Abstract

This study addresses the challenge of optimizing small-scale integrated farming systems (IFS) by minimizing operational costs while ensuring sustainable land use across agricultural, livestock, and aquaculture components. The main objective is to develop a Mixed-Integer Linear Programming (MILP) model that incorporates deterministic parameters such as land availability, labor allocation, and internal-external input flows. The model integrates multiple interrelated subsystems using production coefficients, resource constraints, and cost structures derived from actual smallholder scenarios. A two-period simulation was conducted to evaluate the model’s effectiveness using fixed input values, reflecting rural farming conditions. The results demonstrate that the system achieved consistent outputs without requiring external purchases of manure, feed, or irrigation water. The total operational cost reached IDR 96,770,000, with optimized land and labor allocation across periods. This research contributes a novel MILP formulation tailored to integrated farming, providing practical insights for policymakers and practitioners. Its implications extend to the development of decision-support systems for rural agricultural planning. However, the model's deterministic assumption limits its adaptability to dynamic environments. Future work should explore stochastic variants and real-time input adjustments to improve model flexibility and realism.

Abstract

High electricity subsidies in the national budget (APBN) pose a challenge to national fiscal sustainability. This research aims to formulate an optimization model for the Electricity Economics System (EES) that hierarchically balances the interests of the government, consumers, and producers. The methodology employs a Tri-Level Programming approach with a nested optimization strategy. Simulation results demonstrate that the model reached a stable convergence point at the 41st iteration with a zero relative change value. The national subsidy allocation was significantly reduced from IDR 68.64 trillion to IDR 24.03 trillion. Thus, this model serves as a strategic decision-making instrument that effectively represents hierarchical interactions between energy actors to produce more efficient fiscal policy solutions and support the sustainability of the national power system.

Abstract

Budidaya padi merupakan salah satu sektor pertanian yang memiliki peran penting dalam mendukung ketahanan pangan nasional. Namun, pengelolaan sumber daya pada budidaya padi masih sering dilakukan berdasarkan pengalaman petani sehingga berpotensi menyebabkan inefisiensi biaya produksi. Selain penggunaan input material dan tenaga kerja, perkembangan mekanisasi pertanian juga menimbulkan kebutuhan pengambilan keputusan terkait penggunaan teknologi pertanian yang optimal. Penelitian ini bertujuan untuk membangun model Mixed Integer Linear Programming (MILP) guna mengoptimalkan alokasi sumber daya dan mekanisasi pada budidaya padi. Model yang dibangun melibatkan variabel kontinu berupa alokasi input material, variabel integer berupa jumlah tenaga kerja, dan variabel biner berupa keputusan penggunaan mesin pertanian. Parameter penelitian meliputi luas lahan, produktivitas maksimum, harga jual gabah, biaya input material, biaya tenaga kerja, kebutuhan minimum tenaga kerja, dan biaya penggunaan mesin pertanian. Model optimasi diselesaikan menggunakan perangkat lunak Python. Hasil optimasi menunjukkan bahwa model menghasilkan solusi optimal dengan keuntungan maksimum sebesar Rp37.336.566,00. Model juga menunjukkan penggunaan mekanisasi pada tahap penanaman, penyiangan, dan pemanenan. Hasil penelitian menunjukkan bahwa pendekatan MILP mampu menghasilkan kombinasi penggunaan sumber daya dan mekanisasi yang lebih efisien pada budidaya padi.
