references. The study results indicate that current policy problems have not led to flood disaster mitigation, but rather 'wait' until the flood disaster occurs, then the Government and BPBD Lamongan Regency only act by assisting flood victims. The proposed alternative policy is the prevention, handling, and recovery of flood disaster mitigation in the Lamongan Regency area with community participation.

Abstract

Road Traffic and Transportation as part of the national transportation system must develop its potential and role to realize security, safety, order and smooth traffic in order to support economic development and regional development. Road users in general, still do not fully comply with the regulations that have been set. However, the purpose of this regulation is to prevent unwanted things from happening. The enactment of Law Number 22 of 2009 concerning Road Traffic and Transportation replacing the old Law Number 14 of 1992, has brought about important changes in the way of life of road traffic in Indonesia. With the formulation of the problem, how is the role of the Lamandau Regency Transportation Service as a Stakeholder and how to implement zero overloading of freight transport in Lamandau Regency. This study was conducted to analyze the role of the Lamandau Regency Transportation Service as a stakeholder and presumably to describe zero overloading of freight transport in Lamandau Regency. The descriptive qualitative research method used in this study was intended to obtain information about zero overloading of freight transport in Lamandau Regency.

Abstract

The COVID-19 pandemic has resulted in demands for the provision of public services by minimizing face-to-face services. BKIPM Semarang in its efforts to provide good public services to the community continues to strive for innovation. One of the innovations created by BKIPM is the KAU DARANG (Fish Quarantine is for You Now) innovation. This innovation is a public service innovation where people can get a certificate of fishery quality in physical form without having to come to the BKIPM Semarang office because the certificate will be sent to their respective homes even for people whose homes are difficult to reach. The purpose of writing this article is to analyze how the process of the innovation is because the innovation is new and has never been studied before. The research method used in this study is a descriptive qualitative method with library research data collection techniques. The results of the study indicate that this innovation is a process innovation that is reinforcing or reinforcing in nature, which seeks to improve previous innovations because previous innovations only facilitated the delivery of certificates to producers which only covered certain areas. With this innovation, people do not need to crowd at UPT BKIPM Semarang to get a certificate according to their needs, but only need to submit an application online for processing and then wait for the certificate to come to their house.

Abstract

This study aims to find, understand, explain and obtain an overview of the strategies carried out in the implementation of Learning during the Covid-19 Pandemic at the Secondary Education Unit in Central Java Province which is then expected to be able to analyze and describe the implementation and make recommendations on policy models to overcome learning problems. during the Covid-19 Pandemic. The results of this study were carried out through Strengthening Communication Facilities and Learning Content Creation, Strengthening in Learning Methods, through hybrid learning by combining several aspects, and Partnerships, through collaboration with the private sector and parents of students.

Abstract

The Village Fund as one of the programs that began to be implemented in the era of President Joko Widodo certainly had a major impact on changing the face of the village. Village funds sourced from the State Revenue and Expenditure Budget are one of the sources of village income used for village infrastructure development and village community empowerment in an effort to realize village progress and community welfare. The management of the Village Fund, starting from the planning, implementation to accountability reporting stages, of course, must be guided by the provisions of the applicable laws and regulations, as an effort to realize a clean, transparent and accountable Village Fund management. In line with this, of course, it takes human resources from the village government (village heads and village officials) who are qualified, capable and capable in carrying out their respective duties and responsibilities. The problem raised in this research is the relationship between the capability of the village government and the successful management of a clean, transparent and accountable Village Fund. The conclusion of this research is that the capability of the village government is directly proportional to the success of the village concerned in realizing a clean, transparent and accountable management of the Village Fund.

Abstract

The realization of quality services for the welfare of the community is one of the commitments to change through bureaucratic reform, in its implementation conflicts often arise due to inconsistencies. This is what happened in Pemalang Regency, on the one hand the bureaucracy is aggressively carrying out bureaucratic reform as a form of self-improvement, but on the other hand it slows down the progress of the bureaucracy due to the declining culture of service and weak employee integrity. This paper aims to determine the causes of the non-optimal results of the evaluation of bureaucratic reform along with the supporting and inhibiting factors for implementing bureaucratic reform in the Pemalang Regency Government. This paper study uses a qualitative method with case studies. Data was collected through observation, documentation and interviews. The data analysis techniques are: data collection, data reduction, data presentation, data analysis and triangulation and drawing conclusions to test the validity of the data and find objective truth. The results of the study in this paper indicate that the bureaucratic reforms carried out by the Pemalang Regency government have not shown significant signs of increasing towards a more optimal direction in an effort to realize Good Governance, there are still normative problems related to the quality and capacity of the apparatus resources. An increase in commitment and a change in mindset is needed from the leadership to all levels of employees to make fundamental changes and reforms to the government administration system to achieve good governance.

Abstract

Smart City is a concept to shape a city for the better and can improve the welfare of its people. One of the dimensions in the implementation of Smart City is a smart economy that focuses on managing the development of economic growth that starts with innovations to increase competitiveness and open new business opportunities. Semarang city is one of the cities in Indonesia that has been implementing this concept since 2013 and its implementation was awarded Best Smart economy City in 2018. The methodology used is qualitative descriptive with primary data collection techniques with interview techniques and secondary data with literature study techniques. The implementation of the smart economy in Semarang City has three important aspects, namely Industry, Transaction, and Welfare. These three aspects are integrated into the indicators of the Semarang Hebat Priority Program which 6 indicators of 10 indicators. In this article, the author explains the implementation of the achievements of the smart economy in the city of Semarang based on the indicators of the Semarang Hebat Priority Program. The implementation of the smart economy in Semarang City has been running by showing a positive trend, with constraints from external factors in the form of the Covid-19 Pandemic. It is hoped that the Semarang City Government can maximize and improve sectors that show positive trends and anticipate unexpected conditions in the future.

Abstract

Modernisasi membawa efek digital masuk ke dalam varian aktivitas sosial-budaya dan ekonomi-politik masyarakat. Namun, tiadanya pemerataan akses terhadap penggunaan teknologi, berdampak pada keterasingan dan marginalisasi. Konsep tersebut cenderung dilihat sebagai kesenjangan antara yang memiliki akses terhadap teknologi (the haves) dan kelompok yang tidak memiliki akses terhadap teknologi (the have-nots). Di dalam masyarakat pasca-industri hari ini, segala sesuatu telah digitalisasi. Tidak hanya pada aspek kebijakan dan bisnis, bahkan kebijaksanaan filantropi berupa platform-platform sosial telah massif berkembang di era-digital. Misalnya, pengentasan permasalahan kesehatan, ekonomi, kemanusiaan dan lingkungan yang, sejauh ini, mendapatkan donor (donation) dari masyarakat digital melalui platform KitaBisa.com. Hal tersebut dilakukan dalam rangka memperbaiki dignitas kehidupan manusia dan kelestarian lingkungan. Namun, akibat kesenjangan digital di dalam masyarakat yang tidak dapat mengakses agenda filatropi secara online, membuat kelompok yang tidak memiliki kapital digital tereksklusi dari kebijakan virtual. Modernization brings digital effects into a variant of socio-cultural and political activities of society. However, the lack of access to the use of technology, is associated with alienation and marginalization. The concept tends to be viewed as a gap between those who have access to technology (the haves) and groups who have no access to technology (the have-nots). In today’s post-industrial society, everything has been digitalized. Not only on policy and business aspects, even philanthropic policies of social platforms have developed massif in digital era. For example, a reduction in health, economic, humanitarian and environmental problems, so far, have been obtained donors from digital societies through KitaBisa.com platforms. This is done in an effort to improve dignities of human life and the sustainability of the environment. However, as a result of digital gaps in societies which make them cannot access the filatropic of an online agenda, groups that do not have digital capital are excommunicated from virtual policy.

Abstract

The policy on management and management of swallow nests aims to regulate the management and management of swallow nests in order to contribute to the community and local government. This policy was outlined in Pekanbaru City Regulation Number 3 of 2007 concerning Business Permit for the Management and Management of Swallow's Nest. Several problems arise, among others, the number of business licenses that are still very minimal which has an impact on the contribution of regional income, noise pollution, air pollution, environmental impacts and health problems. This study aims to analyze the implementation of management policies and management of swallow's nests in Pekanbaru City. This research uses a qualitative descriptive approach through literature study. Analysis of policy implementation is seen through the Edward III model, which pays attention to the effectiveness of implementation in terms of communication, resources, disposition and bureaucratic structure. The results of the study concluded that the implementation of the management and management policy for swallow nests has not run effectively. In controlling the swallow breeding business permit, there are many obstacles, among others, coordination between related agencies that has not been running well, supervision by related agencies which is still very low, low levels of employer compliance due to sanctions that have never been applied, so there needs to be an evaluation of policies when this is by paying more attention to environmental impacts and firmer sanctions.
