Abstract

Jatibarang dam construction in 2010 made an impact on the livelihoods of Kandri Village’s communities who has majority as farmers because of several hectares of agricultural land sunk into the reservoir. Kandri village’s communities who are affected by the construction of Jatibarang reservoirs need to prepare themself because the impact of dam construction with community empowerment. This research aim to describe the forms, the results, and identifying constraints on community empowerment Kandri Tourism Village. The method in this research is taxonomy analysis of the overall data with detailed focus on a particular domain that is useful to describe the phenomenon or problem of the study. The results showed that the forms of community development in the Kandri Tourism Village are culinary, crafts, and special interest education. Empowerment results in this research which are community needs, the range of productive resources, and the level of community participation are not maximized. The community development constraints in Kandri Tourism Village are constraints of the individual which have a lack of stability of business, leading commodities were stopped when there is a loss, there is still a dependency with outsiders, lack of confidence, and concerns about insecurity, while the constraint of the social system is obstacles of interest groups.

Abstract

Community Based Forest Management (CBFM) is a cooperative forest management system between the State-Owned Forestry Company (Perum Perhutani) and forest village communities to bring optimal forest resource sustainability. The application of the CBFM program in Central Java is based on the Governor's Decree Number 24 of 2001 concerning Management of Forest Resources among Communities in Central Java and the Perhutani Director’s Decree Number: 682 / Kpts / Dir / 2009 concerning Guidelines for Community Based Forest Management (CBFM). Sambak Village is one of the villages that implemented the CBFM program that is realized through the Wana Hijau Lestari forest village community work program. The aim of this study is to look further at the implementation of the CBFM program in Sambak Village and the factors that affects the implementation of the CBFM in Sambak Village. This study uses a qualitative-descriptive approach with observation, interviews, and documentation as the data collection techniques. The results of this study indicate that the implementation of the CBFM in Sambak Village which is based on the scope of the forest area and the outer forest area, still has several problems. This study found several factors that influence the implementation of the Sambak CBFM associated with human resources such as people who are still not open and the Forest Village Community administrators who are less active, coordination between several parties in CBFM activities still leads to misscommunication, unclear source of funds for implementing CBFM activity and the community environment that are still traditional which create stigma that affects the CBFM implementation. In this study, the author's suggestion is to improve the coordination between the parties involved in CBFM to avoid misscommunication, an integrated marketing system for Wana Hijau Lestari Forest Village Community, Establishment of Village Forest Cooperative (Union), and an expansion in the tourism field.

Abstract

The permissive policy of Semarang City stakeholders in the Pandanaran Road area is not accompanied by efforts to regulate and guide street vendors in accordance with the content of the policy, making the area less organized. The limitation of the relocation space for street vendors, to the problem of business place legality becomes a problem in efforts to achieve orderliness. This study aims to explain the implementation of Regional Regulation No. 11 of 2000 in the area of Jalan Pandanaran. In an effort to achieve orderliness, the provisions of the Mayor of Semarang number 511.3/1112/2016 did not designate the Jalan Pandanaran area for any business actor to trade. By using qualitative descriptive methods, participatory data collection techniques and in-depth interviews, data analysis and interpretation using taxonomic analysis, and data validation using trianggulation techniques, this study managed to draw the conclusion that irregularities in the Pandanaran Road area were caused by the of firm policy implementation carried out by policy implementers in the region. For this reason, it is necessary to use persuasive approaches, coordination between stakeholders, and consistency in the implementation of policies by the implementor.

Abstract

The background of this research is to management that the city government budget from 26 the obligatory affair and 7 affairs option but 4 of 26 the obligatory affair and 1 of 7 affairs option is not in accordance with what has been previously budgeted. This caused SiLPA to appear on 2011-2015 and thus affect the process of qualified opinion (WDP) from BPK. This research uses to evaluation the management city government budget comparing between budget and realization, and finds some factor. Research theory from Lester and Steward, where one of the tasks of evaluation is to assess the success or failure of a policy based on the predefined standards or criteria. The method uses mixed method and combines qualitative description with quantitative descriptive statistics. Information for this research was gathered using purposive sampling technique from Financial Management Agency and Regional Assets (BPKAD) and the Autonomous Region of Semarang City. The result of this research stated that out of 26 compulsory work and 7 optional works, there are some compulsory works whose percentage of budget realization is below the average number and that includes these categories: education; public works; spatial planning; regional autonomy of general administration of regional financial administration, regional apparatus, staffing and coding; ESDM works (Ministry of Energy and Mineral Resources). There are several factors that influence the discrepancy between budget and realization in the compulsory and optional works of public policy, emergency response, regional regulations and political interests.

Abstract

The condition of Public Open Green Space in Semarang City has only reached 7.5% of the area of the city, althuogh as mandated by the Act every city must have a minimum 20% Open Green Space. This study describe the implementation Semarang municipal Regulation Number 14 Year 2011 on Reginal Spatial Plan and Number 7 Year 2010 on Open Green Space Planning. The purpose of this study was to see the Implementation of Open Green Space Planning in Semarang City is and to determine the proponent and obstacle factors. This research was qualitative descriptive, with informant from Semarang municipal City Planning office as well as from Park and Cleanlines office. The result of the study showed that the implementation of open green space planning in Semarang City consist of planning, utilizing and controlling. There are the obstacle factors for open green space in Semarang City, namely the high too land price, the human resources competence, uneficient communication inter agency, and awarness of society on the needs of public open green space. Semarang Municipal Goverment is suggested to achieve ‘short-term- target of 20% public Open Green Space area, to negotiate the price of land with societies, to provide training on the implementation of Open Green Space, to make the flexible coordination rules, and to give information on the Open Green Space to the society and to create activities to increase the society participation in implementing open Green space planning in Semarang.

Abstract

Norms become rules that must be regulated in social life, but today there are not a few people who violate the norm to point to criminal acts. Criminal offenders are referred to as convicts or prisoners who are serving sentences and coaching processes at the Correctional Institution. The correctional process must be carried out well, where in its implementation is an action taken by the government and the private sector both individually and in groups to achieve the objectives. The aim of this prison is to empower prisoners and with efforts to build power itself, by encouraging, motivating and raising awareness of their potential and trying to develop it. Correctional Institutions are technical units in implementing the Correctional System. Correctional based on the Decree of the Minister of Justice Number: M.02-PK.04.10 Year 1990 is an order regarding direction and boundary as well as a way of fostering for assisted citizens based on Pancasila which aims to awaken prisoners so that they do not go wrong, this is followed by Correctional Institutions Semarang Class IIA Women Regarding the Pattern of Guiding Prisoners or Prisoners which are divided into two namely Personality and Independence Development. This Personality Development focuses on trying to direct prisoners in thoughts, activities, and feelings that influence their behavior better. Self-Reliance Development focuses on skills programs to support independent businesses for the inmates characterized by the ability to form initiatives, create and innovate in carrying out skills programs in the field of work guidance, in the form of home industries, and managing raw materials into finished materials, and unused materials become valuable. In the coaching process it is influenced by factors such as: Human Resources, Coordination, Private Sector involvement and Communication which have a role in helping to create a good Correctional system in accordance with the Decree of the Ministry of Law and Human Rights.

Abstract

The Policy Implementation on The prohibition of Cantrang net is based on The Regulation Of Maritime and Fisheries Affairs Ministry Number 2 of 2015. The increase of unfriendly eco fishery activities and the decline of national fishery resources are to be the background of this policy. The purpose of this research is to describe the policy implementation on prohibition of cantrang net and to analyze the factors that cause obstacles in the implementation of the policy. The methodology used in this research is qualitative descriptive. The research result appeared that in general, quality of the policy has been going well. The process of rule socialization, The ease access of information and service, the accountability of implementation policy , and the achievement of target group coverage, over all was going well. However, the lack of the government anticipation on the impact of the policy become the main factor that cause obstacles in the policy implementation process. Government needs to provide concrete solutions according to the needs of the target group were affected by the policy through capital aid, nets aid that is as good as Cantrang net, the longer transition period of application and material losses compensation for target group.
