Abstract

This research was conducted to see the effectiveness of managing the Village Fund Budget, namely to see an increase in village infrastructure development in Sileang Village, Doloksanggul District, Humbang Hasundutan Regency. Based on the problems studied, the method and type of research used descriptive qualitative research. Using data analysis techniques according to Miles and Huberman with interview data collection techniques and documentation, the key informants in this study were the village heads and the main informants were development heads and additional informants were four people from Sileang Village. The results of the research show that the management of the Village Fund Budget in the development of village infrastructure in 2021 has not been running effectively, it can be seen from the dimensions that are used as measuring instruments, there are still dimensions that are fully operational. Starting from the ineffective implementation of the planning coordination mechanism and funding system, the lack of budgetary resources owned by the village government so that the limited development programs implemented, the lack of maturity in terms of development planning, in the implementation of socialization the community involved must be limited due to the Covid-19 pandemic, there are still village officials who are not participatory in managing village funds, as well as facilities and infrastructure for infrastructure development in Sileang village are not yet adequate. Efforts that can be made to overcome obstacles and obstacles regarding the implementation of Sileang village government. The government should try to coordinate between regions/hamlets optimally so that unwanted problems do not occur, increase public awareness of development by actively participating in deliberations, and also conduct socialization of programs that have been formulated to the community so that people are more aware of the program.

Abstract

This study analyzes the fiscal policy and management of the Land and Building Tax in urban and rural sectors (PBBP2) in Binjai City and its impact on Local Revenue (PAD). The objective is to measure the potential that Binjai City has in managing PBBP2 revenue. This research method involves questionnaires and interviews with respondents selected through purposive sampling. The results showed that by combining the potential of PBBP2 objects and the ability of the apparatus, using the Boston Consulting Group (BCG) matrix analysis and Klassen typology, PBBP2 revenue in Binjai City falls into the "question mark" category requiring urgent development as one of the main sources of PAD in the future. The "dog" category, which indicates low PBBP2 revenue and growth, needs to be avoided. In Klassen's typology approach, underdeveloped PBBP2 areas (low growth and low income) should be prioritized to overcome relative underdevelopment through a collaboration of the Binjai City government, administrative modernization, and validation of the PBBP2 database. In conclusion, PBBP2 revenues in Binjai City require further development as a major source of future revenue. However, challenges related to PBBP2 revenue and growth in certain areas must be addressed through cross-sectoral cooperation.

Abstract

To analyze how the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems at the Regional Financial Management Agency in Southeast Aceh Regency, and the factors that hinder the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems at the Management Agency Regional Finance in Southeast Aceh District.Research data were collected through observation and interviews with key informants, key informants, and additional informants. Further analyzed by qualitative analysis. Based on the results of interviews and observations made by researchers, it was found that there were forms of implementation that were still not in accordance with the Regulation of the Minister of Home Affairs Number 70 of 2019 concerning Regional Government Information Systems. As well as communication indicators that have not run optimally in the context of transmission, clarity, and consistency.

Abstract

The 2024 Simultaneous Regional Head Election (Pilkada) is an important moment in the consolidation of local democracy that demands honest, fair, and integrity elections. In this context, the District Election Supervisory Committee (Panwaslu Kecamatan) has a strategic role as the spearhead of supervision at the grassroots level. This study aims to analyze the performance of the Garoga District Panwaslu in supporting the implementation of the 2024 Simultaneous Regional Elections. The research uses a qualitative approach with a descriptive-analytical design. Data were collected through in-depth interviews, observations, and document studies, and then analyzed interactively through data reduction, data presentation, and conclusion drawing. The results of the study show that the performance of the Garoga District Panwaslu, in general, has been in accordance with the institutional mandate, particularly in basic technical competence and administrative compliance. However, the performance of supervision is still dominated by procedural orientation and is not fully substantive and preventive. Limited resources, geographical conditions, and local social dynamics affect the District Panwaslu’s responsiveness, coordination, and adaptability. This research emphasizes the importance of strengthening the performance of the District Panwaslu to be more responsive, collaborative, and adaptive, thereby improving the quality of supervision of the Regional Elections and local democracy.
