Student Role in Larva Monitoring (Siswa Pemantau Jentik) is Dangue Hemorrhagic Fever (DHF) control efforts to empower elementary school students to observe the presence of mosquito larvae in the school environment Implementation sismantik program at a private elementary school in Semarang is one of the measures to reduce the death rate of DHF patients in school age children in the city of Semarang. DHF control efforts through monitoring mosquito larvae have been arranged in Semarang City Regional Regulation No. 5 of 2010. The implementation of the monitoring program of mosquito larvae on private elementary school in Semarang in fact still not optimally implemented on all private schools in Semarang it was proven that their school has not been up to implement the program sismantik regularly in private elementary school. Sismantik program conducted in private elementary school in Semarang are still not optimally implemented because there is still a private elementary school that has not routinely perform these government programs.. The purpose of study is to describe the implementation of Student Role in Larva Monitoring (siswa pemantau Jentik) program in private school is controlling dangue disease in Semarang and to identify in habiting factor of Student role in Larva Monitoring program in private school in Semarang. This research is a descriptive study with qualitative approach. The result showed that there are things that inhibit the implementation of the program. This is caused by the weak human resources, communication, characteristic office executive (bereauratic structure). Recommendation that can be given is improving quantity and quality of human resources, improving communications between the policy implementer and making a clear organization structure that can be understood easily.

Labor is waging a problem that continues to happen every year, including in the city of Semarang, where frequent disagreements between workers and employers in formulatating wage mainly in 2016. The city's minimum wage is a standard party entrepreneurs provide retribution to workers or labor against his work. The process of formulation of the minimum wage of waging the Council conducted a survey rating the necessities of life are worthy (KHL) during the months of January to September, while October to December as value predictions. The survey is conducted in some traditional markets in the city of Semarang. The results of the surveys discussed inwaging Town Council meeting comprising the Government, employers and trade unions. Then after the results of the meeting of the city's wages granted by the Mayor to further the results submitted to the Governor of Central Java. Model Formulationused in this study is a model of the process while a cornerstone of the theory is the theory used of stages of policy formulation by Budi Winarno theory consists of the formulation of the plobem , the policy agenda, the selection of an alternative policy,as well as the setting of the policy. The research method is qualitative diskriptifmethod. While data collection technique of using observation, interviews, and documentation. Results of the study says the minimum wage policy formulation process Semarang city conducted by wiging councils went well which follows from the regulatations. As for the actors involved in the process of formulation of the Semarang city minimum wage policy consists of three elements i.e. the Government, employersand labor unions are joining in a non sctuctural named waging waging Semarang City Council.

Inclusive education is an educational services for children with special needs to study with normal children (regular) in the same study group and school. The purpose of this reaserch is to evaluate the implementation of policy of inclusive education in the State Elementary School of Sukoharjo Rembang which is measured on three indicators that are divided into seven sub-indicators, that is: (aspect), Input (curriculum, teachers and educators, facilities and infrastructure, and financing ), process (guidance and supervision and cooperation) and Output (learners). The Researchers analyzed the of factors constraints faced by the government of Rembang, State Elementary School of Sukoharjo and society. Evaluaasi inclusion policies in the education system meant to see if it is in accordance with the policy goals of providing the widest possible opportunity; quality education services; and educational services are not discriminatory. Education Evaluation research results Inclusion State Primary School Sukoharjo Rembang still encountering many obstacles on the aspects that are, among others: there are discrimination educational services, educators Welfare has not been fully considered. Availability of facilities still lacking and there is no understanding that cooperation between the Government of Rembang and the community about the rise and graduation for children with special needs.

Employee performance is a way to achieve the goal state agency. In connection with the performance, capacity and discipline employees can directly degrade the performance or improve the performance of an employee. Employees with high ability and discipline that will either make more optimal performance of employees so that they can have an impact on the overall performance of employees. However, on the contrary, if the ability of poor and working discipline is not good enough, employee performance can be optimized and bring harm to the company. This research was conducted in Central Java province TRAINING Agency. The purpose of this research was to determine the effect of ability and discipline to employee performance in TRAINING Agency Central Java province with the research method used is quantitative research. The data obtained in this study through the questioner. Analysis of the data used is the correlation coefficient Kendall and Kendall concordance coefficient. Processing the data using SPSS 16.0.

Disaster management is a series of efforts which include the establishment of development policies that are at risk of disasters, disaster prevention activities, emergency response and rehabilitation. Disaster management is the responsibility of the central government and local government. The government handed over to the Regional Disaster Management Agency (BPBD) to deal with disasters in the region. One of the natural disasters that often hit Semarang was flooding. BPBD of Semarang uses Semarang City Regional Regulation Number 13 of 2010 concerning the Implementation of Disaster Management as the legal basis for implementing disaster management in the Semarang. The problem that arises is how the implementation of the regulation, especially pre-disaster stage. The purpose of this study was to determine the implementation of these regulations, especially at the pre-school stage and the factors that influence them. This study uses a descriptive qualitative research model with data analysis techniques from Miles and Huberman, and uses the source triangulation method to test the validity of the data. The results of this study indicate that the implementation of regulations, especially at the pre-disaster stage has not gone well. This can be seen from total eleven task, three of them weren’t done and the rest done with some problems. The implementation of regulation is influenced by factors of budget, coordination and resources that are in accordance with the theory put forward by Van Metter and Van Horn. The advices given is, first, the need for increased efforts in the implementation of activities that have been carried out so that there are no obstacles and carrying out activities that didn’t implemented yet. Second, it’s necessary to assess the factors that influence the implementation process.

Increasing the quality of human resources is a reasonable process of change experienced by the middle of the nation growing. The attitude of the community began to grow a critical moment among others by presenting the demands of the employee's performance will be mainly on public organizations both STATE-OWNED ENTERPRISES or Government agencies. Both STATE-OWNED COMPANIES and Government agencies are already supposed to have employees with good performance. Pertamina is one of Indonesia's largest STATE-OWNED companies have, in fact, has a capacity of employees with a quality performance, but that there is still a lot of current related problems thus optimizing the performance of employees. But as the economic powerhouse of the nation of Pertamina which are State-owned enterprises in the fields of energy, oil and gas would largely determine the life of the people. Based on the above, the study will analyse the performance of the employees who performed on subsidiary Pertamina in Office JOB Pertamina-Talisman Jambi Merang and aware of the factors that hampered the optimization of the performance of the employees. This research uses the theory of employee performance measurement instrument on corporate indicator of where his judgement is the work achievement, skills, behavior and leadership. Data collection techniques used through observation, interview, documentation and library studies with informant in JOB Pertamina-Talisman Jambi Merang Office. The results showed the performance of employees in an Office JOB Pertamina-Talisman Jambi Merang yet arguably optimal. There are still some factors restricting in optimizing the conditions of performance of employees. These factors is factor of personnal, factor of team and factor of system. In overcoming barriers these there were some suggestions that can be done such as give a clear dissemination of any related work deadline and officials in the Division of tasks outside the Office, should have also held training in order to improve the quality of human resources, absent a more modern system is also not less important to enhance discipline employees, increased assertiveness in leadership style applied

The implementation of the policies of fire hazard countermeasures in Semarang city is one of the regulation made by the Government as prevention of Semarang area and tackling a fire hazar because of it is increasing and loss either materially or casualties inflicted. The role of Government in Fire Department of Semarang and the community is very important to resolve the issue. The regional government demanded ,Semarang was able to complete the problems related to prevention and tackling the fire which occurred in accordance by applaying the local policy number 2 Year 1994 about Countermeasures with fire rescue by seeing some aspects namely surveillance, security , the availability of facilities and infrastructure, as well as the suitability of the procedures. This research is a descriptive qualitative research with informants staff on duty fire department of Semarang and self-described community is prone to fire rescue. This research aims to analyze the process of implementation of the policy and the factors that inhibit. The theory used in this study is George Edward III, who said that the factors of restricting implementation are disposition or attitude, communication, resources, and bureaucratic structure. The results of the research show that in the implementation of policies for tackling the fire in Semarang was still hampered by weak supervision, lack of human resources, financial resources or facilities, lack of awareness, lack of socialization. So it can be concluded that the implementation of policies for tackling the fire rescue in Semarang city have not been running well and optimally.

Village consultative body or abbreviated as BPD formed based on the district regulation of Semarang regency No.11 of 2006 concerning guidelines for establishing village consultative bodies. The regulation concerning the establishment of the BPD and the tasks carried out by the village consultative body (BPD). Kecamatan Bandungan is a sub-district in the district of Semarang which in each village has formed a village consultative body (BPD) and has implemented its tasks, principal functions. The purpose of this study was to find out how the implementation of the main task and function of the village consultative bodies (BPD), as well as the factor affecting of the implementation. This research used descriptive method-qualitative approach. The result of this study indicate that village consultative bodies (BPD) in the Kecamatan Bandungan have four functions : legislative function, the supervisory function, the budget function and the aspiration function. Of the four functions carried out by BPD already implemented but for legislatve function and supervisory functions there are still many shortcoming and least maximized. Affecting factor of the implementation are communication, cooperation, activeness and participation of members, facilities and level of education.

Disaster is an apprehensive incident to everyone. When it happens, emergency response of disaster is needed to be done due to minimize and rescue victims and material disadvantage. Semarang has some district where usually affected by disaster, of them that is concerned is Mangkang Wetan Village, Tugu Sub-District, Semarang City, flooding disaster potentially region every year. Through Province Regulation Semarang City. Through the Local Regulation No. 13 year 2010 concerning Management of Disaster Prevention, committed consistently to fulfil with responsibility protecting the people. The matter should be solved and settled is what is implementation of the Local Regulation no. 13 year 2010. Objective of this thesis is to comprehend the implementation of the Local Regulation no. 13 year 2010 concerning Management of Disaster Prevention in Flood Emergency Response Phase on Mangkang Wetan Village, Tugu Sub-District, Semarang City and the obstacles on realize the implementation. Thesis used qualitative descriptive method with. Results of the thesis showed that The Local Regulation No. 13 year 2010 concerning Management of Disaster Prevention is well implemented, nevertheless there some actions aren’t done maximally. Some obstacle on fulfilling the implementation such budgeting, infrastructure access, and environmental issues. Some recommendation to resolve offered is BPBD coordination with relevant agencies to normalize Beringin River, extra budget provision for the disaster alert groups, supply of buoys replenishment, emergency boats, urgent equiments needed when flood occurs.

Trading is one of the chosen affairs of a decentralized system. With the existence of trade affairs, it can contribute to the economic sector of a region. One of the supporting sectors of the economy from trade affairs is the existence of traditional markets. Nowadays, the existence of traditional markets is increasingly threatened because the emerging of many modern markets. Through the Semarang City Regulation number 9 of year 2013 concerning Traditional Market Arrangements, the Local Government of Semarang City is committed to optimizing the existence of traditional markets as a part of the regional economic resources. The problem that arises is how to implement the Semarang City Regulation number 9 of years 2013 concerning Traditional Market Arrangements. The purpose of this study is to know the implementation of the Semarang City Regulation number 9 of year 2013 concerning Traditional Market Arrangements and find an influencing factors. This study uses a qualitative descriptive method, with a method of analyzing data according to Spradley and testing the validity with source triangulation techniques. The results of this study show that the Semarang City Regulation Number 9 of year 2013 concerning Traditional Market Arrangements is still not implemented well in accordance with the stated goals. Supported factors are coordination, social condition, and technology advance. Inhibiting factors are leadership, communication, commitment level of actors, and environmental conditions. Based on these concern, Dinas Perdagangan should give a leadership training program for Kepala UPTD Pasar and Kepala Pasar, repair the communication systems both vertical and horizontal, make a routine control to performance of implementing actors, and repair the facilities in traditional market with another institution.
