Abstract

The rice milling industry produces 35% rice husk, which contains silica (SiO2) as one of its main components. Rice husk comprises water (9.02%), ash (17.71%), and carbohydrates (33.71%). Silica gel is derived from the coagulation of sodium silicate (NaSiO₂) sol and is highly porous, making it effective in moisture adsorption. Utilizing rice husk for silica gel production presents an efficient solution. Rice husk gasification transforms biomass waste into syngas, with ash as a byproduct. This study involved processing rice husk ash from gasification into sodium silicate, followed by a sol-gel process using both strong and weak acids to produce silica gel. Gasification was performed at 750 °C for 5 hours. The ash was ground and sieved (150 mesh). Extraction was conducted at 80°C for 1 hour using 1N NaOH, after which acid was added until the pH reached 7. The acids used were 1N HCl and acetic acid . The mixture was heated to 80°C until the silica gel reached a constant weight. The resulting silica gel was analyzed using FT-IR and tested for air moisture adsorption. The synthesis of silica gel using HCl yielded less product compared to using CH3COOH. FT-IR analysis of the rice husk ash silica gel indicated the presence of Si-OH and Si-O-Si functional groups. In the water adsorption test, silica gel synthesized with strong acid (HCl) exhibited higher water adsorption capability compared to silica gel synthesized with weak acid (CH3COOH).

Abstract

Inclusive education is widely recognized as a fundamental human right; however, its realization for persons with disabilities remains uneven in plural societies such as Indonesia. This study examines inclusive education as an interfaith legal issue, arguing that the persistent failure to achieve substantive equality is not merely a problem of weak policy implementation but a consequence of normative dissonance among state law, religious norms, and social practices. Employing a juridical-empirical approach within a legal pluralism framework, the study draws on qualitative data from interviews, observations, and document analysis to explore how stigma and exclusion are socially and normatively produced. The findings reveal that disability stigma is reinforced through paternalistic religious interpretations, institutional routines in schools, and the lack of harmonization between Law No. 8 of 2016 on Persons with Disabilities and the National Education System Law. At the same time, religious values across faith traditions possess significant normative potential to function as modalities of inclusion when mobilized through interfaith engagement. This study contributes to socio-legal scholarship by reframing inclusive education as a contested normative space shaped by interfaith dynamics and legal pluralism, and by highlighting the necessity of legal reform alongside cross-religious collaboration to achieve substantive justice in education.

Abstract

Rapid urbanization, especially in developing countries, has worsened spatial inequality and environmental degradation, impacting vulnerable urban communities living in informal settlements with limited access to services and increased environmental risks. This study examines the role of spatial planning law in promoting social justice and environmental protection in urban areas, particularly for marginalized populations. While spatial planning laws have the potential to promote equity and sustainability, inconsistent enforcement and inadequate evaluation mechanisms reduce their effectiveness. Using a qualitative legal analysis approach, the research reviews statutory frameworks, urban planning documents, and case studies to assess the practical application of these laws. Findings show that integrating spatial planning laws with social justice and environmental sustainability principles can enhance the living conditions of vulnerable communities by ensuring equitable resource access and reducing exposure to environmental hazards. However, fragmented legal frameworks, weak enforcement, and a lack of participatory planning hinder their impact. Comparing with traditional urban planning, social justice-oriented spatial planning provides more sustainable outcomes by prioritizing equity and environmental protection. The study recommends policy reforms to strengthen law enforcement, encourage inclusive decision-making, and integrate social justice and sustainability into urban planning frameworks. Further research is needed to assess the long-term impacts and role of these laws in achieving equitable urban development.

Abstract

This study examines the recognition of the local Pemena religion and the fulfilment of the civil rights of its adherents following Constitutional Court Decision No. 97/PUU-XIV/2016. Normatively, this decision marks a significant shift in Indonesian legal policy by recognising adherents of local beliefs as equal legal subjects within the civil registry system. However, in practice, the implementation of this policy still faces various obstacles. This study aims to analyse the form of recognition granted to Pemena and to identify the factors causing the sub-optimal fulfilment of the civil rights of its adherents in Karo Regency, North Sumatra. The research employs a socio-legal approach, combining normative legal analysis with empirical data obtained through interviews with Pemena adherents and relevant officials. The findings indicate that recognition of Pemena remains largely formal and has not yet been fully realised in practice. Pemena adherents continue to face discrimination, both in the form of social stigma and administrative barriers to obtaining civil registration documents. The gap between legal norms and implementation, administrative requirements that are not contextually appropriate, and a lack of understanding among officials are the main factors hindering the effectiveness of this recognition. Thus, although the Constitutional Court’s ruling has opened the door to more inclusive recognition, recognition of the local Pemena faith has not yet reached a substantive stage. More comprehensive efforts are required through administrative policy reform, capacity building for officials, and the strengthening of social awareness to realise fair and non-discriminatory protection of civil rights for adherents of the faith. This study confirms that legal recognition without structural and social transformation tends to result in symbolic recognition, thereby enriching socio-legal studies regarding the protection of religious minority groups.
